Short answer: Jamcracker was the strongest fit for a dedicated multi-provider cloud marketplace in the 2022 shortlist; Cloudmore suited MSPs, telcos and Microsoft CSP businesses focused on subscriptions and billing; IBM suited large hybrid-cloud transformation programmes; Boomi suited integration-led projects; and AWS Service Broker suited AWS-centric platform provisioning.
This is a retrospective comparison of the shortlist published by IT Pro on October 4, 2022. Product positioning and availability may have changed since then, so it should not be treated as an unqualified 2026 buying ranking.
What is a cloud services broker?
A cloud services broker (CSB) is a platform or managed service that helps an organisation discover, provision, integrate, govern, bill and manage cloud services from multiple providers.

- Self-service ordering and automated provisioning.
- Approval workflows, delegated administration and access policies.
- Integration between public, private, hybrid and SaaS clouds.
- Usage tracking, chargeback, showback and consolidated billing.
- Subscription renewals, service changes and deprovisioning.
- White-label resale and bundled third-party services.
Jamcracker’s definition captures the broad traditional model: discovery, provisioning, governance, billing and lifecycle management across providers.

Cloud services broker versus CASB
“Cloud broker” is sometimes used to mean a cloud access security broker (CASB). That is a different category. A CSB is mainly concerned with the commercial and operational delivery of cloud services. A CASB sits between users and cloud applications to provide security visibility, policy enforcement and data protection. The Cloud Security Alliance’s description of cloud security controls is useful context.

This is a capability-based editorial framework, not an independent performance benchmark. The available 2022 coverage did not establish provisioning speed, billing accuracy, uptime, support quality or total cost of ownership.

1. AWS Service Broker
Best for: AWS-centric developers and platform teams using Kubernetes, OpenShift, Cloud Foundry or similar environments.
In the 2022 comparison, AWS Service Broker was described as an open-source component that exposed AWS services through supported platforms. It used CloudFormation templates to customise and automate provisioning. That makes it closer to a platform integration and provisioning layer than to a commercial marketplace.
Strengths
- Useful bridge between platform-as-a-service environments and AWS resources.
- Template-based, repeatable provisioning.
- Relevant to teams standardising AWS service delivery.
- Can reduce repetitive manual provisioning in supported environments.
Limitations
It is not an equivalent substitute for Jamcracker or Cloudmore when the requirement is a white-label catalogue, multi-vendor resale, customer billing or a full brokerage operating layer. Before adopting it, buyers should verify current project maintenance and compatibility with their Kubernetes, OpenShift, Cloud Foundry and AWS versions.
The old dedicated Service Broker link now points toward the broader AWS Partner Network. That continuity issue means AWS Service Broker should be treated primarily as a historical 2022 choice unless current support is confirmed directly.

Poor fit: Vendor-neutral marketplaces, consolidated reseller billing or multi-provider commercial operations.
2. IBM Multicloud Management Services
Best for: Large enterprises that need hybrid-cloud strategy, migration, modernisation, governance and managed operations.
The 2022 article positioned IBM’s offering around integrating multiple suppliers with IBM’s cloud platform, centralised management, compliance, migration, optimisation and cost-management analytics. IBM’s current public positioning is broader and more consulting-led, covering hybrid-cloud transformation, application modernisation, automation and management across AWS, Microsoft Azure, Google Cloud, IBM Cloud and Red Hat environments. - Enterprise-scale consulting and implementation.
- Hybrid-cloud migration and application modernisation.
- Support for complex legacy estates and regulated workloads.
- Access to consulting, managed services and transformation expertise.
- Useful governance and optimisation support during a broader programme.
Limitations
IBM is not generally a low-touch, transparent-price SaaS marketplace. A buyer may be engaging IBM for consulting and managed transformation services around cloud brokerage rather than licensing a standalone brokerage dashboard. Cost reduction should therefore be treated as an intended objective, not a guaranteed result.
IBM’s current page should not be read as proof that its present offering is identical to the narrower “Multicloud Management Services” label used in 2022. Pricing is contact-led, with no reliable public list price in the reviewed material.
Poor fit: Small teams seeking a self-service marketplace with transparent pricing and minimal implementation work.
3. Cloudmore
Best for: MSPs, telcos, distributors and Microsoft CSP businesses managing recurring subscriptions, customer portals and cloud billing.

