Pivotal Commware announced a $50 million Series C on February 11, 2021. An affiliate of Tracker Capital Management led the round, Devonshire Investors joined, and existing backers including Bill Gates, DIG Investment, Thermo and Lux Capital participated. Gates was an investor in the round, not its lead.
The Kirkland, Washington company was raising money to commercialize infrastructure for millimeter-wave (mmWave) 5G and fixed wireless access—not a consumer handset or a replacement for a mobile operator. The company later disclosed a larger $102 million Series D in August 2023, so the 2021 financing is not its latest known round.

Pivotal’s announcement said proceeds would expand product support, distribution and research and development. Planned spectrum work included C-band, CBRS, Band n53 and other frequencies, alongside the company’s mmWave products.

Bill Gates’ precise role
Pivotal was already backed by Gates before the Series C. The company listed him among investors in its first disclosed financing in 2017, alongside The Thermo Companies, DIG Investment, Lux Capital, Barry Sternlicht’s family office and others. Gates also participated in the 2021 round, but Tracker Capital led it and the $50 million came from multiple investors. Calling it a Gates-led round, or implying that Gates supplied the entire amount, would be inaccurate.

Contemporaneous GeekWire coverage reported earlier financing of a $17 million Series A in 2017, a $22 million Series B in 2018 and a $10 million convertible-debt financing in 2019. GeekWire described total funding at the time as about $90 million; that was a 2021 snapshot, not a current lifetime total.
What Pivotal Commware does
Pivotal was spun out of Intellectual Ventures in 2016 to commercialize Holographic Beam Forming (HBF), and became Intellectual Ventures’ exclusive licensee for certain terrestrial communications applications, according to the company’s 2017 announcement. Its business is telecom infrastructure: antennas, repeaters, planning software and deployment services for operators.

HBF is Pivotal’s term for an electronically steerable antenna approach that focuses and redirects radio energy. The company says its antenna elements use relatively simple control components rather than the more expensive, power-intensive architectures associated with conventional phased arrays or fully digital MIMO arrays. Pivotal also presents claimed advantages in cost, size, weight and power on its technology page. Those comparisons are vendor claims, not independent industry benchmarks established by the information available here.

Why mmWave 5G needs coverage equipment
mmWave frequencies can deliver very high capacity and throughput, but they propagate less easily than lower-frequency 5G. Buildings, walls, glass, street layout and a lack of line of sight can block or weaken the signal. An operator may therefore need additional radios, small cells, fiber, repeaters or carefully selected sites to turn a narrow mmWave footprint into a usable service area.
Pivotal’s basic signal path is: a base station (gNodeB) sends a donor signal; an outdoor repeater captures and redirects it around an obstruction; an indoor or neighborhood endpoint receives the redirected signal. A repeater depends on a usable donor signal, does not create new spectrum and does not provide unlimited capacity. Extending reach is not the same as adding capacity where traffic exceeds what the existing radio and backhaul can handle.
The products supported by the Series C
Pivot 5G outdoor repeater
Pivot 5G is designed to capture and redirect mmWave signals around outdoor obstacles such as buildings. Pivotal positions pole- or building-mounted units as a way to extend coverage and, in some deployments, reduce the number of base stations needed. The page lists cloud-based remote management and, depending on model, support for bands n261, n257 and n260.

For one listed model, Pivotal specifies latency below 40 nanoseconds, power consumption below 30 watts and weight of approximately 7.8 pounds. These are manufacturer-listed specifications; they are not independent test results and apply to the stated model and conditions.
Echo 5G indoor repeater
Echo 5G is an indoor subscriber repeater intended to acquire an outdoor mmWave signal and bring it inside through or near window glass. Pivotal lists customer-installable versions for standard and low-emissivity glass.
- One listed configuration measures 7 by 7 by 1.5 inches and weighs under 3 pounds.
- A separate low-e-glass model is listed at 3.8 pounds.
- Pivotal claims the low-e version can overcome up to 50 dB of glass loss.
- The company lists operation at distances up to 1 kilometer from a base station and more than 100 feet into a building, plus latency below 5 nanoseconds.
Those distance, glass-loss and latency figures are company claims and specifications. Actual indoor results depend on donor-signal quality, glass, walls, placement and building geometry.

WaveScape planning software
WaveScape is a cloud-native modeling tool built around mmWave line-of-sight behavior. Pivotal says it combines high-resolution geographic information system data and ray tracing to analyze coverage, qualify repeater sites and assess fixed-wireless availability for single-family homes and multi-dwelling units.
Intelligent Beam Management System
The Intelligent Beam Management System (IBMS) is software for managing networks that include Pivotal’s software-defined antennas and repeaters. Pivotal describes it as a way to adjust radio power and coverage as demand changes.
Turnkey deployment service
Through Pivotal Turnkey, the company proposes combining site planning, hardware, deployment and validation for fixed wireless access. The economic argument is that an operator might extend service with repeaters first, then add gNodeBs where later demand justifies the higher-cost capacity investment. Whether that produces savings is site-specific and requires deployment economics rather than marketing claims alone.

Why operators and investors could see an opportunity
- A repeater may be faster to install than a new base-station site.
- Redirecting an existing signal can reach homes or multi-dwelling buildings near an available gNodeB.
- Smaller, lower-power hardware may simplify some pole or building installations.
- Planning software can identify viable homes, buildings and mounting locations before construction.
- Operators can potentially defer additional radios until demand requires them.
These are the proposed business benefits, not universal outcomes. Every deployment still has to address spectrum compatibility, gNodeB integration, backhaul, power, permits, pole access, installation and maintenance.
Customer and network context
GeekWire described Verizon as Pivotal’s best-known customer and noted Verizon Ventures as an investor. Fierce Network likewise described Pivotal as developing technology for Verizon and other operators. Those reports establish an association, not a guarantee that every Verizon market or network supports every Pivotal product or band.
Technical and commercial limits
- Donor-signal dependence: A repeater cannot serve an area that lacks a sufficiently strong, well-positioned mmWave source.
- Coverage versus capacity: Reach can improve without creating additional spectrum, radio capacity or backhaul.
- Propagation: mmWave remains sensitive to blockage, weather, materials and site geometry; repeaters do not remove those constraints.
- Site economics: Fiber, electrical service, permits, pole rights and maintenance can dominate the hardware cost.
- Indoor variability: Low-e glass, walls, floor plans and unit placement can materially change performance.
- Compatibility: Supported bands, operator radio equipment and network architecture must be checked for each site.
Pivotal’s claims about lower cost, faster installation or fewer base stations need independent deployment data or operator case studies before they can be treated as proven at scale.

In August 2023, Pivotal announced a $102 million Series D led by Gates Frontier and Tracker Capital. Verizon Ventures, Devonshire Investors, Thermo Companies, DIG Investment XV AB, Lux Capital, Fortress-affiliated funds and Blue Investment Group participated, according to the announcement carried by Business Wire. That later financing is why the 2021 $50 million round should be described as a historical Series C, not Pivotal’s latest disclosed funding.
How to interpret the financing
The Series C signaled investor confidence in a specialized infrastructure strategy: use electronically steerable mmWave repeaters, planning tools and network-management software to make high-capacity fixed wireless deployments more practical. It did not show that Pivotal had solved every mmWave limitation, replaced cell towers or guaranteed lower network costs. The investment thesis depended on operators having usable donor signals, suitable sites and enough demand for the capacity that mmWave can provide.
