DaaS Buyer’s Guide: How to Choose the Right Desktop-as-a-Service Solution

There is no universally best desktop-as-a-service (DaaS) platform. The right choice depends on what users do, whether desktops should be dedicated or pooled, the systems and licenses you already own, how much IT work you can take on, and the full cost over time—not just the advertised desktop price.

For a first shortlist, consider Windows 365 for straightforward, persistent Cloud PCs; Azure Virtual Desktop (AVD) for flexible Microsoft-based deployments and pooled desktops; Amazon WorkSpaces for AWS-aligned organizations and hourly or monthly options; Citrix DaaS or Omnissa Horizon for more demanding enterprise and hybrid environments; and a managed DaaS provider if your team cannot operate the service itself.

First decide whether users need a whole desktop

DaaS delivers a desktop environment hosted in a cloud or provider data center to a user’s device over a remote display connection. Depending on the service and contract, the provider may operate infrastructure, connection services, or more of the environment. The customer may still be responsible for identity, networks, desktop images, applications, profiles, patching, security policies, endpoints, and support. “DaaS” does not by itself mean fully managed.

Before comparing products, ask what problem you are solving. If employees need only a few hosted applications, application delivery may be simpler than supplying a complete desktop. If users can work in browser-based SaaS, a Cloud PC may add cost and administration without adding value. Physical PCs may be a better fit for offline work, specialty devices, very low-latency tasks, or consistently demanding graphics.

DaaS can be a poor fit where internet access is unreliable, applications depend on local hardware, users need substantial offline time, or data transfers to and from the hosted desktop would be costly or slow. Graphics-heavy work is not automatically excluded—some services offer GPU-capable configurations—but test the actual application, display setup, and peripherals from users’ real locations. There is no single bandwidth number that guarantees a good experience; latency, jitter, packet loss, workload, display behavior, and collaboration traffic all matter.

Segment users before sizing desktops

A single specification for every employee can waste money on light users and frustrate power users. Group users by workload and working pattern before asking vendors for prices:

  • Task workers: browser, email, and a small set of business applications.
  • Knowledge workers: office apps, collaboration, multitasking, and moderate storage needs.
  • Developers: multiple tools, often higher CPU and memory needs, and sometimes administrative privileges.
  • Designers and engineers: possible GPU, high-resolution display, and specialty-device requirements.
  • Contact-center staff: predictable shifts, shared or pooled sessions, and reliable audio and collaboration.
  • Contractors, students, or seasonal staff: short-lived accounts or large populations with uneven demand.
  • Executives and other power users: often a stronger need for persistent personalization and reliable performance.
  • Regulated users: identity controls, audit records, data residency, and policy enforcement may be decisive.

A mixed estate can be more sensible than forcing everyone onto one platform—for example, dedicated Cloud PCs for employees who need continuity and pooled desktops for shift workers. The extra platforms bring their own licensing and administrative costs, so compare the savings with the complexity.

Dedicated or pooled desktops?

Dedicated desktops assign a persistent virtual machine or Cloud PC to each user. They preserve user personalization and provide a straightforward experience, but idle capacity still costs money, and each desktop must be maintained. They commonly suit users who need continuity, individual configuration, or consistent resources.

Pooled desktops share host infrastructure across users; multi-session systems can run multiple user sessions on a host. Pooling can improve utilization for task-based, shift-based, or variable-demand work, but it requires careful image, application, profile, policy, and capacity management. Poor host sizing or excessive density can cause users to compete for resources. Profile tooling and troubleshooting can also be more involved.

AVD is one platform that supports Windows multi-session and usage-based Azure infrastructure. Its potential cost advantage depends on how hosts are sized, scheduled, and scaled, and on whether the organization can operate the environment effectively. Microsoft’s AVD pricing information separates infrastructure charges rather than offering one universal all-in desktop price.

