Cape Raises $100 Million to Expand Protection Against Cellular Security Threats

Cape announced a $100 million Series C on March 19, 2026, at a company-reported valuation of $900 million. Bain Capital Ventures and IVP co-led the round, joined by 01 Advisors, 137 Ventures, Definition, and Fifth Down Capital. Cape says the financing brings its total funding to $191 million and will support cellular infrastructure, hiring, expansion into government and enterprise markets, international growth, and longer-term space-communications ambitions.

The investment is notable because Cape is not selling only a VPN, messaging app, or privacy-focused phone. It is positioning itself as a privacy-first mobile carrier, with security controls built into parts of the carrier and mobile-core architecture. That could matter to people worried about SIM swapping, signaling attacks, persistent subscriber identifiers, and carrier-side data collection. It does not, however, make a phone untraceable or protect a compromised device from every form of surveillance.

What Cape’s funding announcement means

Cape’s Series C is a financing announcement, not independent confirmation that every advertised security feature defeats cellular attacks in all circumstances. The $900 million valuation and $191 million cumulative-funding figure are reported by Cape and related transaction announcements; because Cape is private, they should be treated as company-reported transaction figures rather than a public-market valuation.

According to Cape’s announcement, the company plans to use the capital to expand its core cellular infrastructure, hire engineers and operators, grow its government, enterprise, and consumer businesses, expand internationally, and pursue longer-term communications capabilities involving space.

Cape became generally available to consumers nationwide on January 27, 2026, according to its launch announcement. Its consumer service is advertised at $99 per month, including taxes and fees. Cape’s FAQ says customers who join before December 31, 2026, may qualify for a $70-per-month-for-life early-adopter price.

Why cellular security is different from internet privacy

A VPN primarily changes how internet traffic is routed after a device connects to a cellular or Wi-Fi network. An encrypted messaging app protects the content of supported conversations. Neither one directly controls how a carrier authenticates a subscriber, handles number transfers, manages network signaling, or exposes operational metadata.

Cellular networks also involve persistent subscriber and device identifiers, roaming partners, radio access networks, carrier databases, and signaling systems. Weaknesses in those layers can create risks that remain even when a user runs a VPN or uses end-to-end encrypted messaging.

Cape’s central pitch is therefore architectural: it says it controls important parts of its own cloud-first mobile core, including account authentication, identifier management, signaling defenses, call routing, voicemail, and roaming. Cape still depends on major network partners for coverage. “Built its own network” should not be understood to mean that Cape owns every cell tower, radio network, or spectrum license.

Which threats Cape says it addresses

Signaling and SS7-related attacks

SS7 is a group of legacy telecommunications signaling protocols. Abuse of signaling systems can allow attackers or unauthorized parties to make malicious network requests, potentially affecting location information, calls, or text messages.

Cape says its architecture is intended to reduce exposure to these threats. Its Network Lock is described as monitoring suspicious signaling and network attachments, then blocking or alerting on suspicious activity.

This is a carrier-level mitigation claim, not a guarantee that Cape defeats every SS7-related attack. The feature’s effectiveness depends on its implementation, the device, the network environment, and the attacker’s access and capabilities. A VPN alone does not solve every carrier-side signaling or subscriber-identity problem, but Cape’s controls also do not replace endpoint security or encrypted communications.

SIM swapping

In a SIM-swap attack, criminals persuade a carrier or service provider to move a victim’s phone number to a SIM or eSIM they control. They can then receive SMS-based login codes and attempt to take over email, financial, or social-media accounts.

Cape says its number-transfer process uses private-key-based protection designed to remove ordinary human intervention from transfers. That is intended to reduce social engineering against carrier support staff. It is not a complete account-security solution: losing control of the private key, recovery credentials, phone, email account, or another authentication factor could still create risk.

Regardless of carrier, consumers should use passkeys or hardware security keys for important accounts whenever available. SMS authentication should be treated as a weaker fallback, not the strongest available protection.

Persistent identifiers and location tracking

Cape advertises Identifier Rotation, which changes the IMSI associated with a subscriber’s network identity, reportedly every 24 hours on supported devices. Cape says the feature works on iPhone 11 and later and on Google Pixel devices, including Pixel phones running GrapheneOS.

Rotating an identifier can make long-term tracking more difficult, but it is not universal anonymity. A device may still be associated with a person through radio observations, device behavior, app telemetry, Wi-Fi, Bluetooth, accounts, payment records, physical observation, or a compromised handset. Device support also matters; a feature listed for supported iPhones and Pixels should not be assumed to work identically on every phone.

Rogue networks and cell-site simulators

Cape says Network Lock can scrutinize or restrict suspicious network attachments and help protect against hostile network behavior. That may reduce exposure to some rogue-network scenarios.

It would be inaccurate to say Cape completely defeats every cell-site simulator, sometimes called a Stingray. Radio conditions, handset support, implementation details, local network behavior, and the attacker’s equipment all affect the result. Cape’s claim is best understood as reducing or managing exposure, not making the phone invisible to radio surveillance.

