The best project portfolio management (PPM) software depends on what your organization needs to decide across projects: what to fund, prioritize, staff, delay, or stop. For flexible, spreadsheet-style portfolio management, start with Smartsheet. For dedicated mid-market PPM, compare Celoxis; for enterprise governance, consider Planview Portfolios; and for Agile portfolio coordination at scale, look at Jira Align.

This shortlist also includes Wrike, Asana, and monday work management. Those products offer meaningful portfolio views and work coordination, but a portfolio dashboard is not automatically a full investment-management system. If you only need to list projects and milestones, a lighter project tool may be enough; PPM becomes more valuable when teams must compare proposals against shared budgets, people, dependencies, or strategic goals.

What PPM software does—and what a portfolio view does not prove

Project management organizes the delivery of one project. Program management coordinates related projects. Portfolio management helps leaders select, prioritize, fund, staff, balance, and monitor multiple projects or programs. Strategic portfolio management adds explicit links between investment choices and enterprise strategy, expected outcomes, or benefits.

Products sold as PPM span several categories: collaborative work-management tools with portfolio views, mid-market project and portfolio systems, enterprise PPM suites, strategic portfolio-management platforms, and Agile portfolio tools. The category distinction matters: the ability to display many projects together does not establish that a product can model investment choices, forecast actual costs, balance skills and capacity, or enforce approval gates. Capabilities to evaluate

  • Intake: forms, required business-case fields, duplicate checks, scoring, and approval routing.
  • Strategy and prioritization: goals or strategic themes, weighted scoring, expected benefits, risk-adjusted comparisons, and options to defer or stop work.
  • Capacity: distinguish workload displays from role-based planning, named-resource allocation, skills planning, over-allocation detection, and scenario modeling.
  • Financial control: distinguish editable budget fields from planned and actual costs, forecasts, labor rates, capital versus operating expenditure, ROI, benefits, and client margin.
  • Delivery coordination: milestones, critical paths, cross-project dependencies, roadmaps, risk and issue ownership, change requests, and audit trails.
  • Governance and reporting: approval thresholds, standard templates, permissions, portfolio health, forecast variance, benefit tracking, and drill-down from portfolio to project detail.
  • Connections and adoption: check how the platform connects to Jira or Azure DevOps, Microsoft 365, Salesforce, ServiceNow, ERP, finance, identity, and BI systems. Establish who maintains dates, budgets, risks, and status data.

For every advertised feature, ask whether it is native, limited to a higher tier, an add-on, delivered through an integration, or dependent on custom configuration. Also ask whether an integration is one-way import, two-way synchronization, an API connection, or paid implementation work.

1. Smartsheet: best overall for flexible, spreadsheet-style PPM

Best for: PMOs moving from spreadsheets, cross-functional portfolios with varied project types, and teams that need configurable intake, dashboards, and rollups without starting with a heavyweight enterprise system.

Smartsheet’s familiar grid format can lower the barrier for teams accustomed to spreadsheets, while its views include Gantt, table, board, and calendar. Its higher-tier positioning covers project, program, and portfolio management, with automated project creation and aggregated reporting. Business-level plans add timeline and workload tracking, administration features, and unlimited automations; plan differences also affect members, guests, contributors, and portfolio-related capabilities. Market coverage also describes Smartsheet as supporting intake, prioritization, capacity planning, budget and cost tracking, dependencies, risks, and reporting, but buyers should establish which of those capabilities are included in their proposed edition or require add-ons or configuration. A spreadsheet-like interface is not itself a financial-control model.

Main trade-off: flexibility can produce inconsistent status fields, risk scales, and project templates unless a PMO owns the standards. Advanced portfolio, resource, financial, connector, and secure-request needs can raise the total cost beyond the entry plan. Smartsheet is a sensible broad starting point; avoid it if you need sophisticated investment scenarios or formal governance that the proposed configuration cannot demonstrate.

