These terms are often used interchangeably, but they describe different solutions.

Payroll software
Payroll software primarily calculates wages, handles direct deposit or checks, manages tax withholding and filings, produces payroll reports, and prepares forms such as W-2s and 1099s.
HRIS
An HRIS is the broader employee-data and people-management system. It may include employee records, document storage, onboarding, offboarding, PTO, benefits administration, time tracking, recruiting, performance, compensation, reporting, mobile access, and integrations. Some HRIS products include payroll; others connect to a separate payroll provider.
PEO
A PEO can support payroll, benefits, workers’ compensation, compliance, and HR advice through a co-employer arrangement or related service model. It can reduce administrative work, but it generally costs more than software alone and may change how benefits and HR responsibilities are handled.

Do not compare only the advertised per-employee price. A realistic estimate should include:

+ benefits administration
+ time tracking
+ recruiting
+ performance tools
+ HR support
+ implementation and setup
+ tax registration
+ year-end fees
+ payment or delivery fees
+ required third-party tools
For a 10-person, single-state business, the cheapest option may be a payroll-first platform with basic HR features. For a 50-person, multi-state company with benefits and time tracking, add-ons, tax complexity, implementation, and support can matter more than the advertised starting price. These are decision frameworks, not vendor quotes; obtain current written proposals for your workforce and state footprint.

Quote-based vendors such as ADP RUN and Paycor should not be described as cheaper or more expensive without comparing written proposals with the same employee count, states, modules, implementation services, and support level.
How to choose the right HRIS
- Start with your workforce. Identify salaried, hourly, tipped, field-based, remote, contractor, and international workers.
- List payroll requirements. Include states, local tax jurisdictions, multiple pay rates, overtime, tips, commissions, garnishments, off-cycle payroll, workers’ compensation, and contractor payments.
- Decide whether you need a service or software. If you want HR advice, compliance assistance, and benefits support outsourced, compare a PEO such as Justworks with software-only options.
- Choose the system of record. If payroll and HR come from different vendors, determine which system owns employee data and how changes synchronize.
- Price the complete configuration. Include every required module, implementation fee, tax registration, year-end service, and support charge.
- Test employee adoption. For hourly teams, have actual employees test mobile onboarding, clock-in, scheduling, breaks, and manager approvals before signing.
- Check the exit path. Ask how to export employee records, PTO balances, documents, benefits elections, and year-to-date payroll and tax data.
Important edge cases
Multi-state employers
Adding states can introduce local taxes, unemployment registrations, paid-leave rules, sick-leave requirements, multiple work locations, and employees who move between states. “Supports all 50 states” does not necessarily mean every local compliance obligation is fully automated.
Hourly and tipped workforces
Verify tip reporting, tip pooling, overtime, break attestation, shift differentials, multiple job codes, scheduling changes, mobile-clock reliability, geofencing, privacy notices, and minor-worker rules.
Contractor-heavy businesses
A contractor-only company may not need a full HRIS. Gusto lists separate contractor-only pricing, while other vendors may price contractor payments differently. Do not buy a full employee-management suite if your primary need is contractor payment and tax reporting.
International workers
Clarify whether a vendor offers international payroll, contractor payments, employer-of-record employment, local benefits, local contracts, currency conversion, or country-specific compliance. International contractor payments are not the same as employing someone through an EOR.
Existing benefits broker
Ask whether the HRIS supports your broker’s carrier connections, whether the broker can remain involved, who owns election data, whether a broker change is required, and whether open-enrollment support is included.
Very small teams
For five or fewer employees, a full HRIS may be unnecessary. A minimum viable stack could be payroll, employee records, document storage, PTO tracking, basic onboarding, and accounting integration. Avoid paying for performance, compensation, learning, IT, or global modules before you need them.

Questions to ask before signing
- How long will implementation take before the first live payroll?
- Who handles historical payroll migration, tax registrations, and year-to-date data?
- Are employee documents, PTO balances, benefits elections, and I-9 or W-4 workflows migrated?
- Is a dedicated implementation manager included?
- What type of support is available: help desk, payroll specialist, HR professional, benefits broker, or PEO consultant?
- Is phone support available during payroll processing?
- Which modules are mandatory, and which are optional?
- Are setup, tax filing, year-end, payment, and cancellation fees separate?
- Is the contract month-to-month or annual, and how much notice is required to cancel?
- How are renewal increases handled?
- Can you export employee records and documents in a usable format if you leave?
- Who remains responsible for payroll and tax obligations after termination?
