Google’s First Norwegian Data Center Is Rising Near Skien—But What Does “99% Carbon-Free” Really Mean?

Google began construction of its first Norwegian data-center campus at Gromstul, near Skien, on February 7, 2024. The company announced an initial investment of €600 million, a first-phase power allocation of 240 megawatts and a target for operations to begin in 2026.

Google expects the facility to use more than 99% carbon-free electricity. That figure primarily reflects Norway’s unusually low-carbon electricity grid; it is not the same as proving that Google will match the site’s electricity consumption with dedicated renewable generation every hour.

What Google announced

The project is located at Gromstul, approximately six kilometers north of central Skien in Telemark. Google describes it as part of the company’s global digital infrastructure and its expansion of Google Cloud services in Norway.

The headline figures are:

  • Announcement and construction start: February 7, 2024
  • Initial investment: €600 million
  • First-phase power allocation: 240MW
  • Planned operating year: 2026
  • Expected electricity profile: More than 99% carbon-free, according to Google’s forecast

The 240MW figure describes first-phase allocated capacity. It should not automatically be interpreted as the facility’s continuous electricity consumption or as the amount of power used by servers alone.

Google had already announced plans for a Google Cloud region in Norway in October 2022. The cloud region and the physical data center are related, but they are not interchangeable terms: the cloud region is a service and infrastructure footprint, while the Skien project is a specific data-center development.

Why Google chose Norway and Skien

Norway is attractive to data-center operators because most of its electricity generation comes from hydropower, giving the national grid a relatively low carbon intensity compared with grids that rely heavily on coal or gas.

Gromstul also offers the combination data centers need: land, power infrastructure and access to European networks. Norway gives Google Cloud customers a way to keep certain data and workloads in the country while potentially benefiting from lower-latency access than a more distant European region.

Google’s 2022 cloud-region announcement highlighted local data storage, data sovereignty, security, speed and sustainability. Those considerations can matter to Norwegian public-sector organizations, regulated businesses and companies with contractual or legal requirements around where data is stored and processed.

Norway’s cool climate may also help with cooling efficiency. But climate alone does not make a hyperscale facility sustainable. The overall picture includes electricity demand, construction materials, servers, backup systems, water use, equipment manufacturing and the effect of the project on local power availability.

Decoding the “more than 99% carbon-free” claim

The most important qualification is that Google’s figure is a forecast about the electricity serving the facility. Google expects Norway’s grid mix to make more than 99% of that electricity carbon-free when the site operates.

That does not necessarily mean:

  • 99% of the site’s electricity will come directly from a Google-owned renewable project;
  • a particular wind farm will physically supply a particular server at every moment;
  • the facility will achieve verified 24/7 carbon-free operation from its first day; or
  • the construction and equipment supply chain will have no emissions.

Several different concepts are often compressed into the phrase “clean energy”:

Concept What it means
Carbon-free electricity Electricity generated by sources classified as producing no or very low direct carbon emissions under the relevant accounting method. It is not automatically synonymous with renewable electricity.
Annual renewable matching Purchasing or contracting enough renewable generation over a year to match annual electricity consumption.
24/7 carbon-free energy Matching electricity demand with carbon-free electricity in the relevant region hour by hour, every day.
Operational emissions Emissions associated with running the facility, including its electricity use and potentially backup fuel.
Lifecycle emissions Emissions from construction, concrete, steel, servers, networking equipment, batteries, transport, maintenance and other parts of the value chain.

Google says it has matched its annual electricity consumption with renewable-energy purchases every year since 2017. The company also acknowledges that annual matching is different from its more demanding goal of operating on 24/7 carbon-free energy by 2030.

In practical terms, a company can buy enough renewable-energy instruments over a year to match its total consumption while the physical grid still supplies a changing mixture of sources during individual hours. Hourly matching requires enough carbon-free generation, storage, transmission and demand flexibility to cover consumption when it occurs.

What role does the Tellenes wind agreement play?

Google says it signed a 160MW power-purchase agreement connected with the Tellenes wind project in 2017. The agreement supports Google’s wider Norwegian and regional clean-energy strategy.

However, a power-purchase agreement should not be described as a dedicated physical cable from Tellenes to Google’s servers. Electricity flows through an interconnected grid, while the contract supports or purchases generation and provides an accounting and commercial relationship with the project.

The Tellenes agreement is therefore relevant evidence of Google’s clean-energy procurement, but it does not by itself prove that Skien will be powered by wind energy every hour. That question requires hourly, regional accounting rather than an annual contract figure alone.

What will the facility do?

Google has described the site as part of its global digital infrastructure and linked it to the Norwegian Google Cloud expansion. It is reasonable to expect the facility to store and process data closer to Norwegian customers and to support Google services and cloud workloads.

Google has not publicly established how the capacity will be divided among consumer services, Google Cloud customers, artificial-intelligence workloads or other uses. Claims about a precise server workload or a guaranteed customer-facing service should therefore be avoided until the company provides them.

