The Google Pixel 9a is the best overall choice when an unlocked 128GB model is genuinely available for $399 or less. Choose the Motorola Edge 2025 instead if you find its normally $549.99 phone discounted to $399 and value its larger 120Hz display, faster charging, 256GB storage, wireless charging, and stronger water protection. The Samsung Galaxy A36 5G is the safest straightforward purchase at its $399.99 unlocked MSRP.
This is a U.S. buying guide based on July 2025 pricing. “Under $400” means a new, unlocked phone available for $400 or less before tax, without a trade-in, financing requirement, carrier activation, or bill-credit commitment.

How this guide defines “under $400”
Prices in this guide exclude sales tax and shipping, but also exclude anything that makes the headline price misleading. That means no trade-in credit, required new line, carrier bill credits, financing discount, or long-term plan commitment. Refurbished phones are not included in the main ranking.

A factory-unlocked retail phone is preferable to a carrier model that becomes unlocked only after payoff or a required period of service. Check whether the advertised price is for the U.S. version, whether it has 128GB or 256GB of storage, and whether the offer is national or limited to a retailer, membership program, or short promotion.

Best overall: Google Pixel 9a—if it is $399 or less unlocked
The Pixel 9a is the strongest all-around purchase for buyers who care most about photography, uncomplicated software, a relatively compact design, and dependable updates. Google’s image processing gives it the clearest camera advantage in this group, particularly for HDR, portraits, night scenes, and moving subjects. That does not mean every camera is superior: Motorola’s Edge 2025 offers more hardware versatility through a dedicated telephoto lens.
The Pixel also includes wireless charging, an uncommon convenience at this price. Google advertises more than 30 hours of battery life, with substantially longer endurance claimed when Extreme Battery Saver is used; those are manufacturer figures rather than directly comparable laboratory results. Why buy it
- Best choice here for computational photography and a simple Android experience.
- Wireless charging adds convenience.
- Smaller and easier to handle than many large budget phones.
- Google-exclusive software features and a clearer long-term ownership proposition than older low-cost models.
Why not buy it
- Its normal price may exceed the $400 ceiling.
- Charging is not as fast as Motorola’s.
- It is not the best option for demanding gaming.
- Storage may be restrictive for large game libraries, offline video, or years of photos.
Verdict: Buy the Pixel 9a when the actual unlocked checkout price is $400 or less. It is the best camera-and-software choice, not the best hardware specification sheet.

The Motorola Edge 2025 has the most impressive hardware package in this list, but it only qualifies as an under-$400 recommendation during a genuine sale. Motorola launched it in the United States at a $549.99 MSRP, so do not treat it as a regular $400 phone. Its official specifications list 8GB of RAM, 256GB of storage, a MediaTek Dimensity 7400 processor, Android 15, a 6.7-inch 1220p 120Hz pOLED display, a 5,200mAh battery, 68W wired charging, and 15W wireless charging.

It is unusually well equipped for a discounted midrange phone. The Edge 2025 also has IP68/IP69 protection, MIL-STD-810H certification, Gorilla Glass 7i, NFC, Wi-Fi 6E, eSIM support, and a 10MP telephoto camera with 3x optical zoom. Motorola’s carrier-compatibility page lists support for major U.S. networks and several MVNOs, although you should still verify the exact model with your carrier.
Why it is compelling at $399
- The 120Hz pOLED screen is a major upgrade over typical budget LCD panels.
- 256GB internal storage is more comfortable for long-term use than 128GB.
- 68W wired and 15W wireless charging are unusually strong at this price.
- The telephoto camera provides real optical-zoom hardware rather than relying exclusively on digital cropping.
- IP68/IP69 protection is valuable for accidental water exposure.
Important compromises
- The Dimensity 7400 is an efficient midrange chip, not a flagship gaming processor.
- Motorola’s software-support record deserves more scrutiny than Google’s or Samsung’s. Confirm the precise U.S. update commitment before buying.
- USB-C is listed as USB 2.0, so wired data transfers are limited.
- Manufacturer battery claims should not be mistaken for independent standardized testing.
Verdict: Choose the Edge 2025 over the Pixel 9a if display quality, charging speed, storage, durability, and zoom hardware matter more than camera processing and software-support confidence. At $549.99, it is outside this guide; at a verified unconditional $399, it is arguably the best hardware bargain.
Best Samsung: Galaxy A36 5G
The unlocked 128GB Galaxy A36 5G is the cleanest fit for a strict $400 ceiling. Samsung’s U.S. MSRP document lists it at $399.99, making it different from phones that qualify only through an unpredictable promotion. The 2025 Galaxy A-series announcement covers the A36, A56, and A26; do not assume the more expensive A56 is also normally under $400.
The A36 suits buyers who already use Galaxy Buds, Samsung tablets, SmartThings, or Samsung’s account ecosystem. Its AMOLED display, 5G connectivity, mainstream carrier availability, and Samsung’s stated support policy make it a sensible long-term ownership choice, provided the promise applies to the exact U.S. variant.