Compare the main options by operating model

Windows 365: a simpler dedicated Cloud PC

Windows 365 is a reasonable starting point when an organization wants a persistent desktop per user and values predictable subscription billing over infrastructure flexibility. It can suit Microsoft-centered environments using Entra ID and Intune, particularly where the IT team wants less desktop-infrastructure design than a conventional VDI deployment requires. Trade-offs: a fixed user subscription may be poor value for intermittent users, and the customer still has to handle application, identity, endpoint, policy, and data decisions. Do not assume an existing Microsoft 365 subscription automatically covers every Windows 365 prerequisite: Microsoft identifies Windows Enterprise, Intune, and Entra ID P1 licensing requirements for Enterprise users, with qualifying bundles potentially satisfying them. Confirm the current entitlement for each user and deployment before committing.

Azure Virtual Desktop: flexible, but not turnkey

AVD is a flexible Microsoft cloud desktop platform for organizations that need pooled or multi-session desktops, control over Azure compute and networking, or more specialized scaling. It can fit a team with Azure skills and variable demand. Microsoft distinguishes AVD’s usage-based infrastructure model from Windows 365’s per-user Cloud PC approach on its AVD product page.

Trade-offs: customers must account for virtual machines, storage, network, identity, monitoring, security, backup, image operations, and support. Cost control requires right-sizing and disciplined schedules and scaling; a low compute estimate is not a complete operating budget. Eligible Windows access rights depend on specific licensing circumstances, so verify them against current Microsoft licensing guidance and get written confirmation from a qualified reseller or Microsoft representative.

Amazon WorkSpaces: AWS alignment and usage options

WorkSpaces is a natural candidate for AWS-centered organizations, teams that need Windows or Linux desktops, or usage patterns that benefit from hourly as well as monthly pricing. AWS lists different hardware and storage options, including GPU-enabled families, and describes centralized management through its console. Review the WorkSpaces product information and the current regional pricing for the exact bundle and usage pattern.

Trade-offs: directory services, networking, storage, monitoring, support, and Microsoft application rights can affect the economics. A Windows desktop hosted on AWS does not automatically grant every Microsoft license. Validate application compatibility and licensing, and consider whether additional tooling is needed for profiles or advanced application delivery.

Citrix DaaS: advanced application and desktop delivery

Citrix DaaS may suit enterprises with existing Citrix expertise, complex application delivery, hybrid or multi-cloud requirements, or demanding remote-session and peripheral needs. Citrix documents connections to multiple cloud and hypervisor environments, including Azure, AWS, Google Cloud, VMware vSphere, and others; see its DaaS overview.

Trade-offs: capability comes with platform, licensing, and operational complexity. The service may not be economical for a small group that only needs basic persistent desktops. Compare the exact subscription edition and what it includes, as well as the cost of the underlying infrastructure, networking, monitoring, and support. Citrix’s feature matrix is a starting point, not a substitute for a quote and responsibility breakdown.

Omnissa Horizon: evaluate existing Horizon and hybrid needs

Horizon is worth evaluating where an organization already has Horizon operations, desktop images, and expertise, or needs a hybrid architecture. Treat it as a current Omnissa offering, not as an assumption that old VMware bundles, pricing, or infrastructure arrangements still apply. Confirm product packaging, supported infrastructure, commercial terms, migration implications, and exactly which components the service provider operates. Managed DaaS: buy operations as well as technology

A managed provider or MSP can be the best fit when the organization lacks staff to design and run desktops. Managed services exist for platforms such as AVD, Windows 365, WorkSpaces, Citrix, and Horizon, as well as specialized workloads. Ask for a responsibility matrix: the provider may manage the control plane but leave the customer responsible for images, apps, identity, profiles, security, backup, network, or user support.

Compare onboarding and service fees, minimum user counts, included support, incident response, change charges, security responsibilities, backup and recovery, cloud-consumption markups, and exit assistance. “Fully managed” has no value unless the contract names the work, service levels, and exclusions.