Latest construction status

As of the latest available 2026 evidence, the project should still be described as under construction or ongoing—not definitively operational.

  • Skanska lists the project as ongoing and says its work includes the first phase, groundwork, infrastructure, roads, logistics, security zones, foundations and the building shell.
  • Skien municipality records the 2024 construction announcement and a 2025 application concerning groundwork for a possible second data-center building.
  • Norway’s NVE granted WS Computing an electrical-installation permit on January 28, 2026, for a new data-center building at Gromstul.
  • Available 2026 project-tracking information continues to list the Google Skien campus as under construction.

The project’s stated 2026 operating date remains a plan or target unless Google makes a new first-party announcement confirming commercial service.

Economic benefits and local employment

Google cited a Deloitte analysis commissioned by the company that estimated NOK 6.7 billion in value creation in Norway between 2024 and 2025. That is a company-commissioned estimate, not an independently established consensus figure, and it should be read as an economic-impact projection rather than guaranteed local income.

The local project website says the first building is expected to support approximately 120 permanent employees. That figure should be distinguished from temporary construction employment, contractors and indirect jobs created through suppliers and local services.

For Skien and the surrounding region, the potential benefits include construction activity, property and infrastructure investment, technical employment and demand for local services. The public-interest question is how those benefits compare with the project’s use of scarce electricity capacity and any public costs associated with roads, grid reinforcement or other infrastructure.

What about excess heat?

Google says the facility will be prepared for future reuse of excess heat for the local community. “Prepared for” is not the same as saying that an operating district-heating network is guaranteed.

Turning data-center heat into a dependable local resource would require answers to several practical questions:

  • Which homes, businesses or public buildings would receive the heat?
  • What temperature would be available, and would heat pumps be needed?
  • Who would pay for pipes, heat exchangers, backup systems and maintenance?
  • Would demand be sufficient outside the winter heating season?
  • Would the recovered heat displace gas, oil, electric heating or another low-carbon source?

Heat reuse can improve resource efficiency and reduce emissions when it replaces a more carbon-intensive heating source. But the benefit depends on the infrastructure actually being built and used, not merely on the data center being designed to allow future connection.

The wider climate commitments

The Skien project sits inside several separate Google climate claims that should not be collapsed into the phrase “carbon-neutral data center.”

Google says it has matched annual electricity consumption with renewable-energy purchases since 2017. It targets 24/7 carbon-free energy by 2030 for its data centers, cloud regions and campuses. The company also says it aims for net-zero emissions across its operations and value chain by 2030, using absolute emissions reductions and carbon removal for residual emissions.

These goals address different issues. Annual renewable matching concerns procurement over a year. The 24/7 goal concerns the timing and location of electricity supply. The net-zero goal includes a broader set of operational and value-chain emissions.

The infrastructure trade-off: 240MW is significant

A first-phase allocation of 240MW is large enough to make the electricity system central to the story. The figure raises questions about transmission capacity, grid reinforcement, local demand and whether other households or businesses could have used the same capacity.

It would be misleading to convert 240MW directly into annual electricity consumption without assumptions about utilization, maximum draw, cooling systems and the relationship between contracted connection capacity and actual IT load. The project’s ultimate demand may vary with construction phases and workload deployment.

Important questions for public authorities and local residents include:

  • Is 240MW maximum connection capacity, contracted capacity or expected continuous demand?
  • How much power will the first building use when it opens?
  • Who pays for grid upgrades and new electrical infrastructure?
  • What effect could the project have on electricity availability for households and other industry?
  • What are the arrangements for water, noise, traffic and backup generators?
  • Are heat-reuse commitments legally binding, funded and time-bound?
  • Will Google publish hourly carbon data for the site or only annual procurement figures?

What the project means for customers and investors

For cloud customers, a Norwegian facility could eventually matter for data residency, latency, regulatory requirements and workload placement. But the construction announcement does not itself establish a new customer product, a confirmed launch date or a customer-specific guarantee of 24/7 carbon-free electricity.

Organizations comparing cloud providers should check the exact service region, contractual data location, replication settings, pricing, availability and carbon-accounting methodology. A low-carbon national grid can reduce location-based operational emissions, but it does not eliminate emissions from hardware manufacturing, software development, networking, storage replication or end-user devices.

For investors and local communities, the key issue is the difference between low-carbon by location and 24/7 carbon-free through hourly procurement and system matching. Norway gives Google an unusually favorable starting point, but the project’s full sustainability record will depend on additional generation, grid impacts, lifecycle emissions and whether promised local benefits are delivered.

Bottom line

Google’s Skien project is likely to have a very low operational electricity footprint because it is being built on Norway’s relatively clean grid. But “more than 99% carbon-free” is a forecast about the electricity serving the facility—not proof of dedicated renewable power every hour, zero lifecycle emissions or confirmed commercial operation.

The most accurate description is that Google is building a €600 million, 240MW first-phase Norwegian data-center project planned for 2026, with a forecast of more than 99% carbon-free electricity and a separate long-term goal of 24/7 carbon-free energy by 2030.
