Former Amazon Web Services employee Charles Forrest alleged that Amazon supplied its Rekognition facial-recognition technology to Russian company VisionLabs, potentially through a Dutch intermediary, and that it was later used by Russian law-enforcement bodies. Amazon denied that available evidence and billing records showed AWS sold Rekognition services to VisionLabs.
The case was not a standalone UK sanctions-enforcement proceeding. It was an employment tribunal claim involving alleged whistleblowing retaliation and related employment-law complaints. After a 2024 preliminary hearing allowed the claims to continue, the London Central Employment Tribunal’s later written reasons stated that all of Forrest’s complaints were dismissed.
What was Amazon accused of?
Forrest alleged that Amazon’s Rekognition technology was supplied to VisionLabs, a Russian company, allegedly through a Dutch shell company or other intermediary. He further alleged that the technology was ultimately used by Russian law-enforcement or security bodies after Russia’s invasion of Ukraine.

Those points were allegations made in connection with Forrest’s employment litigation. The public material identified for this case does not establish that Amazon supplied Rekognition to VisionLabs, that the Dutch entity was definitively a shell company, or that Russian authorities used the technology.

Rekognition is Amazon’s image-recognition and facial-analysis technology. Coverage sometimes describes the issue as Amazon “selling facial recognition to Russia,” but the exact form of any alleged transaction—such as a software licence, cloud service, or other access arrangement—is important and should not be assumed without supporting evidence.
What kind of tribunal heard the case?
The proceeding was heard by the London Central Employment Tribunal. It concerned employment claims brought by Forrest against Amazon Web Services EMEA SARL, UK Branch, and others—not a prosecution brought by the UK Office of Financial Sanctions Implementation or another sanctions regulator.
The claims included alleged protected-disclosure detriment, automatic unfair dismissal connected with whistleblowing, ordinary unfair dismissal, disability discrimination, victimisation, and related personal-injury claims.
Forrest’s alleged disclosures concerned Amazon’s conduct and the claimed supply or use of technology in Russia. The employment tribunal therefore had to consider whether the alleged disclosures were protected and whether Amazon subjected him to unlawful treatment. That is different from deciding whether Amazon itself breached UK sanctions law.

What did the June 2024 hearing decide?
The public preliminary hearing took place from June 3 to June 6, 2024. In its judgment, the tribunal refused both sides’ applications for strike-out or deposit orders.
That meant the claims were not dismissed at that procedural stage and were permitted to proceed. It did not mean the judge had found that:
- Amazon supplied Rekognition to VisionLabs;
- VisionLabs was a sanctioned entity at the relevant time;
- a Dutch intermediary was a shell company;
- Russian law-enforcement bodies used the technology;
- Amazon breached UK sanctions; or
- Amazon unlawfully retaliated against Forrest.
A preliminary ruling allowing a case to continue is not a finding that the underlying allegations are true. It generally addresses whether claims are legally and factually suitable to proceed.
What did Amazon say?
Amazon denied the allegation. As reported in contemporaneous coverage, the company said available evidence and billing records did not show that AWS sold Rekognition services to VisionLabs.

That response should be read alongside, rather than replaced by, Forrest’s allegations. The existence of a dispute does not by itself establish either account.
Was Amazon formally charged with violating Russia sanctions?
The available tribunal material supports describing this as a whistleblower allegation raised in employment litigation, not as a confirmed sanctions-enforcement action against Amazon.
It would therefore be inaccurate to say that Amazon was prosecuted, fined, or found guilty of sanctions violations in this case. The located documents do not establish that the UK government brought a sanctions case against Amazon or that a sanctions tribunal ruled on the company’s conduct.

- which people or entities were designated and on what dates;
- whether ownership or control rules applied;
- what service, software, technology, or economic resource was supplied;
- where the contracting and delivery arrangements were located;
- whether a licence, exemption, or other exception applied; and
- what restrictions were in force under the relevant UK rules.
A transaction involving a Russian company is not automatically unlawful. Nor does alleged use of technology in Russia, by itself, prove a sanctions breach. Sanctions law must also be distinguished from export controls, end-use restrictions, and employment whistleblower protections.

The case later proceeded to a final hearing held from June 2 to July 3, 2025, and from July 21 to August 4, 2025. The tribunal continued deliberating on multiple dates in August and September.
The tribunal’s liability judgment was sent to the parties on October 9, 2025. The tribunal’s later written reasons state that all of Forrest’s complaints were dismissed.
That is the important current outcome for readers encountering the original 2024 headlines. The employee’s employment claims did not succeed. However, the dismissal of those claims should not be described as a separate regulatory certification that every underlying commercial allegation was false. It means the employment tribunal dismissed the complaints brought before it.

Why did the case attract attention?
The allegations raised broader questions for technology companies and compliance teams:
- Dual-use AI: facial-recognition tools can have commercial, security, and law-enforcement applications.
- Cloud and software supply chains: compliance may depend on licensing, service access, resellers, intermediaries, account ownership, and downstream use—not only on the identity of the end user.
- Whistleblower protection: employees may raise concerns about sanctions, export controls, or product use through employment proceedings, even when the tribunal is not a sanctions regulator.
- Reporting discipline: headlines can compress a whistleblower allegation, a procedural hearing, and a sanctions question into a statement that sounds like a confirmed enforcement finding.
The case also illustrates why product descriptions matter. Saying that a company “sold facial recognition to Russia” may obscure whether the allegation involved a specific Rekognition service, a licence, a reseller, or another commercial arrangement.
What remains unresolved in the public material?
The identified public documents do not establish the precise commercial facts behind the allegation, including:
- whether VisionLabs received Rekognition;
- the exact contracting or billing structure;
- the identity and legal status of the alleged Dutch intermediary;
- the specific UK sanctions provision Forrest believed was breached;
- whether Russian law-enforcement bodies used the technology; or
- whether a UK sanctions regulator separately investigated or took enforcement action.
The safest summary is therefore: Forrest accused Amazon in a UK employment tribunal of supplying facial-recognition technology to a Russian company in circumstances he said could breach sanctions. Amazon denied the allegation, the preliminary hearing did not determine sanctions liability, and the tribunal later dismissed all of Forrest’s employment complaints.