This is a shortlist, not a ranking. Existing cloud spend alone does not prove that a cloud-native desktop service is the right fit; compare user experience, compatibility, operations, and complete cost.

Model total cost—not just the desktop line item

For a useful financial comparison, estimate a three-year total cost under at least three patterns: full-time dedicated users, shift or part-time users, and seasonal or otherwise variable users. Use equivalent assumptions for service scope. A predictable per-user subscription and a usage-based infrastructure estimate are different cost and risk profiles; neither is automatically cheaper.

  • Desktop service: Cloud PC or platform subscription, compute, storage, and any control-plane fees.
  • Cloud services: network components, internet egress, directory services, monitoring, backup, and disaster recovery.
  • Licensing: operating system, Microsoft applications, line-of-business software, Citrix or Omnissa, security tools, and profile management.
  • People and operations: design, image maintenance, app packaging, capacity management, help desk, incident response, and compliance work.
  • Transition: migration, user-data and profile moves, endpoint enrollment, policy translation, training, and professional services.
  • Risk and exit: idle capacity, peak or seasonal demand, recovery capacity, price changes, data export, termination assistance, and a fallback plan.

Microsoft’s US pricing page showed, when checked in August 2026, Enterprise examples starting at $28 per user per month for 2 vCPU, 4 GB RAM, and 64 GB storage; Business examples included $31 for 2 vCPU, 4 GB, 128 GB and $66 for 4 vCPU, 16 GB, 128 GB. These are US list-price signals, not universal quotes. Region, tax, agreement, billing term, promotion, and eligibility affect the price. Confirm current prices directly on the relevant Microsoft Enterprise or Business pricing page.

AVD costs vary with Azure usage and associated services; WorkSpaces pricing varies by region, bundle, operating system, storage, and metering choice. For either, obtain an estimate for your actual schedule and include networking, directories, support, and security. For Citrix and Omnissa, request a written bill of materials that separates per-user or concurrent-user licensing, minimum commitments, control-plane charges, infrastructure, gateways, analytics, support, and professional services. Do not compare a bare compute estimate against an all-in subscription.

Check the disqualifiers before selecting a vendor

Application and device compatibility

Test the actual applications, not merely the operating system. Include Microsoft 365 desktop apps, collaboration tools, ERP or CRM, add-ins, browsers, developer tools, security agents, VPN clients, legacy software, and any program requiring a driver or hardware acceleration. Confirm whether each application is supported in a shared or multi-session environment and whether its license permits that use.

Test the exact printers, scanners, webcams, microphones, smart cards, USB devices, and specialty peripherals users rely on. Verify multiple monitors, display resolution, clipboard and file handling, and whether the supported client behaves consistently across Windows, macOS, Linux, ChromeOS, mobile devices, thin clients, or browsers. “Works on any device” is not a safe assumption.

Identity, endpoint, security, and compliance

Check integration with Entra ID, Active Directory, or the identity provider you use; MFA, conditional access, device compliance, privileged access, certificates, smart cards, and shared endpoints; and how the desktop fits into Intune or another endpoint-management system. Confirm which client versions and authentication methods your users need.

Ask how encryption in transit and at rest, key management, administrative audit logs, malware protection, vulnerability management, patching, backups, and recovery are handled. Determine whether clipboard, drive redirection, printing, and downloads can be controlled, and whether your data-loss-prevention tools work in the proposed setup. Verify data residency, subprocessors, relevant certifications, tenant isolation, and data-deletion and export procedures against your actual compliance obligations.

Hosted desktops can keep sensitive data off user endpoints and centralize control, but they also concentrate access around identity, remote access, administration, images, and profiles. A provider’s security claims do not replace secure configuration, least-privilege administration, break-glass access, and tested recovery.

Availability, recovery, and network

Ask for service-level commitments, regional availability, redundancy options, backup scope, recovery-point and recovery-time objectives, and the cost and steps for disaster recovery. A desktop platform’s availability is not the same as availability of your applications, identity provider, network, storage, or profile service. Document behavior during an identity outage, region incident, or provider exit, including an appropriate local or offline fallback.

