Best overall: Samsung Galaxy A36 5G, at a September 2025 U.S. unlocked MSRP of $399.99 before tax. The Pixel 9a is the camera pick only if you can verify an unlocked price of $400 or less; its regular price was $499. The Moto G Power 5G (2025) is the battery-and-durability option, while the Galaxy A26 5G is the lower-cost mainstream choice. Prices here are a September 2025 snapshot; the exact day each price was checked was not stated, and current prices or stock may differ.
What counts as a phone under $400?
For this guide, the limit means the current price of a new, unlocked U.S. retail phone before sales tax. A trade-in credit, installment-plan discount, carrier promotion, or new-line offer does not make a phone a $400 retail purchase. Nor does an occasional sale turn a $499 phone into a reliable under-$400 recommendation.
Samsung’s September 2025 U.S. MSRP price list put the unlocked Galaxy A36 5G at $399.99 and the Galaxy A26 5G at $299.99. The Galaxy A56 5G was $499.99, so it is outside this list unless a verifiable sale brings its unlocked price below the ceiling. See Samsung’s September 2025 MSRP list.

The price and product eligibility are more important than a headline specification. Samsung’s MSRP list supports the A36 and A26 prices; Samsung advertises six generations of OS updates and six years of security updates for the A36 on its A36 product page. Google’s Pixel 9a support information sets out its seven-year update commitment, but that does not put its $499 regular price under this guide’s cap.
Best overall: Samsung Galaxy A36 5G
At $399.99 unlocked MSRP in Samsung’s September 2025 U.S. list, the A36 fits the budget without depending on a carrier promotion. Its strongest case is balance: Samsung lists a 45W charging capability and promises six generations of OS updates plus six years of security updates. Confirm the exact configuration and price on the Galaxy A36 buying page before ordering.
Why it makes sense
- The support promise makes it a more defensible choice for someone keeping a phone for several years than a low-cost model with a short update window.
- It offers a large-screen mainstream experience, 5G, and fast wired charging in the price band.
- The U.S. launch and product details are covered by Samsung’s A-series launch announcement.
Why it may not be right
Do not buy it expecting flagship gaming performance, top-tier camera processing, or wireless charging. The $400 ceiling may cover only the base storage configuration: Samsung’s U.S. launch material lists 128GB and 256GB variants, so check the price of the capacity you actually want. For frequent video recording or large games, 256GB is more comfortable if it remains within budget.
Best camera: Google Pixel 9a, only at $400 or less
The Pixel 9a is the strongest conditional camera choice in this group for a buyer who wants reliable point-and-shoot still photos. It should not be presented as an ordinary under-$400 phone: its regular price was $499. Buy it for this list only when the unlocked purchase price is verifiably $400 or less, before tax and without trade-in or carrier conditions. Google’s Pixel 9a support page specifies seven years of updates.
Camera quality is not determined by megapixel count alone. Exposure and HDR in backlit scenes, skin tones, moving subjects, low light, video stabilization, and shutter response all affect the results. The Pixel is the still-photo pick; the evidence available here does not establish a controlled, head-to-head ranking for every camera condition.

If the Pixel remains above $400, choose the A36 at full price rather than redefining the budget. A certified-refurbished Pixel can be considered separately, but its price and condition depend on the seller.
Best for battery and durability: Motorola Moto G Power 5G (2025)
The Moto G Power 5G (2025) is the shortlist’s battery-and-durability-oriented option, with a September 2025 price position around $299.99 MSRP. No specific independent battery-runtime result is established here, so treat battery capacity or manufacturer claims as indicators rather than proof of a particular number of hours. Screen brightness, signal quality, apps, and usage affect endurance.

Best built-in stylus: Motorola Moto G Stylus 5G (2025)
At a $399.99 MSRP in the September 2025 shortlist, this is for someone who will actually use its built-in stylus for notes, annotations, or marking up documents. The stylus is a distinct feature, not a reason to assume better cameras or longer software support. The A36 is the safer choice if long support and a balanced mainstream phone matter more; choose the Motorola for the pen-led workflow.
Before buying, verify the exact U.S. model, current unlocked price, and update policy with Motorola or the retailer. Do not assume a generic Motorola page confirms the configuration or support terms for this phone.

Best cheaper mainstream phone: Samsung Galaxy A26 5G
The A26 5G’s September 2025 unlocked U.S. MSRP was $299.99, about $100 below the A36’s listed price. Samsung’s A26 product page is the place to confirm available configurations. It is a reasonable fit for calls, messaging, streaming, navigation, and ordinary social apps when keeping the purchase price down matters most.

The A36 is the more compelling long-term buy for buyers who care about stronger hardware and a more premium construction. The A26’s slower processor makes it less attractive for demanding games and intensive multitasking; choose it for light use and lower upfront cost rather than expecting it to match a pricier phone.
CMF Phone 2 Pro: interesting value, with U.S. buying risk
Independent camera coverage describes the CMF Phone 2 Pro’s wide, ultrawide, and telephoto camera arrangement and cites launch pricing around $279 in markets where it was sold. That is not proof of official U.S. retail availability, U.S. warranty coverage, or compatibility with a particular American carrier. Digital Camera World’s camera-phone coverage provides context on its camera hardware, not a guarantee that a U.S. buyer can safely purchase the same model.
Consider it only after confirming the exact model number, LTE and 5G bands, carrier certification, eSIM needs, warranty, and return route. Imported phones can be appealing on specifications while creating a costly problem if coverage, calling features, repairs, or returns do not work as expected.
What to buy at each price level
Under $250
Look at the Samsung Galaxy A16 5G, an older Galaxy A15 5G if discounted, or a previous CMF model only if it is officially sold and supported where you live. Refurbished older iPhones or Pixels are another route, but they are not comparable to new retail phones. This tier is generally adequate for everyday basics; camera consistency, gaming speed, storage performance, speakers, water resistance, and remaining support are more likely to involve compromises.

