Data and information technology can help cities make better decisions, deliver services more efficiently and prepare for risks—but installing sensors or launching an app is not proof of transformation. The clearest lesson from Aurora, San Antonio, Raleigh and Mesa is that public value depends on connecting technology to a defined municipal problem, integrating it into daily work and measuring what changes. The examples below are documented programs and reported plans, not a comprehensive independent audit of results.
What counts as transformative value?
For a city, transformation is an operational result, not a technology label. Data may help staff spot a traffic hazard, direct flood response, identify neighborhoods exposed to extreme heat, reduce utility waste or make it easier for residents to access services. Those gains matter to taxpayers because they can affect service quality, public safety and the cost of running local government.
It helps to distinguish four stages: a technology is deployed; staff use it in a workflow; a measurable outcome changes; and the change produces lasting public value. A camera that collects traffic data is a deployment. Using its analysis to adjust a signal is an operational use. A verified reduction in severe crashes would be an outcome. Without the latter evidence, a city can show useful capability without yet proving the full public benefit.

Shared infrastructure and governance
Aurora’s Technology Strategic Plan, launched in 2018, set out 58 initiatives across infrastructure, new technology solutions, governance and cybersecurity, and IT management. The city’s CIO described a practical obstacle to smart-city work: projects can fragment across departments, vendors and technologies. Fiber, reliable networks, data architecture and shared rules may be less visible than a new app, but they make it more feasible to connect systems and expand useful projects. The city’s 2018 planning action is documented in Aurora’s Legistar record.

Services, mapping and transparency
Initiatives reported in the 2024 CIO feature included fiber and network improvements, data processing and analytics, ZencityEngage for resident input and sentiment analysis, and GIS-based digital-twin work with Esri. Project Green Freedom involved a smart-neighborhood effort with Nicor Gas and Habitat for Humanity. Aurora also reported body cameras, dash cameras and drones as part of a Public Safety Transparency Accountability Program, as well as exploration of AI for municipal services.
A later procurement offers a concrete, but limited, signal of continued investment: on November 26, 2024, the city approved a one-year, $45,000 amendment for Zencity Pulse Surveys. That contract amount is not evidence that resident satisfaction or service performance improved. Aurora’s planning framework also describes technology’s intended role in transportation, engineering, communications, public services and economic development in its Aurora Places plan.
Infrastructure has external costs, too
Aurora illustrates why digital infrastructure needs public oversight as well as investment. In March 2026, the city approved rules for new data centers requiring public notice, City Council approval and reporting on water use, energy consumption and noise. Those requirements address physical impacts that can accompany the infrastructure supporting digital services; they are not a measure of the performance of Aurora’s smart-city projects. The city’s announcement is at City Council approves regulations on data centers.

San Antonio: make experimentation a route to procurement
Start from resident priorities
San Antonio launched its Smarter Together initiative in 2023 after community engagement. The framework organized work around five priorities: access to public information, public safety, resilience and environmental quality, safe infrastructure, and access to transportation. Rather than treating “smart city” as one large technology purchase, the city established a testbed for prototypes.
Test specific services
The 2024 CIO report described seven prototype projects in the testbed at the time of publication. Examples included an AI chatbot for information about bond-related construction, a data-driven mobile app for food-desert analysis, augmented reality for youth engagement in parks, and LiDAR sensing to improve traffic-data collection. The reported approach was to prototype, assess operational impact and move to competitive bidding if a project demonstrated value. The feature does not establish which prototypes later scaled or provide outcome measures for each one.
Bring reviewers in early
San Antonio’s Smart Cities as a Service model brought procurement, legal, finance, IT, diversity/equity/inclusion/accessibility and sustainability perspectives into governance. This can surface issues before a pilot becomes difficult to change: who owns the data, whether the tool is accessible, how the contract can scale, and which department will act on the results. The model’s value ultimately depends on whether projects have clear success criteria and a path to ongoing staffing and funding. Public engagement also needs to reach residents who may be excluded by language, disability, limited connectivity or the way participants are recruited.

Raleigh: apply data to public risks
Analyze traffic patterns without overstating safety results
Raleigh’s transportation and IT teams piloted computer vision on traffic-camera feeds. Deep-learning models analyze turning movements, vehicle trajectories, congestion, signal timing and anomalies; the resulting trajectory data is converted into GIS features for geographic analysis. Esri provided the GIS foundation and NVIDIA the AI/ML technology, according to the CIO report.