Its weaknesses are equally important. Performance is adequate rather than class-leading, and its cameras should not be expected to match the Pixel 9a in computational photography. Samsung’s “AI” branding on an A-series phone also does not mean it has the complete feature set of premium Galaxy S models.
Verdict: Buy the Galaxy A36 5G for a conventional Samsung experience, AMOLED quality, and support prospects. Pick the Pixel 9a for photography or the Edge 2025 for hardware value.
Best for battery, storage, and a stylus: Moto G Stylus 5G (2025)
The Moto G Stylus 5G (2025) is worth considering for buyers who will actually use a pen. A built-in stylus can help with handwritten notes, signing documents, annotating screenshots, and quick markups. It is more useful than a decorative accessory when the phone’s software makes the pen easy to access.
However, the available evidence does not establish a reliable July 2025 U.S. unlocked price and complete configuration for this model. Before counting it as an under-$400 winner, verify the battery capacity, integrated stylus, storage and microSD support, display refresh rate, camera stabilization, NFC, U.S. carrier compatibility, and the exact Android and security-update commitment.

Verdict: Consider it when battery life, a large display, and pen input matter more than camera quality. If you will never use the stylus, the Pixel 9a may provide more meaningful value.

OnePlus Nord N30 5G
The Nord N30 5G remains a plausible bargain only when heavily discounted. Its official U.S. product page highlights a 108MP main camera, 5G, and fast charging, but a high megapixel count does not establish better image quality. The phone launched in 2023, so remaining security support and overall age matter more than its headline camera number.
Choose it only if it is substantially cheaper than the newer choices and you prioritize a large display and fast charging. It should not outrank a newer phone simply because it has more megapixels.

The CMF Phone 1 may be attractive in markets where it is officially supported, but it should not be treated as an ordinary U.S. unlocked recommendation without verifying the exact regional version. Check U.S. 5G bands, VoLTE and carrier certification, NFC, eSIM, warranty service, official sales channels, and return coverage. A cheap imported marketplace listing can become expensive if the phone lacks a supported band or dependable warranty.

Galaxy A56 5G and older Pixel models
The Galaxy A56 5G is a credible stretch-budget competitor, but it should not be called an under-$400 phone without a dated, unlocked price at that level. A Pixel 8a or another prior-generation model can be worthwhile if remaining inventory falls below $400, but compare storage, battery health if refurbished, warranty, and remaining update life before buying.

- Best display and hardware: Motorola Edge 2025 at $399 or less. Its advantage is based on panel technology, refresh rate, charging, storage, and protection—not a universal claim that it is brightest or best in every independent test.

What to check before paying
- Confirm the exact model number. Regional variants can change bands, NFC, SIM options, storage, and update policies.
- Confirm factory-unlocked status. “Unlocked after payoff” is not the same as an unlocked retail unit.
- Check your carrier. Verify AT&T, T-Mobile, Verizon, or your MVNO supports the exact device, including VoLTE, Wi-Fi calling, eSIM, and relevant 5G bands. Band 71 can matter for rural T-Mobile coverage.
- Check storage. 128GB is workable for light users; 256GB is safer for games, photos, and offline video. A microSD card is not equivalent to fast internal storage.
- Verify NFC and eSIM. These features can differ by region or configuration.
- Read the update promise. Look for a number of Android-version upgrades, a security-update duration, and confirmation that it applies to the U.S. model.
- Check what is in the box. A phone’s charging speed is less useful if the required charger is sold separately.
- Inspect the return policy and warranty. This is particularly important for imported or marketplace phones.
- Separate the phone price from the wireless plan. A $199 carrier deal may require a new line, bill credits, trade-in, or months of service.
- Calculate total cost. Add activation, required plan charges, accessories, protection, and any remaining payments before comparing offers.
Which phone should you buy?
If your maximum is $400 and you want the best photos, buy the Pixel 9a when an unlocked unit is actually $399 or less. If you find the Motorola Edge 2025 at the same price and care more about the display, charging, storage, durability, or optical zoom, it offers more hardware for the money. If you want a dependable mainstream Samsung phone without waiting for a sale, choose the Galaxy A36 5G.
For budgets below $300, prefer a discounted mainstream U.S. model with verified carrier support over an imported phone with uncertain warranty coverage. For $250–$350, compare the A36, Moto G Stylus, and discounted Pixel 8a based on the deal available. Above $400, consider whether a higher-tier Pixel, Galaxy FE, or OnePlus model offers enough extra performance or support to justify exceeding your limit.