2. Celoxis: best value dedicated mid-market PPM candidate

Best for: mid-market PMOs and professional-services organizations that need more than project rollups—especially capacity, schedule, cost, and margin visibility.

Market coverage describes Celoxis as offering custom prioritization, capacity planning, workload balancing, budgets, time and expense, margin tracking, risk tracking, critical-path dependencies, intake, approvals, change control, and portfolio reporting. Celoxis’s own 2026 overview emphasizes portfolio visibility, resource management, analytics, and enterprise project portfolio management. These are useful signals, but confirm the exact capabilities and edition in a demonstration rather than assuming every feature is included in one plan.

A Celoxis article lists a Core price signal of $10 per user per month for 2026. That is not a guaranteed quote: verify billing basis, minimum seats, user types, region, packaging, and add-ons directly with Celoxis. Its smaller ecosystem and lower brand recognition than the broad work-management vendors make integration depth, authentication, reporting, and import requirements important evaluation items.

Main trade-off: it may offer a stronger dedicated PPM fit than a general work-management tool without the scale of an enterprise suite, but it still needs clear data ownership and governance. Avoid it if a required connection or enterprise control cannot be validated for your environment.

3. Wrike: best for resource-intensive and client-facing portfolios

Best for: agencies, professional services, marketing, creative operations, and PMOs coordinating concurrent workstreams where workload, approvals, reporting, and client budgets matter together.

Wrike’s pricing page highlights project, portfolio, and client-budget monitoring using team-member or role-based bill and cost rates, as well as customizable reports, dashboards, forecasting, and integrations including Jira and GitHub. The page states that displayed pricing is per user per month when billed annually and applies to new purchases from January 21, 2026; its Apex enterprise-level pricing is contact-sales. Confirm the exact edition and current terms at Wrike pricing.

Wrike can suit organizations that need delivery workflows and resource or client-work visibility in one environment. However, do not infer that every plan includes advanced budgets, integrations, or portfolio-level resource features. The feature breadth can also increase configuration and training needs.

Main trade-off: a strong candidate where utilization and client work drive decisions, but avoid choosing it on the basis of task management alone if your required portfolio financial controls are only available in a higher plan or through another system.

4. Asana: best for usable cross-functional portfolio management

Best for: business teams in marketing, operations, HR, and product that need goals, portfolios, approvals, and workload visibility and value straightforward adoption.

Asana’s Advanced plan is aimed at managing portfolios of work and goals across departments. It includes unlimited portfolios, goals, portfolio workload, approvals and proofing, and integrations with Salesforce, Tableau, and Power BI. Asana describes portfolios as a high-level way to organize and monitor multiple projects. These features help teams make work visible, but portfolio visibility is not the same as investment portfolio management.

Native budgeting, skills-based capacity planning, scenario planning, and formal risk governance are less central to Asana than to dedicated PPM suites. Costs can rise when advanced features are needed across a large population. Avoid it as the default for capital allocation, complex resource forecasting, or stage-gate governance unless the demonstration proves those workflows meet your requirements.

5. monday work management: best for visual and configurable workflows

Best for: departments and PMOs that prioritize an approachable visual interface and configurable workflows for launches, campaigns, operational improvements, or recurring initiatives.

Market coverage positions monday work management as a visual portfolio platform, while monday.com’s own comparison material emphasizes portfolio visibility and cross-functional work. Boards and flexible workflows can help teams organize work quickly; they can also result in inconsistent portfolio data if teams use different templates or definitions.

Pricing is plan- and seat-dependent, so check the monday.com pricing page for current terms. In a demo, verify whether the selected tier includes the specific dependencies, workload, timeline, dashboards, automations, and portfolio reporting you need. For mature PMOs, test actual cost modeling, investment scenarios, risk registers, and governance gates rather than treating visual status as proof of those capabilities.

Jira Align is quote-based; do not use Jira Software list prices as a proxy for Jira Align. Confirm requirements with Atlassian. It is a poor fit without established Agile practices and is not a universal replacement for ERP budgeting, financial PPM, or general business-project management.