Measure latency, jitter, packet loss, and internet reliability from actual offices and home-working locations to the proposed desktop region. Evaluate private connectivity or VPN design, split tunneling, egress, and collaboration and file-transfer traffic. A single download-speed test or vendor bandwidth threshold is not an adequate acceptance test.

Run a pilot that can reveal failure, not just demonstrate a login

  1. Inventory the estate: document users, applications, endpoints, identity, network paths, licenses, data, and compliance requirements.
  2. Define personas: select representative task, knowledge, power, graphics, contractor, and shift users as applicable.
  3. Design the service: specify identity, network, images, applications, profiles, storage, security, backup, support, and ownership of each task.
  4. Prove basic compatibility: test login, application launch, printing, collaboration, peripherals, and required policy controls.
  5. Test real users and places: include remote offices, home networks, nonstandard endpoints, and weak-but-realistic connections.
  6. Test busy periods: measure concurrency, host density, scaling, and login storms such as Monday morning or users returning after an outage.
  7. Record user experience: measure login and launch times, reconnect behavior, audio/video quality, monitor behavior, printing, file transfers, and recovery after a brief network interruption.
  8. Validate cost and effort: compare observed usage, support tickets, administration hours, and cloud charges with the business case.
  9. Test the exit: remove a user, export data, recover a profile, restore an image, and document the steps and costs to terminate or move the service.

Set acceptance criteria before the pilot. A reasonable scoring framework is user experience 20%, application and peripheral compatibility 20%, security and compliance 15%, management effort 15%, total cost 15%, reliability and recovery 10%, and vendor and exit risk 5%. Change the weights to reflect your priorities; a regulated deployment may place more weight on compliance, while a seasonal workforce may prioritize billing flexibility and scaling.

Common problems—and what to investigate

  • Slow desktops: identify whether the bottleneck is CPU, memory, host density, storage latency, network, profile size, login scripts, antivirus scanning, application behavior, or display optimization before simply buying larger machines.
  • Login storms: test capacity, scaling response, identity-provider limits, profile services, group policies, and application startup when many users sign in together.
  • Unexpected cloud bills: look for always-on dedicated desktops, oversized hosts, idle pools, unused storage, missing shutdown schedules, egress, omitted support or security charges, duplicate licenses, and unpriced recovery capacity.
  • Users need files locally: decide whether data belongs in OneDrive or SharePoint, a corporate file service, cloud storage, a profile container, or a controlled endpoint location. Clipboard or drive redirection alone is not a data-management plan.
  • Peripheral failures: reproduce the problem with the exact device model, client version, endpoint OS, and connection path; support can differ across these combinations.
  • Migration friction: budget for image conversion, application packaging, profiles and user data, identity changes, endpoint enrollment, policy translation, network redesign, license reconciliation, user training, and rollback.

Make the final decision conditionally

  • Choose Windows 365 when dedicated persistent desktops, operational simplicity, and predictable per-user billing are more important than deep infrastructure flexibility.
  • Choose AVD when pooled or multi-session desktops, Azure control, or variable-demand economics matter and you have the skills or a partner to operate them.
  • Choose Amazon WorkSpaces when AWS alignment, Windows/Linux choice, or hourly usage is central to the case.
  • Choose Citrix DaaS or Omnissa Horizon when advanced application delivery, hybrid needs, existing expertise, or established investment justify the additional platform and commercial complexity.
  • Choose managed DaaS when operating capacity is the constraint—but only after confirming in writing who owns each operational and security responsibility.
  • Choose local devices, SaaS, or a hybrid approach when a full hosted desktop is unnecessary or connectivity, graphics, offline work, or peripherals make remote desktops a poor match.

The strongest business case is a workload-by-workload one: define who needs a desktop, prove that it works under real conditions, price the whole service, and make the provider’s responsibilities and exit path explicit.
