Amazon may build a successful headquarters district in Bellevue, but office towers alone cannot make a city a utopia. The company says more than 15,000 employees now work in Bellevue and it still targets 25,000 jobs there. Whether that growth benefits the wider city depends on housing people can afford, transportation that works at scale, genuinely public places, a resilient office market and civic gains that do not depend on one employer.
What Amazon is promising—and what is already there
Amazon opened its first Bellevue office in 2017. The company says its Bellevue workforce has since grown from about 450 to more than 15,000 employees, and its long-term target is 25,000 jobs. The headcount is Amazon’s report; the 25,000 figure is a target, not a guaranteed outcome. Amazon’s 2026 community update and its HQ1 locations page give the company’s figures.
The physical projects help explain the ambition, but they should not be mistaken for a single completed campus or proof that every planned position is filled. Amazon’s Bellevue offices tour describes Dynamo as more than 300,000 square feet, with capacity for over 1,500 employees, and identifies Sonic among the company’s newer Bellevue offices. Bellevue 600, a two-tower project, was designed to accommodate more than 7,000 employees and include retail, art and exhibition space, pedestrian links and gardens. Why Bellevue appealed to Amazon
Bellevue offers Amazon proximity to Seattle and the region’s talent pool without requiring the company to concentrate all its Puget Sound growth in Seattle. Its downtown is dense and still growing, and city leaders have pursued transit-oriented development and worked with major employers. Amazon’s account emphasizes talent, quality of life, transit access and collaboration with local officials. The company’s Bellevue and Eastside overview explains its stated rationale.
There was political context, too. GeekWire reported that Amazon accelerated its Bellevue expansion amid friction over corporate-tax initiatives and other political headwinds in Seattle. That is part of the setting, not a confirmed sole explanation for the move. Bellevue’s attraction is better understood as a combination of location, development opportunity and civic partnership. Can Amazon’s district function as part of Bellevue?
Amazon describes an “18-hour” district: a place where people can work, live, dine, shop and spend time beyond office hours. Retail at street level, gardens, plazas, public art and pedestrian connections can make a corporate development more permeable than a closed campus. The company’s earlier plans emphasize transit proximity and links through the downtown. Amazon’s account of its Bellevue growth and its HQ1 page set out that urban vision.

But design intentions are not the same as public benefit. A space described as public matters most when people who do not work for Amazon can comfortably enter, use it and reach it. Retail can enliven a block while remaining too expensive for many workers. Paths can connect Amazon buildings without meaningfully connecting neighborhoods. The Meadow’s opening is a tangible addition, but public access rules, maintenance, programming and everyday use determine how much it becomes part of civic life. The long-term test is whether activity extends beyond the workday and remains useful if Amazon changes its office footprint or attendance practices.
Housing is the hardest test of inclusion
A fast-growing job center increases demand for homes, while Bellevue’s high housing costs already make it difficult for many workers to live near their jobs. If service workers, teachers, early-career employees and existing residents cannot afford the city, a successful office district can still deepen a divide between where people work and where they can live.
Amazon’s reported $100 million housing investment is significant, but a dollar figure cannot by itself answer the affordability question. The relevant outcomes are the number of homes created or preserved, the income bands served, the delivery schedule, the locations’ access to transit and jobs, and whether rents are attainable to workers across the local economy. Bellevue announced a project involving Amazon and Bridge Housing, while the city established an Office of Housing in February 2025—evidence that affordability has become an explicit civic priority, not proof that the need is met. Transit can make growth more workable, but it is not a cure-all
Amazon’s Bellevue plans put offices near the Downtown Bellevue light-rail station and emphasize walking connections. The company says employees receive free ORCA transit passes and has promoted shuttle programs. Bellevue identifies the Eastside-to-Seattle 2 Line connection as a regional asset. Together, rail, buses, shuttles, sidewalks and bike routes give workers alternatives to driving. A station nearby does not resolve last-mile access, peak-hour crowding or regional dependence on roads and bridges. The practical question is whether transit and safe walking and cycling routes absorb a meaningful share of added trips as employment grows—and whether investment keeps pace. A five-day office expectation can concentrate travel more than a hybrid schedule, but its effect depends on actual attendance, employee home locations and future policy.
Office policy and vacancy make the growth plan uncertain
Amazon’s Bellevue buildout has unfolded alongside changing assumptions about office work. The company paused some Bellevue construction in 2022 while studying how hybrid work might change office design, required employees to be in the office at least three days a week in 2023, then announced a five-day office expectation beginning in 2025. In January 2026, Downtown Bellevue reported permits to restart work on Bellevue office towers. These developments show renewed activity, not a guarantee that hiring, attendance or space needs will follow a fixed path. The surrounding office market is a stress test for any claim that more towers automatically mean a healthier downtown. GeekWire reported Bellevue central-business-district vacancy at 3.6% in 2019 and 10.9% in late 2023; a separate later report cited 16.6%. The figures belong to different reporting snapshots and should not be treated as a current 2026 vacancy rate or as directly interchangeable measures. The reports illustrate the sharp post-pandemic adjustment, while broker optimism about Amazon’s attendance policy remains a forecast rather than proof of recovery. Amazon can bring customers to restaurants and retailers, anchor construction and help Bellevue compete for employers. Yet dependence on one large tenant creates exposure: slower hiring, layoffs, a smaller property footprint or another change in work policy could leave space and businesses dependent on office workers. A durable downtown needs residents, varied employers and services that remain viable when one company’s plans change.

Bellevue is not simply Seattle with fewer problems
Bellevue gives Amazon a newer, compact downtown where transit, public space and development can be coordinated as growth proceeds. It also offers a more direct working relationship with city leadership. Those advantages do not make Seattle a failure or Bellevue a blank slate. Bellevue has existing residents and businesses, expensive housing, transportation constraints and its own risk of allowing corporate real estate to dictate public priorities.

The comparison is therefore not whether Bellevue can avoid every difficulty associated with Seattle. It is whether Bellevue can capture the benefits of a major employer while keeping housing accessible, diversifying the economy and ensuring that public amenities serve residents broadly. A business-friendly environment is only a civic asset when the people who live and work there share in the gains.
Five ways to judge whether the partnership works
- Economic resilience: Bellevue benefits from Amazon’s scale without depending on one company for downtown vitality.
- Housing inclusion: Homes are delivered at price levels that work for a broad range of local workers and residents, not just higher earners.
- Transportation sustainability: Transit, walking and cycling serve growing commutes, with evidence of use and continued infrastructure investment.
- Public access: Plazas, paths and amenities are practically usable by the broader public, not merely labeled public in project descriptions.
- Reversibility: Bellevue remains a healthy place to live and do business if Amazon slows hiring, changes office policy or occupies less space.
Those tests shift attention from tower counts and job targets to observable outcomes. They also recognize the people most easily left out of a headquarters success story: renters priced out of the city, workers who commute from elsewhere, local businesses reliant on weekday foot traffic and residents who do not use Amazon’s offices.
