Exia Labs announced a $2.5 million pre-seed round on February 27, 2025, led by a16z Speedrun, to develop Blue, software the Bellevue, Washington, startup describes as an AI copilot for military planning and operations. GeekWire reported the financing and named Space Capital, Anorak Ventures, Pathbreaker Ventures and Mana Ventures as participating investors. The company says Blue can analyze operational documents, compare courses of action and simulate mission plans. Public evidence supports a planning and decision-support story—not a claim that Exia has replaced commanders or deployed autonomous weapons.
What Exia raised
The $2.5 million financing was announced as a pre-seed round, not a seed round. GeekWire attributed the amount, lead investor and participant list to Exia’s announcement. No independently verified public filing identified the instrument, valuation, dilution, or whether the total includes accelerator capital or another financing.

GeekWire’s report is the best public source for the round. It should be read as a company-reported financing announcement rather than an audited disclosure.
Who founded Exia Labs?
Exia was founded by Jonathan Pan, chief executive and co-founder, and Serj Kazar, chief technology officer and co-founder. Pan previously served five years in the U.S. Army and held technology or gaming-related roles associated with Amazon, Meta and Walmart. Kazar was described as a former Riot Games colleague. Exia’s team page also lists experience connected with Meta, Amazon, Riot Games, Electronic Arts, Walmart, the Army and the Hoover Institution.

Those biographies explain the company’s military-and-games identity, but they do not by themselves establish operational authority, combat experience in a particular mission, or independent validation of Blue. Exia’s current team information is available on its company team page.
What Blue was designed to do
In the 2025 funding coverage, Exia called Blue a “copilot for military operations.” The basic workflow is decision support:
- Ingest information: analyze relevant doctrine, orders and other operational documents.
- Assess conditions: account for factors such as terrain, weather, time and mission constraints.
- Generate and compare options: help staff create and examine possible courses of action.
- Simulate branches: test how plans might unfold under different assumptions.
- Support human decisions: present analyses or recommendations for commanders and staff to review.
Exia said the system could automate portions of the Army’s Military Decision Making Process (MDMP). That is a company description, not evidence that the Army has officially adopted Blue across its force. The available material does not show that Blue independently commands troops, authorizes lethal action or replaces a commander’s legal responsibility.

How the product is described now
By 2026, Exia’s public product page had broadened Blue into a spatial-intelligence platform. Listed capabilities include:

- Counter-UAS mission command: supporting the detect, identify, decide and defeat cycle.
- Mission autonomy: enabling unmanned systems to complete missions autonomously.
- Site selection: surveying potential locations such as airfields, spaceports and polar-navigation sites.
- Blue API: connecting other applications to Exia’s spatial reasoning and world model.
These later descriptions should not be folded backward into what was publicly promised at the time of the 2025 financing. The current modules are detailed on Exia’s Blue page.
From document analysis to spatial intelligence
Exia’s newer positioning emphasizes a machine-readable representation of the physical world. In practical terms, that means reasoning about roads, movement, terrain, ranges, weather and other constraints rather than answering questions from manuals alone. A 2026 essay by Pan in the Modern War Institute at West Point makes that distinction between document-centered chatbots and systems grounded in operational space (PDF).
Exia’s API documentation, marked updated June 2, 2026, lists interfaces for documents, terrain analysis, pathfinding, mission analysis, operations, orders, scenarios, wargaming sessions, units and course-of-action comparison. The page reports 121 REST paths, 195 schemas and 170 operations. Documentation breadth is not the same as proof of mission performance, security accreditation or production deployment.

- Red: a retrieval-augmented system initially focused on public Chinese military strategy.
- Red Team AI: combining simulations, adversarial modeling and reinforcement learning from AI feedback.
The company outlined plans to digitize wargames, add domains and weapons systems, build country-specific retrieval systems and combine adversary-intent analysis with strategy simulation. That essay is historical context, not a catalog of products currently available. Exia’s public site now centers on Blue and spatial infrastructure (2024 introduction; current homepage).
What military testing has been reported?
GeekWire reported that units from the 101st Airborne Division and the Washington Army National Guard were testing Blue in field exercises. Exia’s later website displays logos for organizations including the U.S. Air Force, Army War College, West Point, DEVCOM Armaments Center, Task Force Maven, the Defense Innovation Unit, T2COM and Lockheed Martin.
Those references are not interchangeable:
- A field exercise is not combat deployment.
- Testing is not a procurement award.
- A logo does not, by itself, prove a paid contract or define the relationship.
- A research agreement is not a production deployment.
On February 5, 2026, Exia announced a Cooperative Research and Development Agreement with the U.S. Military Academy at West Point to develop AI “Red agents” that simulate adversary doctrine and decision-making. The announcement is a later collaboration, not evidence that every claim made in 2025 had already been validated (Exia’s announcement).

Why build a commercial game?
Exia is developing Mr. President, a digital adaptation of GMT Games’ board game Mr. President: The American Presidency 2000–2020. The demo appeared on Steam on June 5, 2025, and the full game entered Early Access on January 26, 2026. The Steam listing showed a $24.99 price when viewed for this article; prices vary by geography and can change.

Pan and Exia told GeekWire that a commercial game could produce revenue while the defense business navigates lengthy government sales cycles. That is a financing and customer-development strategy, not proof that the game trains Blue, shares its data or predicts battlefield outcomes. Public sources do not establish how much revenue the game generates or how much technology is shared between the two products.
The consumer product is available through the Steam listing, while the free demo is identified on Exia’s publisher page. Blue and its API have no public self-serve price, standard plan or checkout flow in the available material.

Military staffs handle large volumes of doctrine, intelligence, terrain, logistics and operational data. Generating and comparing courses of action can consume substantial time, while wargaming is used to expose assumptions and weaknesses. Faster, more persistent simulation is therefore a genuine government demand area.

Alignment with those priorities can help a startup find demand, but it does not guarantee a contract.

What could go wrong?
Incorrect outputs and false confidence
A language model can produce a polished but infeasible course of action. Users need evidence, assumptions and uncertainty—not fluent prose alone.
Bad or incomplete doctrine
A Red agent trained on outdated, incomplete or biased material may generate a caricature of an adversary. Exia says its West Point work is intended to reduce human mirror-imaging; the model’s data, objectives and evaluation rules can still encode its creators’ assumptions.
Simulation-to-reality failure
Plans that succeed in a model may fail amid communications loss, civilian behavior, deception, logistics breakdowns, unusual weather, rules-of-engagement limits or an adversary acting unpredictably.
Security and integration
Public sources do not establish Exia’s security accreditation, authorization level, classified-network access or deployment environment. A public API should not be assumed suitable for classified operations. Government buyers would also need interoperability, testing, training, sustainment and liability arrangements.
Human accountability
“Copilot” implies assistance, but buyers still need to specify which actions require approval, whether Blue ranks or executes options, how outputs are logged, and whether results can be reproduced for later review.
What remains unproven
Exia has not publicly supplied enough information to judge accuracy against expert planners, win or loss rates in controlled wargames, time saved per planning cycle, error rates under degraded data, or generalization beyond tested scenarios. Public materials also do not resolve its current defense revenue, contract status, security certifications, deployment environments or the split between game and defense income.
The investment is therefore best understood as a bet on a specialized defense-software thesis: use gaming expertise and commercial development economics to build spatially grounded planning and simulation tools for government customers. The $2.5 million gives Exia resources to pursue that thesis; it is not independent proof that Blue delivers battlefield advantage.
