There is no nationwide government program that guarantees eligible people a free Apple iPhone. The federal Lifeline program can lower the cost of qualifying phone or internet service, and a participating carrier may offer a free or discounted phone. That device may be a basic or refurbished smartphone—not an iPhone—and offers depend on your location, provider, and available inventory.
For most eligible households, the practical choice is to use Lifeline with a participating provider and either accept its available device or bring a compatible, unlocked phone you already own. The Affordable Connectivity Program (ACP), sometimes still advertised online, ended on June 1, 2024.

What a “free government iPhone” offer actually means
Lifeline is a federal benefit administered by the Universal Service Administrative Company (USAC) for the Federal Communications Commission (FCC). It subsidizes qualifying communications service; it does not entitle every approved applicant to an Apple phone. The government benefit and the provider’s device offer are separate things.
- Government mails every eligible person an iPhone: No.
- Lifeline can lower the cost of eligible phone or internet service: Yes.
- A participating provider may offer a free or low-cost phone: Sometimes, subject to its terms and availability.
- Approval guarantees an iPhone: No.
- You may be able to use your existing iPhone: Often, if it is unlocked and compatible with the provider’s network.
Offers described as “free” may mean free service, a basic or refurbished phone, or a device that is free only under particular conditions. Check the actual provider terms for your ZIP code before applying or switching.

What Lifeline covers
Lifeline provides up to $9.25 per month toward qualifying phone, broadband, or bundled service. Eligible subscribers living on qualifying Tribal lands may receive up to $34.25 per month. Support for voice-only service is up to $5.25 per month where applicable under current rules. These are service subsidies, not cash payments or phone-purchase vouchers. The benefit is applied through a participating provider. Depending on the plan, the subsidy may cover all or part of qualifying service. It does not necessarily cover a device, activation, taxes or fees, extra data, international calls, insurance, replacement phones, or optional add-ons. A plan advertised as $0 per month is not proof that every device and service is free.
Only one Lifeline benefit is allowed per household. A household generally means people living at the same address who share income and household expenses. Roommates or relatives at one address are not automatically separate households; people who do form separate households may need to document that through the applicable household worksheet. Applying with multiple providers does not create multiple benefits.
Who qualifies for Lifeline in 2026?
You may qualify based on your household income or participation by you, your child, or your dependent in an eligible assistance program. Use the official USAC eligibility page to confirm current rules, state-specific procedures, and income figures before applying.

Income qualification
For 2026, the income test is generally household gross income at or below 135% of the Federal Poverty Guidelines. These figures apply to the 48 contiguous states, the District of Columbia, and territories; separate limits apply in Alaska and Hawaii.

These are 2026 thresholds, not a promise that any particular provider will offer a certain plan or device. Older articles may show outdated figures.
Program qualification
Qualifying programs include:
- Supplemental Nutrition Assistance Program (SNAP).
- Medicaid.
- Supplemental Security Income (SSI).
- Federal Public Housing Assistance, including qualifying Housing Choice Voucher or Section 8 assistance.
- Veterans Pension or Survivors Pension benefits.
- Certain Tribal assistance programs for people living on qualifying Tribal lands.
The official Lifeline qualification page explains program routes and documentation. For Tribal residents, additional qualifying programs can include Bureau of Indian Affairs General Assistance, Tribal Temporary Assistance for Needy Families, and the Food Distribution Program on Indian Reservations. Tribal Head Start may qualify a household only when the applicable income requirement is also met. The enhanced benefit and additional program routes are tied to qualifying Tribal lands—not simply to a person’s identity.

Additional protections for survivors
Under the Safe Connections Act, survivors of domestic violence, human trafficking, or related crimes may qualify for emergency Lifeline support when they meet applicable requirements. The rules involve specific circumstances and documentation, including financial hardship and an attempted line-separation request. Certain additional criteria can include income at or below 200% of the Federal Poverty Guidelines, WIC enrollment, qualifying free or reduced-price school meal participation, or receipt of a Federal Pell Grant during the current award year. These are not a blanket exception for every survivor. Because applications can involve sensitive information, use the official Lifeline survivor and eligibility information rather than sharing personal details through an unverified form.

