Bluesky passed 15 million registered users in November 2024, during a surge of people seeking alternatives to X. That milestone was significant, but it did not mean 15 million monthly active users had permanently abandoned X. By May 2026, Bluesky said it had more than 44 million users, while Meta said Threads had reached 500 million monthly active users.
The figures use different definitions and are not directly comparable. The more useful question is whether Bluesky turned a migration wave into a durable platform for conversation, professional networking, creators and businesses.
What happened when Bluesky reached 15 million users?
Bluesky crossed the 15-million-user mark in November 2024, after more than doubling its reported user base in roughly a week. The surge came as people reconsidered X, Facebook and Threads and opened accounts on competing networks. Contemporaneous reporting described the figure as users or registered accounts, not as monthly or daily active users.

Bluesky had already exceeded 13 million users by October 2024, according to the company. It then benefited from several short-term migration waves. The Associated Press reported that Bluesky added roughly 1 million users in the week after the 2024 U.S. election. It had also gained 2.6 million users after X was blocked in Brazil, with about 85% of those new users coming from Brazil. Bluesky’s October 2024 update and AP’s reporting provide the relevant context.

That pattern matters. A platform can gain millions of accounts during a political event, policy controversy or service disruption without every new account becoming a regular reader or poster. Some users maintain accounts on several networks; others join to reserve a handle, follow a particular community or test the service and then stop using it.
What did “15 million users” actually mean?
The November 2024 milestone should be read as a count of registered Bluesky users or accounts, based on contemporaneous reporting—not as a verified count of people active every month or every day.

Bluesky’s later public figures use the word “users,” while Threads’ figure is explicitly monthly active users. Bluesky said it grew from 25 million to 41 million users during 2025 and reported more than 44 million users as of May 2026. Meta said Threads reached 500 million monthly active users in June 2026. Those numbers show relative scale, but they should not be treated as an apples-to-apples comparison.

The migration was not caused by one event. It reflected several overlapping concerns about X’s ownership, policies and direction after Elon Musk’s acquisition.
- Moderation and content quality: Some users were dissatisfied with changes to content moderation and worried about hate speech, misinformation, harassment and the visibility of material they considered harmful.
- Verification and paid features: Changes to verification and the expansion of subscription features altered how users interpreted identity, credibility and reach on the platform.
- Political and institutional concerns: Journalists, academics, artists, public agencies and civic organizations questioned whether X remained the most dependable place to communicate with their audiences.
- Algorithmic control: Users wanted more influence over what appeared in their feeds instead of relying on a single company’s ranking system.
- Platform dependence: Some people objected to having professional relationships, audiences and public conversations concentrated in one privately controlled service.
These concerns do not prove that all Bluesky users left X. Many people use both platforms, particularly when their work, professional network, sports community or favorite news sources remain active on X.
What attracted people to Bluesky?
Bluesky offered a familiar short-post format resembling early Twitter while presenting more choice over feeds and moderation.

- Custom feeds: Users can select feeds built around topics, communities or different discovery methods rather than relying only on one mandatory recommendation system.
- Feed choice: The service supports a following feed and additional feed experiences, giving users more control over what they read.
- Moderation choices: Bluesky describes a system combining automated filtering, administrative action and community labeling. Users can subscribe to different labeling services instead of relying on one universal set of preferences.
- Domain-based identity: Users can use a
.bsky.socialhandle or, where configured, a domain-based handle that connects their online identity to a domain they control. - Lower entry friction: Bluesky no longer requires an invitation or waitlist. Its support documentation says signup requires an email address, password and handle.
For people who wanted an alternative to X without learning a completely unfamiliar social system, this combination made Bluesky easier to try than some federated services.

What is the AT Protocol?
Bluesky is the most visible consumer service built around the AT Protocol. The protocol is designed to support multiple interoperable providers and services, user-selectable feeds and greater choice over how social-network functions are delivered. An academic description of the protocol discusses provider switching, user agency and an interface intended to hide much of the underlying complexity.
In practical terms, the architecture could eventually give users more choice over:
- where parts of their data are hosted;
- which app or client they use;
- which feed and moderation services they follow; and
- which provider supports their account.
However, “open protocol” does not automatically mean complete portability today. These concepts are related but different:
- Protocol openness concerns how services communicate.
- Account portability concerns whether identity can move between providers.
- App portability concerns whether users can switch clients.
- Data portability concerns whether posts, media, follows and history can be exported and restored without loss.
- Moderation portability concerns whether labels and safety preferences follow a user across services.
The official Bluesky app and Bluesky-operated services remain important to the current experience. The AT Protocol is a possible alternative to single-platform control, not a guarantee that leaving Bluesky is frictionless.
Bluesky also should not be described as decentralized in exactly the same way as Mastodon. Bluesky’s own FAQ distinguishes its model from Mastodon’s server-based experience: Mastodon users choose an instance whose rules and community culture shape much of their experience, while Bluesky’s moderation is not tied to a user’s server in the same way. Neither platform is automatically better. Bluesky may feel more attractive to someone who values control and community culture. X may remain necessary for someone whose sources, customers, colleagues or audience have not moved.
Bluesky versus Threads
Threads is the most important mainstream competitor because it combines a large existing company, Instagram integration and far greater disclosed scale. Meta said Threads had 500 million monthly active users in June 2026 and announced additional feed-control features, including “Your Algo.”
Threads may be the better choice for:
- creators and brands seeking the largest potential audience among these alternatives;
- people who already use Instagram and want easier discovery;
- organizations that value Meta’s investment and broad distribution infrastructure.
Bluesky may be the better choice for:
- people who want custom feeds and more visible control over their information environment;
- communities that prefer an open-protocol direction;
- users who do not want their alternative to X to depend on Meta’s broader ecosystem.
Scale and suitability are different questions. Threads’ 500 million monthly active users do not guarantee that a particular journalist, fandom, professional group or local community is more useful there. Conversely, Bluesky’s smaller reported user count does not make it irrelevant if the people a reader needs are active in that community.
Bluesky versus Mastodon
Mastodon is the more visibly federated alternative. Users join an individual server, or instance, whose rules, moderation culture and community affect the onboarding experience. Mastodon’s official site lets new users join mastodon.social or choose another server, and its app directory lists free, paid, open-source, mobile, web and desktop clients.

