No confirmed Safari block happened. In 2024, Google reportedly considered keeping AI Overviews and other new AI Search features inside its own apps, which could have left people searching Google through Safari without those features. The report said Google did not adopt that restriction. The broader strategy was to draw more iPhone searches into Google’s app and Chrome, amid legal scrutiny of Google’s search-distribution deal with Apple.
What Google reportedly considered—and what it did not do
A July 5, 2024 Tech Times report, citing The Information, said Google had considered limiting AI Overviews and potentially other new AI Search capabilities to Google’s own apps. A user searching Google through Safari might therefore have seen a different experience from someone using the Google app or Chrome.
That was a reported proposal, not a confirmed product policy. The same account said Google ultimately decided against the most aggressive restriction. It does not establish that Google blocked Safari users from Google Search or from AI Overviews generally. Nor does it show that any particular feature’s absence for an individual user was caused by a deliberate Safari restriction.
The distinction matters: Google could promote its apps, add features to them, or encourage users to switch without technically preventing Safari users from searching Google. Those are different business choices from denying Safari access to a feature.

Why Google wanted more iPhone searches in its own apps
Distribution is valuable
Safari comes preinstalled on Apple devices and is a major search entry point for iPhone users. Google’s default-search relationship with Apple puts Google Search in a prominent position without requiring users to install another browser or app. The U.S. Department of Justice argued in its search antitrust complaint that default-distribution agreements helped Google preserve its search position by making its service the preset choice at important access points.
For Google, getting a query through its own app or Chrome can mean more control over the interface, account sign-in, product prompts, and how new search features are presented. That can also create a more direct route to introduce users to Google’s AI products. This is a platform-strategy incentive; it is not evidence that Safari is technically unable to support Google’s AI Search features.
The reported targets were internal, not public commitments
The Tech Times account attributed to The Information a reported goal of raising the share of iPhone searches conducted through Google-owned apps to 50% by 2030. It also reported that the share was in the low 30s, up from about 25% five years earlier, and that growth had stalled in late 2023. These are reported figures, not metrics Google publicly confirmed in the cited material.

The report also said Google encouraged iPhone users to search through the Google app or Chrome. That is more precise than saying Google wanted users to abandon Safari altogether: the reported objective was to reduce Safari’s share of iPhone searches and increase the use of Google-controlled search entry points.

What AI Overviews are—and why app-specific features are not proof of a Safari block
Google announced the U.S. expansion of AI Overviews in Search on May 14, 2024. The company described them as AI-generated summaries in Search, using a Gemini model customized for Search and linking to supporting webpages. Its announcement presented AI Overviews as a Search feature, not as a Chrome-only product: Google’s May 2024 Search announcement.
Several products and features can be conflated in coverage of this story:
- AI Overviews: summaries shown within Google Search results.
- AI Mode: a more conversational Search experience introduced later; it is distinct from an AI Overview in a results page.
- Chrome integrations: features built into Google’s browser, which can combine browser functions with Search.
- Google app tools: app-specific experiences such as Lens and visual search.
Google’s November 2024 announcement said Chrome on iOS could combine image and text searches and, depending on the query, show an AI Overview. That demonstrates why Google’s own apps were useful channels for integrating and promoting features; it does not demonstrate that Safari users were denied the same Search feature: Google’s Chrome for iOS update.

Availability can also vary by country, language, account status, device, operating system, browser, experiment, and rollout stage. A feature appearing in Chrome but not for a particular Safari user is not, on its own, proof of an antitrust-driven restriction. Safari users may also be signed into Google; browser choice and Google-account status are not the same thing.

Why Apple’s deal became an antitrust issue
Google’s payments to Apple for search distribution were a major focus of the U.S. case. Reporting cited in the 2024 account put the annual amount above $20 billion, but that figure should not be treated as a verified 2026 payment or as a complete description of the contract. The DOJ’s complaint sets out the government’s allegations about distribution agreements and default placement; allegations in a complaint are not the same as a court’s remedy or a current contract term.
The economic concern behind the case is that defaults can shape user behavior at enormous scale. If most users accept the preset search option, rivals may have a harder time gaining users, queries, data, and advertising demand. Google’s position was not simply about selling ads: control of the search entry point also affects which products users encounter and how new services, including AI features, reach them.
In August 2024, the court found Google liable for maintaining a monopoly in general search services and search text advertising in violation of Section 2 of the Sherman Act. The DOJ’s later remedies announcement describes the judgment and the government’s view of its aims. The ruling and remedies concern market conduct and distribution agreements, not a finding that Google had implemented the reported Safari AI restriction.

The district court entered its final judgment on December 5, 2025. It bars certain exclusive distribution contracts involving Google Search, Chrome, Google Assistant, and Google GenAI products in the United States. It also addresses payment conditions and default arrangements involving Apple products.

Under the Apple-specific provisions, Google may not condition payments to Apple for setting Google Search or a Google GenAI product as the default on Google being set as the default for Safari, Siri, Spotlight, or other Apple proprietary features. Permitted default arrangements generally must expire after one year and must allow Apple to promote third-party search or GenAI products. The precise terms are in the final judgment and memorandum opinion.
These provisions target exclusivity and conditions attached to distribution payments. They do not remove Safari from Apple devices, automatically ban Google from being Safari’s default search engine, forbid Google from offering AI features through Safari, or require iPhone users to select a different search engine immediately. They also do not prohibit Google from marketing Chrome or its app.
Chrome was not ordered sold under the final remedies described
The DOJ initially sought more aggressive structural remedies, including a possible Chrome divestiture. The final remedies announced by the DOJ instead center on distribution restrictions and data and syndication access for qualified competitors; the announcement does not require Google to sell Chrome. Google’s account of its challenge to the judgment is available in its January 2026 appeal statement.
Where the case stands and what iPhone users should take from it
Google announced on January 16, 2026 that it was appealing and sought to pause some remedies while the appeal proceeds. The DOJ case page lists compliance materials, including a status report dated May 4, 2026. The judgment, appeal, and compliance process are therefore part of an ongoing legal process, rather than a fully settled story; see the DOJ case page and Google’s appeal statement.
For an iPhone user, the 2024 report is not a reason to assume Safari has been cut off from Google AI Search. Google Search can be used through Safari, while the Google app and Chrome may offer different integrations or more prominent promotion. If a particular feature is missing, its availability and rollout conditions matter; the reported proposal alone cannot explain an individual result.
The business story is about control of distribution. Google had reason to make its own apps attractive as pressure on its Apple relationship grew. The court later restricted certain exclusive deals and payment conditions, but did not order users away from Safari or prohibit Google Search from appearing there.
