China’s cyberspace regulator registered Apple Intelligence for use in China on July 15, 2026, clearing a major hurdle for Apple’s AI service. That was not an announcement that the service had already launched for consumers: regulators gave no public rollout date. The milestone followed a February 2025 partnership confirmation from Alibaba, whose Qwen models are to be integrated into Apple Intelligence experiences. Baidu has also confirmed work with Apple.
The delay left Apple at a disadvantage in a market where local rivals were adding AI features, but it cannot by itself explain Apple’s earlier sales weakness. Competition from Huawei and other Chinese brands, pricing, promotions, and market conditions also mattered.
From partnership announcement to regulatory registration
The story unfolded in stages—not as an instant deal followed by an immediate launch:

- Alibaba confirmed the partnership on February 13, 2025. Alibaba chairman Joe Tsai said Apple had chosen the company after speaking with several Chinese firms. The announcement confirmed a partner, not a consumer launch. Regulatory requirements still had to be addressed. TechCrunch reported Tsai’s confirmation.
- China registered Apple Intelligence on July 15, 2026. The Cyberspace Administration’s registration was a major regulatory step toward offering the service in China. Reporting did not establish a public launch date or confirm that all features were already available. Reuters reporting carried by Investing.com covered the registration and partner details.
That distinction matters to anyone considering a device purchase: a regulatory clearance is not the same as a software update reaching every eligible customer. Device compatibility, operating-system versions, language support, staged release, and feature-specific restrictions can all affect what users actually get.

Why Apple needed a China-specific route
China applies registration and compliance requirements to generative-AI services offered to the public. A company seeking to provide such features there must account for local rules and the systems used to deliver them. Apple could not simply assume that its international Apple Intelligence setup would operate unchanged on mainland devices.
The China arrangement raises practical questions about content moderation, data handling, localization, and infrastructure. It is reasonable to expect the service to be configured for local requirements, but public reporting has not disclosed the exact data flows, hosting arrangements, or how responsibility is divided among Apple and its partners. It would be inaccurate to conclude from the partnership alone that Apple transfers all user data to Alibaba, or that Alibaba replaces Apple’s own systems.
What Alibaba and Baidu contribute
Alibaba said its Qwen models would be integrated into Apple Intelligence experiences across Apple’s platforms, including iPhone (iOS), iPad (iPadOS), Mac (macOS), and Apple Vision Pro (visionOS). Reports described capabilities involving text and image understanding and generation. The full technical division of labor—what is handled by Apple-developed models, Qwen, or other technology—has not been publicly detailed.

Alibaba is not necessarily Apple’s only local AI partner. Baidu has also confirmed that it is working with Apple on features for Chinese users. July 2026 reporting described both companies as part of the broader arrangement, but did not specify a complete feature-by-feature split. For Alibaba, integration into Apple’s ecosystem could give Qwen a prominent consumer distribution channel and raise its profile against domestic AI competitors. But the partnership’s commercial terms, revenue-sharing arrangements, and model-hosting economics have not been disclosed. It is not possible to quantify what the deal means for Alibaba revenue from the public information available.
Did the AI gap cause lower iPhone sales?
Apple’s lack of Apple Intelligence in mainland China was a competitive disadvantage, but the evidence does not establish it as the sole—or dominant—cause of weaker sales.

There was reason to take the gap seriously. Apple CEO Tim Cook said iPhone 16 performance was stronger in markets where Apple Intelligence had launched than in markets where it had not. In the December quarter reported in January 2025, Apple’s Greater China revenue was $18.51 billion, down 11% year over year. The iPhone 16 had been promoted around Apple Intelligence, while mainland buyers could not use those features on their devices. Those facts support a plausible contribution, not a controlled demonstration of causation. Axios reported Cook’s comments and the sales context.

Other forces were at work. Huawei had regained strength in premium phones, while Vivo, Xiaomi, Oppo, and other domestic brands competed on price, hardware, and locally available AI features. Promotions, consumer spending, product-cycle timing, and purchasing preferences also affect demand. The published revenue figure is for Greater China, not China-only iPhone unit sales, and it cannot isolate the effect of AI availability.
The careful conclusion is that Apple Intelligence’s absence may have contributed to weaker demand by leaving Apple without a feature it emphasized elsewhere, while strong local competition and broader market factors also weighed on performance.

Apple’s China business had begun recovering before the approval
The July 2026 registration came after signs of improvement—not as proof that a live AI service had reversed Apple’s fortunes. In the second quarter of 2026, Reuters reported that Apple’s iPhone shipments in China rose 24.4% year over year, while Apple reported $20.5 billion in Greater China revenue, up 28%. Apple also regained the No. 2 position in China’s smartphone market, with promotional activity and discounts part of the context.
Shipments are not the same as completed consumer sales, and the reported rebound preceded or coincided with the regulatory milestone rather than following a confirmed consumer rollout. The figures therefore do not show that the Alibaba arrangement caused the recovery. The more useful question is whether Apple Intelligence can help sustain it once users can actually access the service. MacRumors summarized Reuters’ reporting on the China market and registration.
What Chinese Apple users should—and should not—assume
- Do not treat registration as proof the service is live. The regulator did not announce a consumer launch date.
- Do not assume feature parity. Nothing in the registration establishes that the China version will include every feature available elsewhere or behave identically.
- Do not assume every Apple device qualifies. Actual access may depend on model, software, language, and rollout conditions; the public reporting does not provide a complete China-specific eligibility list.
- Do not assume imported and mainland-market devices follow the same path. Apple’s regional availability rules can differ. Check Apple’s current China-specific support information before buying based on AI features, including its China newsroom and support documentation.
These caveats matter for household spending. A buyer choosing a more expensive phone mainly for promised AI capabilities should verify that those exact capabilities are available on the model and in the region where it will be used, rather than treating regulatory approval as a product guarantee.

The wider stakes for Apple
For Apple, a China release could narrow a visible feature gap and make its AI strategy more credible in a major smartphone market. But the arrangement also creates execution and policy risks: a locally compliant version may differ from international releases, Apple will rely on partners, and questions about privacy, data residency, and content controls remain important. Public sources do not establish the final technical or data-handling details.
The partnership also sits amid geopolitical scrutiny. U.S. officials may examine whether cooperation with Chinese companies has implications for technology transfer or those companies’ AI capabilities. That scrutiny is a risk to monitor, not evidence that Apple has handed over its models or that particular data-sharing terms exist.
For Alibaba, Apple distribution could be strategically valuable, but neither the deal nor the Qwen integration guarantees a specific financial return. The arrangement’s economics and operational details remain undisclosed.

China’s July 15, 2026 registration cleared a major hurdle, with Qwen and Baidu both connected to the broader effort, but public consumer availability and the final feature set were not established by that regulatory milestone. Apple’s China rebound was already underway before a confirmed AI rollout, so the approval is best viewed as a potential support for future competitiveness—not an explanation for past sales or a guarantee of future growth.