Choose Mastodon if server independence and federation matter more than convenience. Choose Bluesky if you want a simpler entry point and custom feeds without choosing a community server first.
What happened after the 15-million milestone?
Bluesky’s later growth suggests that the November 2024 surge was not merely a brief spike. The company said the network grew from 25 million to 41 million users during 2025 and had more than 44 million users by May 2026. It also raised a $100 million Series B in April 2025, according to its later retrospective.

But growth created a harder operational problem: attracting people was only the first test. A large public network must handle spam, impersonation, harassment, political polarization, illegal content, account support and sudden traffic surges.
Bluesky’s 2025 transparency reporting shows the size of that burden. The company said it reviewed 9.97 million user reports, applied 16.49 million labels and removed 2.45 million pieces of violating content during 2025. It also described round-the-clock Trust & Safety coverage.
Those figures demonstrate workload, not necessarily comparative moderation quality. A high number of reports can reflect a large user base, a reporting-heavy culture, widespread abuse or some combination of factors. They also do not establish that Bluesky is safer or better moderated than X, Threads or Mastodon.

Bluesky replaced X for some people and communities, but it did not replace X on a user-for-user basis. Its growth proved that a substantial audience wanted another model of public conversation. It did not prove that X had lost its entire audience, that Bluesky’s new accounts were all active or that the same professional and institutional activity had moved with them.
It helps to separate migration into five stages:
- Account migration: Someone signs up elsewhere.
- Behavioral migration: The person regularly reads and posts elsewhere.
- Audience migration: Their followers, sources and professional network also become active there.
- Economic migration: Creators, publishers, brands and advertisers shift meaningful activity or revenue.
- Institutional migration: Newsrooms, governments, sports leagues and organizations treat the alternative as a primary channel.
The 15-million milestone clearly established account demand. The later user figures show continued growth. They do not, by themselves, establish equal progress in behavior, audience, revenue or institutional adoption.
Which platform should you use?

For many people, the practical answer is not to choose one immediately. A journalist may use X for source discovery and Bluesky for discussion. A creator may prefer Bluesky’s community while using Threads for reach. A nonprofit may maintain several accounts while measuring which network actually produces donations, event registrations or meaningful engagement.

What this means for creators and organizations
The financial question is not simply how many users a platform claims. It is whether the network produces valuable outcomes: audience growth, client leads, subscriptions, donations, sales, recruiting or professional relationships.
Organizations should compare platforms using:
- where their target audience actually participates;
- how much time cross-posting and moderation require;
- whether analytics are sufficient for measuring results;
- whether the network supports their identity and accessibility needs;
- which platform’s policies and business model they can accept; and
- whether dependence on one network creates an unacceptable business risk.
Scheduling tools can reduce the cost of maintaining several accounts, but they are optional. For example, Buffer’s pricing page lists support for Bluesky, Threads, Mastodon and X, with plan prices and features subject to change. A small account that posts occasionally may be better served by native apps; a team publishing frequently across several networks may value shared calendars, analytics and approval workflows.
Creators should also avoid assuming that a large registered-user count automatically produces income. Monetization depends on audience activity, platform programs, advertiser demand, subscriptions, direct sales and the creator’s niche. Bluesky’s cultural appeal may be valuable even when Threads or X delivers more impressions.

Bottom line
Bluesky’s 15-million-user milestone was a genuine November 2024 migration moment, not a current user-count report and not proof that X had been replaced. The figure represented registered users, while later Bluesky figures exceeded 44 million users by May 2026 and Threads reported 500 million monthly active users in June 2026 using a different metric.
Bluesky’s lasting importance is that it made user demand for a different social-network model visible. Its custom feeds, community labeling and AT Protocol appeal to people who want more control. Threads offers much greater reported scale, Mastodon offers stronger server-level federation, and X remains useful where established audiences and live-event reach matter. The best choice depends less on the headline number than on where the people, opportunities and communities that matter to you actually are.
