AMD and Intel Discussed a Foundry Deal, but No Production Agreement Is Public

AMD and Intel were reported to have held preliminary talks about Intel manufacturing some AMD chips, but no completed foundry agreement or AMD production at Intel fabs has been publicly confirmed. Semafor first reported the discussions on October 1, 2025. Its June 18, 2026 follow-up said no AMD–Intel agreement had materialized. As of August 18, 2026, AMD’s disclosures still point to TSMC for its leading-edge CPU and GPU wafers.

What was reported—and what was not

On October 1, 2025, Semafor reported, citing people familiar with the matter, that Intel was in early-stage talks to bring AMD on as a customer of Intel Foundry. Both companies declined to comment, and the report said the possible scope of any production shift was unclear. It also noted that the talks might not result in a deal.

That is evidence of reported discussions, not evidence of a signed contract. “Foundry customer” can describe a range of activity, from process evaluation or test wafers to a production order. The report did not identify a chip, process node, production volume, schedule, pricing, or commercial terms. It also did not establish that Intel would manufacture AMD’s full product line—or any product at all.

In a June 18, 2026 report, Semafor said no AMD–Intel agreement had materialized. No public AMD or Intel announcement in the available evidence confirms a completed manufacturing deal. That is narrower than claiming no private agreement exists: the accurate conclusion is that a production agreement has not been publicly verified.

Where AMD makes its chips today

AMD designs chips but relies on outside companies to manufacture, package, and test them. Its 2025 Form 10-K describes a supplier network that varies by product and process generation:

  • TSMC manufactures AMD microprocessor and GPU wafers at 7-nanometer and smaller process nodes, along with other high-performance computing, FPGA, and adaptive SoC products.
  • GlobalFoundries supplies certain 12nm and 14nm high-performance computing products.
  • UMC and Samsung manufacture some programmable-logic products.
  • Packaging and testing are performed by partners including Tongfu, SPIL, and KYEC.

So AMD is not reliant on just one manufacturer for every chip. But TSMC remains central to its disclosed leading-edge CPU and GPU production. In May 2026, AMD announced a production ramp for its next-generation EPYC Venice processor on TSMC’s 2nm process. That is not consistent with a public announcement that AMD has shifted its most advanced CPU production to Intel.

Why Intel would want AMD as a customer

A major chip designer as an outside customer would give Intel a high-profile test of its foundry business. Serving AMD would require Intel to demonstrate more than a working fabrication process: it would need to meet demanding standards for design support, manufacturing execution, yields, delivery, and confidentiality.

The relationship could also matter to the economics of Intel’s future manufacturing plans. In its 2025 annual report, Intel said it was engaging with prospective external customers and expected customer decisions on Intel 14A in the second half of 2026 and the first half of 2027. Intel also warned that failing to secure a significant external customer for 14A could affect development of that node and successors. Those statements describe Intel’s broader customer effort; they do not identify AMD as a customer.

Intel said 18A yields were improving and that it was ramping supply to meet customer demand. That, too, is general progress—not confirmation that AMD has qualified a chip for Intel production. Landing AMD could strengthen Intel’s credibility with other prospective customers, but only actual commitments and successful production would show commercial traction.

Why AMD might consider Intel—and the hurdles

The possible appeal for AMD is optionality: another source of capacity for selected products or future designs, a potential U.S.-based manufacturing option, and greater geographic or supplier diversification. A credible alternative may also improve AMD’s negotiating position when discussing capacity and pricing with existing suppliers. These are plausible strategic incentives, not reasons confirmed by either company.

Moving a design to a new foundry is not a simple matter of sending the same blueprint to another factory. A serious engagement typically involves evaluating the process design kit, adapting the design to manufacturing rules and available libraries, qualifying intellectual property, taping out test chips, examining wafers and yields, and completing reliability, packaging, and supply-chain validation. Those are standard industry steps, not a list of steps AMD or Intel has publicly said it completed.

For a chiplet-based design, the candidate die must also work within a package that may include dies made by other suppliers. A different process can affect power, performance, physical characteristics, and integration. Qualification takes time and money; a new source can bring supply resilience, but it can also introduce yield risk, design work, and schedule disruption.

Which AMD chips could be candidates?

No AMD product or die has been publicly identified as a candidate. If a relationship developed, several possibilities are conceivable: test wafers; packaging or integration services; a mature-node or specialty product; an I/O or other chiplet while leading-edge compute dies remain with TSMC; or a future design created with an Intel process in mind. These are scenarios, not reported plans.

It would be premature to say Intel will manufacture a particular Ryzen, EPYC, Radeon, Instinct, FPGA, or adaptive SoC product. Semafor’s original report said Intel lacked the technology at that time to make AMD’s most advanced and profitable chips. The more careful conclusion today is that public evidence does not establish Intel as a qualified production source for AMD’s leading-edge products. Intel’s future node plans do not by themselves prove that qualification has happened.

A possible Intel deal would not mean AMD is leaving TSMC

AMD already uses different suppliers for different products and process generations. If Intel manufactured one die, provided packaging, or served as a second source for a limited product, AMD could continue relying on TSMC for leading-edge compute dies. A limited arrangement could be strategically useful without shifting a large share of AMD’s production.

Nor would a U.S. manufacturing connection mean every component was made or packaged in the United States. Semiconductor production spans design, wafer fabrication, packaging, testing, and materials supply; the location of one stage does not establish the origin of all the others.

What would confirm that the talks became a deal?

Look for evidence that names more than a general relationship: an AMD or Intel announcement, a relevant SEC filing, or an earnings-call statement identifying Intel Foundry as a supplier. Stronger confirmation would specify a process node, product or die, tape-out or qualification milestone, production-ramp date, or capacity commitment. A general statement that Intel is engaging with customers—or that AMD is diversifying suppliers—would not establish that AMD wafers are being produced at Intel fabs.

As of August 18, 2026, the supported account is limited: preliminary talks were reported; a later report said no agreement had materialized; and AMD’s public disclosures identify other manufacturers, including TSMC for leading-edge CPU and GPU wafers. Whether the discussions ever produce test wafers, a limited order, or a production relationship remains unconfirmed.