That makes Cloudmore particularly relevant when the difficult problem is not merely provisioning a resource, but selling and administering a recurring cloud service profitably.
Strengths
- Subscription and recurring-billing operations.
- Customer self-service and white-label portals.
- Price, offer and margin management.
- Microsoft 365 and Azure CSP workflows.
- Support for renewals, reconciliation and revenue leakage controls.
- Strong fit for channel businesses and multi-tenant service providers.
Limitations
Cloudmore is not necessarily the best choice for an enterprise seeking deep infrastructure governance across every cloud. Its current messaging is especially oriented toward CSP commercial operations. The 2022 description of “pay-as-you-go” and no setup costs should not be assumed to remain current.
The current Cloudmore site uses a consultation and personalised-demo process rather than publishing a comparable public rate card. Buyers should ask how it handles tax, currencies, provider reconciliation, customer credits, contract changes and non-Microsoft services.

Poor fit: Primarily infrastructure-as-code, application integration or consulting-led transformation projects.
4. Jamcracker Cloud Services Brokerage
Best for: Organisations building or operating a dedicated internal or external multi-cloud marketplace.
Jamcracker is the clearest direct match for the traditional CSB definition in this shortlist. Its current Cloud Services Brokerage Platform is aimed at enterprises, MSPs, telcos, systems integrators, government and education organisations.
Its stated capabilities include centralised service delivery, governance, billing, lifecycle management, unified B2B marketplaces, delegated administration, white-label or private-branded marketplaces and integrations with providers including Microsoft, AWS, Google Cloud, Huawei Cloud and VMware.
Strengths
- Broadest fit for a full cloud brokerage marketplace.
- Internal service catalogues and customer-facing resale models.
- Self-service ordering and lifecycle management.
- Billing, delegated administration and multi-tenant operations.
- Support for bundling third-party services with a provider’s own offerings.
- International marketplace features such as currencies, languages and time zones.
Limitations
Jamcracker appears enterprise-sales-led, and its public page does not provide a standard price. “Integration” also does not mean identical provisioning, billing or governance depth for every provider, region or service. A demonstration should cover tenant isolation, catalogue workflows, approval rules, API coverage, billing logic, ERP integration and support ownership.

Buyers should also confirm whether every required provider is available in their geography and commercial model, and how catalogue data, customer records, billing history and workflows can be exported if the relationship ends.
Poor fit: Basic cost monitoring, a single-cloud deployment or a simple integration project without marketplace and billing needs.
5. Boomi
Best for: Application, data and API integration where cloud brokerage is secondary.

Strengths
- Broad application and data connector ecosystem.
- API-led integration and workflow automation.
- Cloud-to-cloud and hybrid connectivity.
- Low-code/no-code workflow construction.
- Professional and managed services for complex projects.
Why it is not a full CSB replacement
An integration platform does not automatically provide a cloud-service catalogue, customer ordering, tenant-aware reseller billing, provider settlement or marketplace lifecycle management. Boomi can connect those systems, but that is different from being the system that operates the brokerage.
Boomi advertises a free trial and flexible pricing from SMB through enterprise on its platform page. Exact current rates were not visible in the reviewed material; buyers can consult its pricing page or contact sales.
Poor fit: A full CSP marketplace, consolidated cloud-resale billing or provider lifecycle platform as the primary requirement.
Which cloud broker fits your organisation?
Enterprise IT department
Start by deciding whether the requirement is a software platform or a transformation programme. Internal IT teams commonly need a service catalogue, delegated administration, multi-cloud governance, audit controls, cost visibility, chargeback or showback and migration support. Jamcracker is the more direct brokerage fit; IBM is more suitable when consulting, modernisation and managed operations are central.

