Docker canceled its planned Docker Hub image-pull consumption fees. That means users should not receive a bill for ordinary Docker Hub pulls under the canceled policy. However, Docker Hub still applies pull-rate limits to free and anonymous users, paid plans still have subscription costs, and Docker’s public pages currently disagree about the exact free-tier limits.
What Docker canceled
Docker announced on February 21, 2025 that it had canceled Docker Hub pull-consumption charges “entirely.” It also said storage charges were delayed indefinitely, rather than permanently eliminated. Any future storage billing would receive six months’ notice, according to Docker’s policy revision announcement.
This distinction matters:
- Pull fees: canceled.
- Storage billing: delayed indefinitely, not ruled out forever.
- Paid subscriptions: Docker Pro, Team, and Business still cost money.
- Pull limits: still apply to some free and anonymous users.
- Fair-use controls: still apply, including to paid accounts.
So “Docker Hub is free” is too broad. Public repositories remain accessible without a paid plan, but access can still be limited by rate controls, authentication status, network identity, and anti-abuse enforcement.
Why Docker proposed pull fees
In September 2024, Docker proposed consumption-based pricing for Docker Hub image pulls and storage. Docker presented the plan as a way to support the sustainability and scale of the registry. At the time, it said Docker Hub stored more than 60 petabytes and handled billions of pulls each month, after more than $100 million of investment in the service. Those figures and the rationale are Docker’s own statements in its updated plans announcement.

The original proposal scheduled consumption pricing to begin on March 1, 2025. New subscription pricing began for new customers on December 10, 2024, with existing customers moving to the new entitlements at renewal. The March fee date was later superseded by Docker’s cancellation announcement.
Why the fees were dropped
Docker’s official explanation was that, after evaluating how developers use Docker Hub, removing pull charges would better support developers and teams as their usage grows. The company described the decision as a way to prioritize developer experience and ecosystem growth.
It is reasonable to infer that concern about unpredictable bills—particularly for CI/CD systems, Kubernetes clusters, and public projects—was part of the surrounding industry reaction. Docker’s announcement, however, does not quantify how much community feedback influenced the reversal. The verified fact is that the pull charges were canceled.
What Docker Hub costs now
Docker’s pricing page displayed the following figures on August 18, 2026. Prices can vary by billing cycle, geography, taxes, negotiated enterprise terms, and legacy account status, so treat them as dated signals rather than permanent prices.

See Docker’s current pricing page before making a purchasing decision. Pro may suit an individual who regularly encounters free-tier limits. Team adds organization features such as role-based access control, audit logs, private repositories, and organization access tokens. Business is aimed at organizations needing features such as SSO, SCIM, hardened Docker Desktop, and centralized image and registry access controls.
A paid plan is not automatically the best financial choice. If a developer hits a limit only occasionally, authentication, caching, or CI configuration may solve the problem without a subscription.

Current pull limits—and a documentation conflict
Docker’s dedicated pull-usage documentation currently lists:

- Authenticated Docker Personal users: 200 pulls per six hours.
- Unauthenticated users: 100 pulls per six hours per IPv4 address or IPv6
/64subnet. - Docker Pro, Team, and Business: unlimited pull rate, subject to fair use.
But Docker’s pricing page shows Personal at 100 pulls per hour per user. Its FAQ contains another hourly model, listing Personal at 100 pulls per hour and unauthenticated use at 10 pulls per hour per IP. The FAQ also retains references to purchasable “Hub consumption,” which conflicts with the later cancellation announcement.
These figures should not be treated as interchangeable. Docker’s official pages do not currently provide one clean, consistent description of the free-tier limits. For a live system, check the effective limit returned by Docker Hub and review the current documentation before budgeting around a specific number.
What counts as a pull?
Docker says a pull can include a version check and any resulting download. A normal pull of a single-manifest image counts as one pull. A multi-architecture image can count as one pull for each architecture, such as amd64 and arm64. That difference matters for CI runners, Kubernetes nodes, autoscaling fleets, and mixed-architecture development environments.
One command may therefore create more registry activity than its appearance suggests, especially when fresh machines repeatedly pull the same base image.

