The CM Punjab Laptop Program’s published Phase II criteria generally require a Punjab domicile, enrollment in an eligible early-stage program, the relevant Intermediate marks and no previous laptop from a government scheme. The minimum marks vary by course: 65% for general BS and nursing students, 80% for MBBS/BDS students, and 75% for DVM students. Meeting a threshold does not guarantee a laptop: institution approval, merit, quotas and verification also matter. Applications under the 2026 Phase II deadlines reported by institutions have closed; check the official portal for any new announcement.
What is the CM Punjab Laptop Program?
The Punjab government’s CM Laptop Program distributes laptops to selected students, with the Higher Education Department (HED) publishing the scheme criteria. HED announced high-performance Core i7, 13th-generation laptops, but that specification is not a promise of a particular brand or retail model. The program is separate from the Prime Minister’s National Laptop Scheme and from the Honhaar Scholarship, which is a financial-aid program. Use the Phase II criteria rather than applying older Punjab laptop-distribution rules to this intake. The older rules included different marks thresholds—60% in annual-system programs or 70% in semester-system programs—while the newer program publishes course-specific Intermediate thresholds. These are not interchangeable rulebooks.

Quick eligibility checklist
- You have a domicile from a district of Punjab.
- You are enrolled in a program and stage covered by the relevant phase—generally the first or second semester of an eligible BS program, first Professional MBBS/BDS, or an eligible early-stage nursing or veterinary program.
- Your Intermediate marks meet the threshold for your category.
- Your university, college and, where relevant, campus appear among participating institutions.
- You have not already received a laptop through a federal or provincial government scheme.
- Your application and supporting information can be verified by your institution.
HED’s published eligibility criteria set out the core domicile, marks and prior-laptop conditions. Phase-specific notices may define covered semesters and institutions more narrowly.

The thresholds above refer to Intermediate marks, not simply your current university CGPA. The HED criteria page lists these category thresholds; Phase II eligibility notices provide further stage details, including the published notice for medical and other categories. A student with exactly 65% may meet the basic threshold for general BS, but that alone does not establish selection. Do not assume a rounding rule for a result just below a cutoff; confirm how the portal or institution treats it.
Domicile, institution and enrollment stage
A Punjab domicile is a core requirement in the published criteria. It does not, by itself, make every university or campus eligible. Phase II notices cover public institutions and selected private or federal institutions, not all of them. Check the participating-institutes list on the official CM Laptop portal, and confirm the exact campus and program with your institution.

The Phase II notices focus on first- or second-semester BS students and defined professional or nursing stages. If you are in a third or later semester, have changed programs, or study in an evening or weekend program, do not assume that older scheme rules apply. Ask your institution’s focal person or examination office which phase-specific rule covers your case.
Who is generally not eligible?
- Applicants without Punjab domicile, unless a published category expressly provides an exception.
- Students enrolled at a nonparticipating institution, campus or program.
- Students outside the program or enrollment stages specified for the phase.
- Students who have already received a laptop under a federal or provincial government scheme.
- Students whose institutional records are not submitted or verified, or whose documents do not support their application.
- Students who have graduated or no longer meet the required enrollment conditions by the time of verification or distribution.
- Applicants who did not submit through the official process by the applicable deadline.
The University of the Punjab’s eligibility and exclusions page offers additional institutional guidance. HED’s broader laptop-distribution rules also mention exclusions such as employed students, certain HEC-scholarship recipients in postgraduate categories and foreign nationals. Those broader or older provisions should not automatically be treated as confirmed Phase II rules; check the current phase notice for your category.

Are private and federal university students eligible?
Potentially, if the specific institution—and, where relevant, campus—is on the approved list for the phase. A Punjab domicile and sufficient marks are not enough to qualify a student at any private or federal university. Verify the listing on the portal’s institute list and ask the university whether it is forwarding applications for your program.

- CNIC images, front and back.
- A passport-size photograph.
- Punjab domicile.
- SSC and HSSC/Intermediate certificates or result cards.
- Evidence of current enrollment or registration.
- An affidavit on stamp paper, where required by the instructions.
Exact requirements can vary by phase and institution. Follow the checklist on the official portal and your institution’s notice; a document list from another university may not be identical. The Phase II application instructions published by NUMEL Rawalpindi are one example of institution-specific guidance.
When an application window is announced, the general process is to create a candidate profile on the official portal, enter identity, domicile, academic and enrollment details, identify the institution and program, upload required documents, and submit before the stated deadline. Then confirm that your institution’s focal person or relevant office has verified the record. Monitor the portal and university notices for provisional or final lists, and take original documents if called for verification or distribution. Button names and steps may change between phases, so follow the live portal rather than an old walkthrough.

Are applications open now?
No Phase II application deadline listed in the available 2026 notices is still current as of August 18, 2026. Notices reported different dates and extensions—including February 15, February 28 and March 20, 2026—so use the latest official government or portal notice as the controlling source for any future phase. Do not rely on an old deadline or assume applications have reopened. Check the official portal and your institution for a new announcement.
Eligibility is not the same as selection
The minimum percentage is a basic eligibility condition, not a guarantee that every qualifying student will receive a laptop. Final selection can depend on the number of laptops available, institutional quotas, merit ranking, accurate student records and document checks. Enrollment may also need to remain valid through verification or distribution. If your application is not reflected or verified, contact your institution rather than assuming portal submission alone completed the process.
Special categories and exceptions
Some university notices report separate allocations or concessions, including for non-Muslim students, blind students and examination position holders. For example, one institutional notice reports an exemption from the ordinary Intermediate marks requirement for blind students, while notices may describe a lower marks threshold for non-Muslim applicants in certain categories. These provisions should not be generalized to every applicant: confirm the exact category and rule in the current government or institution notice. Where to check the rules
Start with the official CM Laptop portal for application status and participating institutions, and the Punjab HED eligibility page for the published core criteria. For phase dates, documents and exceptions, compare the latest HED update with the notice from your own university or college. If they appear to conflict, ask the institution or HED to confirm which phase-specific instruction controls before acting.