  1. Can a requester submit a project through a form and route it for approval?
  2. Can scoring weights differ by portfolio or business unit?
  3. Can proposed initiatives be compared against available budget and capacity?
  4. Can we model adding a project without altering the approved baseline?
  5. Can the system distinguish planned, approved, active, paused, canceled, and completed initiatives?
  6. Can resource plans begin with roles before named people are assigned?
  7. Can actual labor cost be tracked separately from planned cost, and can finance data sync automatically?
  8. Can executives drill from a red portfolio indicator to the underlying risk or dependency?
  9. Can it show dependencies across portfolios, not just within one project?
  10. Which capabilities require a higher plan, add-on, connector, or custom development?
  11. How are archived projects and historical snapshots handled, and what happens when a manager does not update status?
  12. Can permissions protect sensitive budgets and employee allocation data?
  13. What is included in implementation, training, support, and data migration?

Why project count alone is a poor reason to buy PPM

There is no universal number of projects that justifies a portfolio platform. Complexity is the trigger. A small team can need PPM if the same people are overcommitted across departments; a larger team may not need a full suite if projects are independent and easy to track.

  • Departments compete for the same people or specialist skills.
  • Leaders regularly reprioritize work, but cannot see what should be delayed or stopped.
  • Projects share dependencies that are tracked manually or discovered late.
  • Budgets sit outside project records, making forecasts difficult to trust.
  • Teams maintain duplicate spreadsheets and manually consolidate status.
  • Initiatives cannot be compared using common criteria, or strategic work is approved without a capacity or funding check.

If the need is only a one-page list of project names, owners, status, and milestones, a spreadsheet, database, or lightweight work-management product may be sufficient. A heavyweight suite can add cost and process without improving decisions.

Budget for total cost, not just the license

Subscription price is only one part of PPM cost. Compare license terms and user categories—members, guests, viewers, contributors, approvers, and external users—alongside implementation, data migration, consulting, configuration, integration, training, administration, premium support, and any resource-management, BI, automation, or connector add-ons. Ask vendors to price the same scenario: the same number and type of users, portfolios, integrations, historical data, support level, and implementation scope. This is more useful than comparing a self-serve starting price with a negotiated enterprise quote.

Implementation checklist: establish portfolio discipline first

  1. Define the portfolio taxonomy. Agree what counts as an initiative, project, program, portfolio, and strategic objective.
  2. Standardize status and health definitions. Set common meanings for planned, approved, active, paused, canceled, and completed, plus risk and RAG status.
  3. Design intake. Specify required request fields, business-case evidence, duplicate checks, scoring rules, and approval owners.
  4. Set prioritization rules. Decide how strategy, expected benefit, risk, cost, and capacity constrain rankings.
  5. Define resource assumptions. Establish roles, calendars, availability, and when a role-based plan becomes a named assignment.
  6. Connect financial data. Determine how budgets, actuals, forecasts, labor rates, and benefits will be sourced and reconciled.
  7. Build executive views. Make portfolio indicators traceable to the project dates, risks, costs, and dependencies behind them.
  8. Pilot one portfolio. Test real projects, integrations, permissions, and reporting before broad rollout.
  9. Assign update ownership and cadence. Specify who updates each field and how often portfolio reviews occur.
  10. Measure data quality and adoption. Track missing or stale dates, forecasts, risks, resource plans, and status updates alongside delivery outcomes.

PPM reports are only as reliable as their underlying dates, completion estimates, budgets, forecasts, availability assumptions, risk owners, dependencies, and status definitions. Consistent governance on a lighter platform can be more useful than sophisticated software populated with stale or contradictory data.

Microsoft users: verify the transition before choosing

Microsoft’s Planner and Project Plan 5 page states that the product is moving to End of Sale on May 1, 2026, with new purchases no longer available, and describes a transition toward Planner. Microsoft organizations should review that page and confirm their current purchase and successor options rather than treating legacy “Microsoft Project” availability as unchanged: Microsoft Planner and Project Plan 5.