How to apply for Lifeline
- Check your eligibility. Decide whether you will qualify through income or a qualifying program, and check whether your state uses a separate process. Oregon and Texas use state-specific systems or procedures rather than the standard National Verifier route. California also has state-specific LifeLine rules and provider offers.
- Gather documents. Depending on how you qualify, you may need a benefits letter, current government benefits statement, tax return, pay stubs, government-issued identification, or proof of address. For income verification, documentation generally needs to show the applicant’s or dependent’s name and annual income, with an issue date within the last 12 months. Review the supporting-documents guidance for acceptable records.
- Apply through the right system. Most applicants use the Lifeline consumer portal and National Verifier. The verifier may check identity, address, income, program participation, and whether a benefit already exists for the household. If it cannot confirm information automatically, it may request documents for review.
- Choose a participating provider. Approval does not assign a phone company or activate service. Find a provider that serves your area, check coverage where you live and travel, and ask whether the plan supports your existing phone or includes a device.
- Confirm the full offer before enrolling. Ask whether the phone is included, new or refurbished, and available in your ZIP code. Check data limits and speeds after the high-speed allowance, hotspot rules, activation or shipping fees, replacement-phone terms, and any optional charges.
- Activate service and keep the benefit current. Follow the provider’s activation instructions, respond to continued-eligibility or recertification notices, report relevant changes, and avoid taking Lifeline service from more than one provider. During a continued-eligibility review, subscribers generally have 30 days to complete the required confirmation; see USAC’s continued-eligibility guidance.
Will Lifeline get you an iPhone?
Not necessarily. A provider may offer an entry-level Android smartphone, refurbished smartphone, feature phone, or low-cost handset—or provide service without subsidizing a device. The specific model can change with the provider, state, plan, and inventory. Do not rely on a photo or a general “free iPhone” headline; verify the exact device and total costs in the provider’s official enrollment flow.
As one example of why terms matter, Assurance Wireless advertises a $0 monthly Lifeline plan with unlimited talk and text and 10 GB of high-speed data, along with bring-your-own-phone or low-cost-phone options. The company says its California offering has different terms, and its phone models may be new or refurbished and vary with inventory. Those are provider offers, not a federal promise of a particular handset or nationwide availability. Check Assurance Wireless’s current plan details and its device terms directly.
“Unlimited” also needs context: unlimited talk and text does not mean unlimited high-speed data or hotspot access. A plan may cap high-speed data, reduce speeds, limit hotspot use, restrict international service, or have usage rules. Check the fine print that applies to your location and plan.

Using your own iPhone with Lifeline
If you already have an iPhone you like, bringing it to a Lifeline provider may be a better route than waiting for a free-device offer. Before switching, confirm that the phone:

- Is not reported lost or stolen.
- Supports the provider’s SIM or eSIM activation process.
Use the provider’s official IMEI compatibility checker before enrolling. Assurance Wireless, for example, describes a bring-your-own-phone option and requires an unlocked, compatible device; see its phone-options guidance. Back up your data before changing service. If you want to keep your number, ask the new provider how number porting works and when to initiate it; do not cancel existing service until you understand the transfer steps and timing.

A failed automated check does not always mean you are ineligible. The National Verifier may be unable to match your identity, date of birth, address, Social Security number or other identifying information, income, or program participation. It may also flag a benefit already associated with the address.
- Read the exact error or document request rather than submitting the same information again.
- Check that your name, date of birth, and address match official records and that the address is entered correctly.
- Submit an accepted, current document showing the eligibility information requested. Use the official document list.
- If the issue is another benefit at your address, determine whether you share household income and expenses with that person. If you are a separate household, follow the official household worksheet process.
- Contact the Lifeline Support Center or provider through contact information on its official site, and keep copies of documents and submission confirmations.
USAC says online information submitted to resolve application errors may be reviewed within minutes during support hours; mailed materials can take approximately seven to 10 business days for a decision. Timing can vary, so follow the status and instructions in your application rather than assuming a delay means a denial. ACP ended: beware of outdated enrollment claims
The Affordable Connectivity Program (ACP) ended on June 1, 2024 and is not accepting new applications. It is not a current route to a free phone or iPhone. The FCC warned consumers that websites continued to advertise ACP discounts or collect personal information after the program ended. Read the FCC consumer advisory if you encounter an ACP enrollment page.

How to avoid free-phone scams
Be cautious of sites promising an “instant approval,” “government phone grant,” or guaranteed Apple phone. Some offers may be outdated, may describe a provider promotion inaccurately, or may collect personal information without being an official government program or participating provider.
- Start at the official Lifeline portal or a provider’s confirmed website, and verify that the provider serves your ZIP code.
- Do not pay a broker for government approval or an application submission.
- Do not provide payment-card details for an unexplained “government approval” fee.
- Check that the offer spells out monthly charges, device conditions, data terms, and any activation or shipping costs.
- Leave a site that claims ACP enrollment is open or guarantees every eligible person a specific iPhone without clear provider terms.
Government benefit applications require sensitive information, so do not submit identity or benefit documents through a link in an unsolicited message or an unverified advertisement.
Compare providers before you choose
A free or discounted offer is only useful if it works for your needs. Compare the provider’s actual terms for your ZIP code:
- Coverage: Check signal where you live, work, and regularly travel.
- Data: Confirm the high-speed allowance, what happens after it is used, and whether the plan throttles or stops data.
- Hotspot and international service: Verify availability and limits rather than assuming they are included.
- Device: Ask for the model, condition, storage, and whether it is new or refurbished; confirm stock before relying on an advertised phone.
- BYOD: Check unlocked-phone, IMEI, SIM/eSIM, and number-porting requirements.
- Costs and support: Ask about activation, shipping, taxes or fees, upgrades, insurance, and replacement devices.
- Ongoing requirements: Understand usage rules, recertification notices, and what happens if you move or change eligibility.
If no Lifeline plan fits your coverage or data needs—or you do not qualify—compare ordinary prepaid service and the full cost of a compatible phone. Buying a phone does not improve Lifeline eligibility.