Docker Hub generally returns HTTP 429 when a pull-rate limit is reached. The response may include a message saying that the pull rate limit was reached and suggesting authentication or an upgrade.

There are two important kinds of 429:
- Pull-rate 429: tied to image-pull limits and usually accompanied by Docker’s pull-limit message.
- Abuse-rate 429: broader request throttling that can affect Hub properties and image pulls regardless of subscription.
Multiple anonymous CI runners sharing one public IP can exhaust a common allowance collectively. Authentication can improve attribution and move a Docker Personal user from the anonymous allowance to the authenticated allowance, but shared credentials should be managed carefully.
“Unlimited” on a paid plan does not mean unlimited scraping, redistribution, or abnormal request volume. Docker retains fair-use and infrastructure-protection controls and reserves rights concerning excessive data transfer, pull rates, or storage under its general usage policy.
How to check and reduce Docker Hub usage
1. Authenticate pulls

2. Inspect the effective limit
Docker documents a token-and-header check using curl and jq:

3. Reduce duplicate downloads
- Authenticate every CI runner.
- Use a registry mirror or pull-through cache.
- Cache base images, dependencies, and container layers in CI.
- Avoid unnecessary rebuilds that repeatedly fetch identical images.
- Pin image digests when reproducibility matters.
- Pre-pull images on Kubernetes nodes where appropriate.
- Monitor repositories, accounts, and peak time windows with Docker’s usage-management tools.
A pull-through cache is often the least disruptive answer when existing image references use docker.io. It reduces duplicate external downloads and can improve resilience, but it introduces storage, credentials, cache-invalidation, and availability responsibilities.

Should you upgrade, cache, or migrate?
Stay on Docker Hub
Staying is sensible when pull volume is moderate, your project depends on Docker Official Images or Docker Verified Publisher images, public discoverability matters, and your team can tolerate policy changes. It is also the path of least disruption for existing image references and workflows.
Buy a Docker plan
Consider Pro when one user regularly exceeds the free allowance and also values Docker’s other included services. Consider Team when an organization needs unlimited documented pull rate plus shared administration, RBAC, audit logs, and private repositories. Consider Business when identity, compliance, hardened Desktop, and centralized access controls justify the higher spend.
Add a cache
Choose a pull-through cache when many runners repeatedly download the same upstream images or when you want to reduce dependence on real-time Docker Hub availability without rewriting every image reference. Account for the cache’s infrastructure and operational cost.
Migrate or mirror to another registry
Migration is more compelling when workloads are concentrated in AWS, Azure, or Google Cloud; private connectivity or regional placement is important; regulatory requirements discourage public-registry dependence; or changing Docker policies represent unacceptable operational risk.

Migration is not just a search-and-replace exercise. Plan for rewriting image references, updating CI credentials, mirroring upstream base and third-party images, preserving tags and digests, handling public anonymous pulls, and retraining operators.
Other details that can affect operations
Docker says existing customers moved to new pricing and entitlements at renewal after December 9, 2024. A legacy account may therefore show different billing history or entitlements from a newly created account.
Docker’s May 20, 2026 release notes also say Docker Hub added Amazon CloudFront for image pushes and pulls. Environments using egress allowlists, TLS inspection, or managed trust stores may see production.cloudfront.docker.com in network logs and may need to update network rules. This is an infrastructure change, not a return of pull billing. See the Docker Hub release notes.
What could change next?
The canceled pull-fee policy does not guarantee that Docker’s commercial model will never change. Storage billing was delayed indefinitely, and Docker said future storage charges would receive six months’ notice. Docker also indicated that it was evaluating longer-term rate limits after planned changes scheduled for April 1, 2025 were not enforced.
For budgeting, check Docker’s live pricing, FAQ, and pull-usage pages rather than relying on the superseded March 1, 2025 fee date or a single static limit number.
