Microsoft ended fiscal 2023 with 221,000 direct employees worldwide—about the same as a year earlier, but 11,000 below its reported December 2022 peak. The roughly 5% decline came after the company announced about 10,000 job cuts in January 2023. The figures show a U.S. workforce decline alongside international and operations growth; they are fiscal 2023 results, not a current headcount update.
What Microsoft announced—and what its headcount showed
In January 2023, Microsoft announced that it would eliminate approximately 10,000 jobs. That announcement described planned cuts, not a final count of how many employees would disappear from the company’s reported workforce.
Microsoft’s fiscal year ended June 30, 2023. Its reported direct-employee count was 221,000 at that date, compared with a reported 232,000 peak in December 2022. The difference is about 11,000 employees, or nearly 5%, over six months. The June total was approximately the same as the 221,000 reported a year earlier. These figures and the associated calculations were reported by GeekWire on July 28, 2023.
The timing matters: an announced reduction, a midyear peak, and a fiscal-year-end workforce count are different measures. Hiring, attrition, transfers, acquisitions, and changes in reporting can all affect headcount over the period. The 11,000 decline therefore should not be treated as a tally of layoffs or as a direct reconciliation of the 10,000 announced cuts.

How the workforce changed by geography
The year-over-year figures do not show a uniform global reduction. GeekWire’s analysis of Microsoft disclosures reported this split:

International headcount growth does not mean there were no layoffs outside the United States. It means that hiring or other workforce growth outweighed reductions in the international total. Because “international” combines many countries, the aggregate does not reveal which locations gained or lost employees.

Which reported job categories changed?
Among the categories reported in the analysis, sales and marketing had the largest net decline. Operations grew even as sales and marketing and research and development contracted.

The rounded category figures describe net workforce changes, not a list of people laid off. They cannot establish that every departure came from sales and marketing, or that operations employees were spared cuts. Hiring, attrition, transfers, and reclassification can contribute to a category’s net change.

What operations growth may—and may not—mean
The rise in operations is consistent with continued staffing needs in areas such as cloud infrastructure, data centers, technical support, or acquired businesses. Those are possible contributors, not a complete causal explanation established by the reported figures. The data also do not show that Microsoft reduced its investment in research and development as a whole or that artificial intelligence investment caused or offset cuts in a particular team.
Who is counted in these workforce numbers?
The figures refer to Microsoft’s direct employees. They exclude contractors and third-party vendor workers, so they do not capture the full workforce involved in Microsoft’s operations or the full labor footprint of changes to its spending. Depending on reporting treatment, some workers associated with acquired companies or separately reported businesses may also not appear in the same way in these totals.

How the decline compares with earlier cuts
GeekWire characterized the roughly 11,000-person decline from December 2022 to June 2023 as the most rapid employment decline in Microsoft’s history. That is a claim about speed, based on the analysis—not a formal Microsoft statement or a count from a complete monthly workforce series.

What these figures cannot tell you
- Which individual teams, offices, or countries experienced layoffs.
- How many contractors or vendor workers were affected.
- How many employees received severance, or the total severance cost.
- Whether a particular position was eliminated permanently or later filled again.
- How much of a category’s change came from layoffs rather than hiring, attrition, transfers, acquisitions, or reporting changes.
Microsoft’s fiscal 2023 results are historical. They explain the workforce picture through June 30, 2023, but do not establish Microsoft’s headcount or layoff pattern in 2026.