Carrier data collection and data brokers

Cape emphasizes minimal data collection and says it does not sell customer data. That is a meaningful difference in stated business model from concerns commonly associated with carrier-location data and data brokers.

Still, “does not sell data” does not mean Cape knows nothing about its customers. A carrier may need subscriber, payment, account, network, routing, and abuse-prevention information to operate service, comply with legal obligations, and interoperate with network partners. Customers should distinguish:

  • Content: what is said in a call, message, or online session.
  • Metadata: information such as timing, destination, volume, device, and network events.
  • Operational records: information needed to authenticate, bill, route, troubleshoot, and secure service.
  • Partner-held data: information retained by underlying carriers, roaming providers, internet services, apps, or payment companies.

Cape’s privacy position is a company policy and business-model claim. It is not proof that no metadata exists or that downstream partners cannot observe information within their own systems.

The plan is subject to important practical limits. Cape’s signup page says high-speed data may slow temporarily after 50 GB, while hotspot speeds may throttle after 30 GB. Cape also describes disappearing call logs that delete call logs after one day and last-mile encrypted texting for supported devices. The cited product material identifies the texting feature as iPhone-only, with Android support planned or forthcoming in that material. Consumers should confirm current compatibility before switching.

The signup page says customers can receive a full refund if they cancel within the first three days of their first purchase. Pricing, eligibility, device compatibility, promotional terms, and roaming availability can change, so prospective customers should verify the current terms directly with Cape.

Who might benefit from Cape?

High-risk individuals

Cape may be relevant to journalists, activists, domestic-abuse survivors, public figures, executives, security researchers, national-security professionals, and others who face targeted surveillance or account-takeover attempts. Cape previously marketed a higher-security offering called Cape Obscura for people with elevated threat profiles.

For these users, a carrier-level security model may address risks that a VPN cannot. But a high-risk user should ask for technical documentation, independent assessments, emergency-calling details, account-recovery procedures, and incident-response commitments before relying on the service for mission-critical communications.

Businesses and government agencies

Cape says it intends to expand in government and enterprise markets. The public financing materials do not fully explain whether the company offers centralized administration, compliance documentation, detailed service-level agreements, administrator logging, bulk provisioning, or privacy-preserving recovery workflows.

Organizations considering Cape should obtain written answers about provisioning, number recovery, employee privacy, retention, lawful requests, support escalation, emergency services, device management, and what records administrators can access. Those questions should not be answered by assuming that a consumer privacy feature automatically meets an enterprise or government requirement.

Privacy-conscious consumers

An ordinary consumer may value fewer carrier-level data uses, stronger number-transfer controls, rotating identifiers, and secure roaming. The question is whether those benefits justify paying $99 per month—or qualifying for the $70 promotional rate—when mainstream plans are often cheaper and may offer broader family, retail, device-financing, and support ecosystems.

Important limitations

  1. A compromised phone remains compromised. Carrier protections cannot reliably remove spyware or malware that already controls the handset.
  2. Identifier rotation is not invisibility. Other technical and behavioral signals may still allow tracking.
  3. Roaming depends on partners and geography. Cape says it avoids 2G and 3G connections and routes roaming data through its U.S. core, but local coverage, supported devices, partner networks, and country availability still matter.
  4. Carrier privacy is not internet-wide privacy. Apps, websites, cloud providers, payment companies, and messaging services may collect their own information.
  5. Security claims require evidence. The available materials describe Cape’s architecture and product claims but do not independently establish universal effectiveness. Readers seeking high assurance should ask whether third-party penetration tests, audits, threat models, or reproducible technical documentation are available.
  6. Public operational details are incomplete. Emergency calling, lawful-access processes, retention under legal requests, enterprise administration, porting, family accounts, SMS/RCS compatibility, and outage recovery require clarification before a high-stakes deployment.

A privacy-conscious person might use a hardened phone, passkeys, Signal, and a VPN while still choosing either a mainstream carrier or Cape. There is no basis in the available material to declare one option universally best, especially without comparable independent testing.

Is Cape worth the premium?

Cape’s financing validates investor interest in carrier-level privacy and security, but funding does not prove that the service prevents every cellular threat. The $99 monthly price is rational mainly for users who value Cape’s claimed risk reductions enough to pay for them and who use compatible devices.

Cape is a poor fit if the priority is the cheapest unlimited plan, broad legacy-device support, a family-plan ecosystem, complete anonymity, or a proven large-carrier operating history. It may be a better fit for people with elevated threat models, users concerned about SIM swapping and carrier data practices, or travelers who value home-routed roaming and are comfortable with a newer provider.

Before switching, confirm the exact device features, throttling rules, roaming countries, number-porting and recovery process, emergency-service behavior, refund terms, privacy policy, and available independent security assurance. The practical value of Cape depends less on the headline financing than on the match between its controls, your device, your geography, your budget, and the threats you actually face.