This is the value tier for the A26, Moto G Power 5G (2025), and CMF Phone 2 Pro where officially available. It is also where discounted older midrange devices may appear. Compare support and warranty as well as hardware; a low checkout price does not compensate for an unsuitable model or a short usable support window.
$350–$400
The A36 is the straightforward full-price recommendation. The Moto G Stylus 5G (2025) fits for stylus users. The Pixel 9a belongs only when a qualifying unlocked price is real and current. An older premium phone can make sense if its warranty, condition, and remaining support are clear.

For photos
Take the Pixel 9a at a verified qualifying price; otherwise compare the A36’s balanced camera experience with the CMF’s extra telephoto hardware only if the specific U.S. model and support are confirmed. Do not use megapixel count as a proxy for dependable photos.
For gaming and performance
The A36 is the more balanced mainstream choice here, while the CMF may offer appealing hardware value in officially supported markets. The Moto G Stylus is suitable for everyday performance rather than being a gaming champion; the A26 is adequate for lighter workloads. RAM alone does not establish speed: chipset, storage, thermal behavior, and sustained performance matter too. No comparable benchmark results are established here, so demanding gamers should consult tests for the exact model and games they play.

The Moto G Power is the battery-oriented pick, but battery capacity is not the same as measured battery life. Samsung lists 45W charging for the A36; fast charging may require a compatible charger and cable, so check what is included in the box. Wireless charging is uncommon below $400, and do not assume a phone supports it without checking the exact model specifications.

For software longevity
Separate the promised Android version upgrades from security patches, the end of support, and how quickly updates arrive. Google’s Pixel 9a policy is seven years of OS and security updates; Samsung advertises six generations of OS updates and six years of security updates for the A36. Motorola’s Moto G support is materially shorter than those commitments, so verify the exact model’s policy. A long promise also begins from the phone’s relevant availability or launch period, not the day you buy it.
OnePlus’s Nord N30 5G is a poor default pick for long-term ownership: OnePlus lists one major Android update and three years of security updates. Consider it only if heavily discounted and you knowingly want a shorter-term device; see OnePlus’s N30 product page.
Check these things before checkout
- Confirm the real price. Check the unlocked retail price before tax. Separate a sale from MSRP, and exclude trade-ins, financing credits, new-line offers, and carrier bill credits when comparing phones.
- Confirm the exact model and lock status. “Unlocked” does not guarantee compatibility with every U.S. network. Verify the model is the U.S. variant, is not carrier-restricted, and supports the LTE and 5G bands your carrier uses.
- Check carrier features, not just network labels. Confirm carrier certification, VoLTE, Wi-Fi calling, and eSIM support if needed. These can vary by carrier, firmware, and regional model; a device with 5G may still lack bands important for your coverage.
- Choose storage for how you use the phone. 128GB is a practical minimum for many buyers; 256GB is preferable for frequent video, large games, or longer ownership if affordable. microSD, where supported, helps store media but does not replace fast internal storage for apps and games.
- Read the support terms for the exact phone. Distinguish OS upgrades from security patches, and consider when the support period began. Budget phones may receive updates later than flagship models.
- Check charger, case, and return policy. Confirm whether a compatible charger is included, buy a case and screen protector that fit the exact model, and understand the seller’s return window and warranty before opening the box.
When refurbished is the better route
A certified-refurbished iPhone 13 or iPhone SE (3rd generation) may suit someone who specifically wants iOS or stronger performance than many new budget Android phones. It is a separate used-device decision, not a new phone under $400 at MSRP; the price depends on seller, condition, and configuration.

- Battery-health disclosure and what happens if capacity is poor.
- Activation Lock status and whether the phone is truly unlocked.
- Warranty duration, return period, and seller reputation.
- Storage capacity, exact model number, and repair history.
- Whether replacement parts are genuine or otherwise clearly disclosed.
Do not compare a refurbished phone’s price with a new-phone MSRP without accounting for battery condition, warranty, return rights, and remaining software support.
Phones and offers to approach cautiously
- Pixel 9a at $499: It is above the stated limit at regular price, regardless of its camera appeal. Wait for a qualifying unlocked price rather than counting a conditional promotion as the purchase price.
- OnePlus Nord N30 5G: Its one major Android upgrade and three years of security updates make it a discount-only, short-term option for this guide.
- Imported models without verified bands or warranty: Do not buy on hardware specifications alone; compatibility, service, and returns can outweigh the savings.
- Carrier “free” or deeply discounted offers: Calculate required payments, new-line conditions, trade-in value, and lock policy separately. They are not comparable to an unlocked retail price.
- Older phones with unclear support: A low sticker price can be poor value if little official support remains. Establish the support window for the exact model before purchase.
Software extras also have terms: Samsung’s A36 product material said some “Awesome Intelligence” features were free only through the end of 2025. Treat promotional, region-limited, cloud-dependent, or time-limited features as extras, not permanent value.