MSP, telco or cloud distributor
Prioritise multi-tenancy, white-label branding, customer provisioning, recurring billing, margin controls, multiple currencies, tax handling, vendor catalogues and support workflows. Cloudmore is especially strong when Microsoft CSP subscriptions and revenue operations dominate. Jamcracker is the broader candidate when the business is building a multi-provider marketplace.
Developer or platform team
Look for infrastructure-as-code, API-driven workflows, templates, repeatable provisioning and Kubernetes or OpenShift integration. AWS Service Broker was relevant to this use case in 2022, but current project maintenance and recommended AWS alternatives must be verified before purchase.
Systems integrator or application team
If the central problem is moving data between SaaS, on-premises and cloud systems, managing APIs or orchestrating workflows, Boomi is the more natural starting point. Do not buy a full marketplace platform merely because you need connectors.
How to evaluate a broker
- Define the brokerage model. Decide whether the platform is for internal employees, external customers, resale partners or all three.
- Separate provisioning from commerce. Ask whether the product only calls provider APIs or also handles catalogues, orders, renewals, pricing, taxes and invoices.
- Map each provider. Verify whether AWS, Azure, Google Cloud, VMware, SaaS vendors and regional services receive full lifecycle support or only reporting and API connectivity.
- Test the billing model. Require examples covering usage normalisation, discounts, credits, currencies, taxes, renewals, margin, chargeback, reconciliation and disputes.
- Review governance. Check role-based access, approval workflows, audit logs, tenant separation, identity-provider integration and regional controls.
- Calculate implementation cost. Include ERP, CRM, identity, service desk, tax engine, provider contracts, migration, training, support and professional services.
- Plan the exit. Ask how customers, product catalogues, billing history, usage data, policies and provisioning workflows can be exported.
- Clarify responsibility. Establish who handles outages, provisioning failures, security incidents, billing disputes, data deletion, service-level agreements and termination.
Important trade-offs
“Multi-cloud” is not one capability
A vendor may mean a dashboard, cost aggregation, API connectors, full lifecycle provisioning, governance or a marketplace. Those capabilities should be assessed separately rather than accepted as equivalent.
Billing may be harder than provisioning
Provisioning a virtual machine is only one part of brokerage. A commercial operator may also need usage normalisation, tax treatment, currency conversion, credits, contract pricing, margin reporting, renewal alerts and dispute management.
A broker can create a new layer of lock-in
Brokerage can reduce direct dependence on one provider, but it may create dependence on the broker’s data model, APIs, workflow engine, billing system and marketplace format. Portability should be a contract requirement, not an assumption.
A broker is not a complete security programme
Brokerage governance does not automatically replace identity and access management, CASB, cloud security posture management, data protection, SIEM, backup, disaster recovery or compliance controls.

2022 ranking versus 2026 buying advice
The title is dated because the shortlist was published in 2022. AWS Service Broker’s old product link now redirects to a broader AWS partner page, while IBM’s current public offering is framed as cloud consulting and transformation. Cloudmore, Jamcracker and Boomi also use current product pages whose positioning and commercial terms may differ from the 2022 descriptions.
For a purchase in 2026, verify current support, APIs, provider programmes, pricing, service regions, data residency, maintenance status and contractual responsibilities directly with each vendor. The historical shortlist remains useful for understanding the market, but it is not proof that all five products are still equally available or comparable.
Final recommendations
- Choose Jamcracker when the central requirement is a multi-provider marketplace with governance, billing and lifecycle management.
- Choose Cloudmore when subscription management, Microsoft CSP operations, customer portals, billing and margin control matter most.
- Choose IBM when cloud brokerage is part of a large hybrid-cloud migration, modernisation or managed transformation programme.
- Choose Boomi when the core need is connecting applications, data and APIs.
- Treat AWS Service Broker as an AWS-oriented provisioning and platform integration option in the 2022 context, not as a general-purpose commercial broker.
There was no universal “best cloud broker” in 2022. The right choice depended on whether the buyer needed a marketplace, CSP commerce, enterprise transformation, application integration or AWS-native provisioning.
