No nationwide free ChatGPT Plus scheme was launched. Sam Altman and UK technology secretary Peter Kyle reportedly discussed the possibility of giving UK residents access to the paid ChatGPT tier, but the idea was never announced as government policy or a confirmed OpenAI offer. The UK government later said it had not taken the proposal forward.
The reported discussion should not be confused with the separate UK–OpenAI memorandum of understanding signed in July 2025.

What was reportedly proposed?
According to The Guardian, Altman and Peter Kyle discussed a possible arrangement that could have given UK residents access to ChatGPT Plus without charging users directly.
The report was based on two unnamed sources with direct knowledge of the conversation. It described the idea as part of broader discussions about cooperation between OpenAI and the UK government, rather than as a completed consumer promotion.

The available reporting does not establish how such a scheme would have worked. There were no published rules covering eligibility, children, existing subscribers, multiple accounts, usage limits, proof of residency, or access for people temporarily outside the UK.
Did Sam Altman personally promise free ChatGPT Plus?
No. The evidence supports saying that Altman reportedly floated or discussed the possibility. It does not support saying that he publicly promised free subscriptions or that OpenAI had opened a UK-wide offer.
OpenAI’s response emphasized that millions of people in Britain already used the free version and referred to a shared goal of broadening access to AI. That response did not confirm free ChatGPT Plus accounts.

Free ChatGPT is not the same as free ChatGPT Plus
ChatGPT already had a free tier. ChatGPT Plus was the paid version, described in the 2025 reporting as offering faster responses and priority access to new features.
The reported proposal concerned the premium tier. It did not mean that every OpenAI product, future model, API, business plan or enterprise service would have been free. Nor did it establish that civil servants, students or public-sector workers would receive ordinary Plus accounts.

How much could it have cost?
The reported estimate was up to £2 billion. That was a potential cost cited by people familiar with the discussion, not a signed contract, approved budget or final procurement price.
The Guardian reported a ChatGPT Plus price of $20 per month at the time. Annualized, that is $240 per user per year. A nationwide subscription multiplied across a large population quickly produces a multibillion-pound or multibillion-dollar gross figure, even before considering non-users, discounts, usage restrictions, existing subscribers and OpenAI’s actual marginal costs.
It is therefore misleading to say that the UK spent £2 billion, approved a £2 billion contract, or agreed to pay OpenAI that amount. The more accurate description is that the proposed arrangement was reportedly estimated to cost as much as £2 billion.
Who would have paid?
That was never publicly settled. A scheme could in principle have been funded by a government department, OpenAI, a procurement partnership, or a combination of public and private money. The reporting does not identify a payment model.
“Free to users” would not have meant free in an economic sense. Taxpayers or another sponsoring organization would have had to bear the cost unless OpenAI absorbed it as a subsidy.

What happened to the idea?
The proposal appears to have stalled rather than being formally cancelled. The Guardian reported that Kyle did not take the idea seriously because of its potential cost.
The Department for Science, Innovation and Technology said it had not taken forward any proposal to provide UK residents with ChatGPT Plus and had not discussed such a proposal with other government departments. That wording does not necessarily mean the conversation never occurred; it distinguishes an exploratory discussion from an official government programme.
There is no evidence in the cited sources that a nationwide free Plus scheme was subsequently implemented. Readers should be wary of any signup page or social-media post claiming to offer a government-funded UK ChatGPT Plus benefit without a new announcement from the UK government or OpenAI.
The UK–OpenAI agreement that actually happened
On 21 July 2025, the UK government and OpenAI signed a separate memorandum of understanding.

The official announcement named Kyle and Altman and described possible work on infrastructure and public services. It did not establish free ChatGPT Plus for every UK resident.

Public spending
A universal subscription could have required billions of pounds for a commercial product, including accounts that many people would never use. That raises a basic value-for-money question: whether universal access is a better use of public funds than targeted digital-skills programmes, public-service tools or support for people who cannot afford technology.
Vendor dependence
Funding one provider for the whole population could increase dependence on a US technology company. A government would need to consider switching costs, service changes, outages, pricing power and whether public institutions should rely so heavily on one supplier.
Privacy and data governance
The reporting also highlighted wider concerns about privacy, copyright and chatbot errors. Separately, campaigners called for greater transparency around the UK’s agreement with OpenAI and the handling of public data.

Accuracy and responsible use
Giving more people access to a powerful chatbot would not remove the need to check its answers. AI systems can produce inaccurate or misleading responses, and users should take particular care with medical, legal, financial, employment and confidential information.
What the proposal did not specify
Because there was no published scheme, important practical details remain unknown:
- Whether eligibility would have covered residents, citizens or both
- Whether children and teenagers would have been included
- Whether existing Plus subscribers would have received refunds or credits
- Whether access would have been individual or household-based
- How fraud, resale and multiple accounts would have been controlled
- Whether users abroad or people using VPNs would have qualified
- Whether business, education and enterprise accounts would have been included
- Whether the plan would have had different usage limits from ordinary Plus
These gaps matter because “free ChatGPT Plus for everyone” sounds simple but would require a substantial eligibility, identity, procurement and account-management system.

Could free nationwide ChatGPT Plus still happen?
The sources do not show an active nationwide scheme. A future revival would require a new announcement, a funding mechanism, eligibility rules and details about procurement, data protection and service limits.
The July 2025 MoU provides a framework for exploring AI cooperation, but it is not evidence that a universal consumer subscription was approved or remains under development.
What UK readers can use now
Readers should distinguish the existing free ChatGPT tier from any paid plan and check OpenAI’s current pricing page for up-to-date plan names, prices and features. The $20 monthly figure reported in August 2025 is historical and should not be treated as a confirmed current UK price.
Other general-purpose AI services, including Claude, Google Gemini, Microsoft Copilot and Perplexity, have their own plans, limits and privacy terms. None should be presented as a replacement for the reported UK government benefit, because that benefit was never established.
