Amazon reaffirmed its commitment to the Puget Sound region on November 18, 2025, but the statement was not a promise to restore every Seattle job or stop expanding elsewhere. David Zapolsky, Amazon’s chief global affairs and legal officer, said at an Amazon Community Impact Reception at The Spheres that the company remained committed to its “home” and that “we are not going anywhere.”
The distinction matters. Amazon still has a major regional presence, but its workforce is more geographically distributed than it was in 2020, with jobs shifting toward Bellevue and Northern Virginia. The company’s relationship with Seattle’s new mayor, Katie Wilson, will also be tested by disagreements over taxes, housing, transportation, homelessness and affordability.
What Amazon actually said
Zapolsky made the remarks during a community-focused event in Seattle, according to GeekWire’s account. He said Amazon remained committed to its “home,” the Puget Sound region, adding: “We are not going anywhere” and “We’re here to stay.”

Those comments are a public reaffirmation, not a quantified corporate commitment. Amazon did not announce a new Seattle campus, a hiring target, a minimum local headcount, or a specific capital-investment plan at the event.

Seattle is not the same as Puget Sound
The wording focused on the Puget Sound region, which includes Seattle and other employment centers such as Bellevue. That is broader than a promise to keep every corporate or technology job inside Seattle city limits.
Amazon can maintain Puget Sound as a core headquarters region while placing more workers in Bellevue or elsewhere. That is the central tension behind the statement: the company’s regional commitment can remain strong even if Seattle’s share of Amazon employment declines.
The numbers behind Amazon’s presence
The figures reported around the November 2025 event show why Amazon remains economically important to the region:

These are figures cited in the November 2025 coverage, not an independently verified August 2026 headcount. They also should not be read as proof that Amazon is either expanding or retreating locally. A move from Seattle to Bellevue is a workforce redistribution, not necessarily a departure from the region.
Why the statement mattered after Seattle’s mayoral election
The remarks came after Katie Wilson defeated Bruce Harrell in Seattle’s mayoral election. Wilson campaigned on affordability and issues connected to the city’s technology-driven growth. Her relationship with Amazon will matter because the company is both a major employer and a significant participant in Seattle’s tax and civic debates.

Harrell was generally viewed as more business-friendly than some previous Seattle leaders. Wilson has said she wants to work with technology companies and Amazon on civic problems, but cooperation does not mean abandoning her priorities on housing, affordability or taxation.
Amazon’s message is that it remains rooted in the community and wants to help build it. Seattle’s challenge is to determine whether that involvement produces measurable benefits alongside the costs and pressures associated with the company’s scale.

JumpStart payroll expense tax
Wilson helped design and pass Seattle’s JumpStart payroll expense tax in 2020. GeekWire reported that the tax generated approximately $360 million in 2024, with 10 companies—including Amazon—providing the majority of the revenue.
For city officials, taxes provide a predictable way to fund public services. Amazon’s voluntary housing, food and homelessness programs may support similar goals, but philanthropy and taxation are not interchangeable. One does not automatically replace the other.
Proposition 2
Seattle voters also approved Proposition 2, a plan to reshape the city’s business and occupation tax. The measure affects companies ranging from startups to large technology employers such as Amazon.

That means the company’s future relationship with Seattle will involve more than office space and hiring. It will also involve negotiations over how large employers contribute to the city and how that money is used.

At the event, Amazon highlighted several community-impact figures:
- $900 million committed through its Housing Fund.
- More than 10,000 affordable homes created or preserved through the fund.
- 4.5 million meals delivered to families in need since 2020.
- 380,000 bed nights provided through Mary’s Place to families experiencing homelessness.
These are Amazon-reported or event-presented figures. They should not be treated as independently audited impact measures based on the available coverage. “Created or preserved” combines two different outcomes, and 380,000 bed nights refers to nights of accommodation—not 380,000 individual people.
Important questions remain about the housing program, including how much of the $900 million has been deployed, where the homes are located, how affordability is defined, and how much funding comes directly from Amazon versus partner organizations.
How Amazon says its approach evolved
Zapolsky said Amazon’s community work began with relatively small and informal efforts. As the company expanded rapidly around 2009 and 2010, it concluded that its civic presence needed a more organized, long-term approach.

Amazon says that approach is built around listening to community partners, focusing on areas where it has distinctive capabilities, and applying logistics, technology and legal expertise—not only writing checks.
That framing is significant. Amazon is presenting itself as a civic institution with operational capabilities, not simply as a corporate donor. The practical test is whether those capabilities lead to durable results that complement, rather than substitute for, public policy.
What “not going anywhere” means—and what it does not
It may mean that Amazon will:
- Continue treating Puget Sound as a major corporate home.
- Retain a substantial workforce in the region.
- Maintain relationships with Seattle’s civic and nonprofit organizations.
- Preserve Seattle’s importance to its corporate identity and headquarters operations.
It does not necessarily mean that Amazon will:
- Return Seattle’s corporate and technology headcount to its reported 2020 level.
- Keep all regional employees inside Seattle city limits.
- Stop hiring or locating jobs in Bellevue or Northern Virginia.
- Reverse the 2025 layoffs.
- Announce a new Seattle campus or a specific investment program.
- Agree with Wilson on taxes, regulation or affordability policy.
The economic trade-off for Seattle
Amazon is both an economic anchor and a source of pressure on the systems Seattle residents rely on.
Large employers support jobs, office activity, local businesses and tax revenue. At the same time, high-paying technology employment can increase housing demand, contribute to transportation challenges and make the city more dependent on a small number of major companies.
That is why a regional commitment is not automatically the same as a win for every Seattle resident. The relevant questions are how many jobs remain in the city, whether workers and businesses return to downtown offices, how housing investments are distributed, and whether Amazon’s tax and civic contributions keep pace with its local influence.

How to judge Amazon’s commitment going forward
The strongest evidence will be measurable action across four areas:
- People: Seattle and Puget Sound headcount, hiring and layoffs.
- Place: Office leases, construction, renovations and the balance between Seattle and Bellevue.
- Money: Capital investment, taxes, housing funding, philanthropy and local procurement.
- Power: Whether Amazon works with city leaders despite disagreements over policy.
Future coverage should also examine housing-fund deployment, office occupancy, downtown economic activity and any formal city-Amazon agreements. A verbal assurance becomes more persuasive when supported by hiring plans, long-term leases, construction, housing commitments or other publicly measurable actions.
The bottom line for Seattle residents and investors
Amazon’s statement is credible as a declaration that Puget Sound remains a core home base. It is not evidence that Seattle’s workforce will return to its 2020 size, that layoffs are over, or that every future Amazon job will be located in the city.

Whether that commitment benefits Seattle specifically will depend on headcount, office investment, taxes, housing outcomes and the company’s working relationship with Mayor Katie Wilson—not on the phrase “we are not going anywhere” alone.