It does not, by itself, establish that crashes or deaths have fallen. A credible safety claim would require a defined baseline, a comparison period and evidence that changes followed from the intervention rather than unrelated factors.
Map heat exposure and connect it to action
Community volunteers collected urban-heat readings using sensors mounted on cars and bicycles or carried by participants, with collection in the morning, afternoon and evening. NOAA and CAPA Strategies were reported as involved in compiling the data into a map. Such mapping can help identify where exposure is most intense and changes over the day. Its public value depends on what follows: for example, whether findings influence shade, cooling services, emergency planning or other decisions. Volunteer routes, sensor calibration, neighborhood representation and seasonal variation all affect how confidently a map can guide those choices.

Put water observations into emergency operations
Sensors monitor water levels at low-water crossings, streams, rivers and city-managed lakes. Raleigh’s Emergency Operations Center receives the data, which is displayed through Esri GIS for responders and flood-management work. The arrangement links observations to a response setting; the published account does not quantify warning lead time or reductions in flood losses.
Use modeling to explore climate impacts
Raleigh partnered with MITRE on an Esri digital-twin model initially developed to examine how urban growth affects wind patterns. The model was adapted to explore possible effects of urbanization on climate and how impacts could fall unevenly on vulnerable populations. A model can support planning scenarios, but its usefulness rests on the data and assumptions behind it and on whether decision-makers use its results. A visual model alone is not evidence that climate risk has been reduced.

Mesa, Arizona: reuse foundational systems across services
Build connectivity and metering capacity
Mesa’s first Smart City Master Plan, launched in 2018, emphasized broadband, sensors, smart metering, data infrastructure and privacy. The city partnered with Xylem on a meter and sensor network reported as intended to scale to more than 250,000 water, gas and electric meters. That figure describes the reported scale of the network, not a confirmed count of completed installations. Mesa’s case is about the possibility of using a shared foundation for multiple municipal functions rather than buying isolated systems for each one.

Connect the platform to operations and residents
Reported applications included a data-services platform and governance model, a police-operated Real-Time Crime Center, and MesaNow, a mobile platform for news, events, personalized information, issue reporting and utility billing. The city also reported video analytics for downtown parking and people counting, smart streetlights, and conversion of more than 40,000 lights to LED with centralized monitoring and controls. The 2024 account does not clarify the completion status of every item or establish that the crime center reduced crime.
Separate projections from realized savings
Mesa described building automation as expected to save millions of dollars in electricity costs. That is a forecast in the reported account, not an independently verified saving. To assess the financial result, a city would need to disclose the baseline consumption, the period measured, implementation and maintenance costs, and whether the claimed amount is a budget reduction, avoided future cost or lower energy use. Food-waste-to-fuel initiatives for the garbage-truck fleet and planned digital twins for water and traffic management were also reported as part of the city’s wider program.
What the four examples have in common
- Infrastructure comes first. Networks, sensors, data standards, cybersecurity and staff capacity determine whether separate systems can work together.
- A municipal problem should drive the purchase. Traffic safety, flood risk, heat exposure, utility operations and resident access are more meaningful starting points than a technology category such as AI or IoT.
- Integration creates operational value. Traffic-camera analysis can become GIS features; water-level readings can reach emergency operations; resident feedback can inform decisions; and a prototype can connect to procurement.
- Governance is part of the system. Privacy, accessibility, data ownership, cybersecurity, public records, procurement and vendor exit options must be addressed as design requirements.
- Benefits need measurement. A deployed platform, number of sensors or projected saving is not interchangeable with a verified improvement in services or public outcomes.
How to judge a city technology proposal
Before approving a pilot or contract, municipal leaders and residents can use the following questions to test whether a project is built for public value rather than a demonstration:
- Define the problem and baseline. Which service or risk is being addressed, and how does it perform now?
- Name the outcome and time period. What should improve, by how much, and when will the city evaluate it?
- Check the data. Is it timely, complete, calibrated and representative of the people and places affected?
- Identify the workflow owner. Which team will act on the analysis, and what decision can it change?
- Plan for equity and access. Who benefits, who might be excluded, and who bears the risks? Can residents with limited connectivity, different language needs or disabilities use the service?
- Set privacy and security controls. Specify what is collected, who can access it, how long it is retained, how access is audited and what happens during an outage or breach.
- Protect interoperability and exit rights. Clarify data ownership, usable export formats, documented interfaces, model portability and what happens if a vendor or product is replaced.
- Budget for the full life cycle. Include connectivity, software, cloud or data-center costs, integration, field maintenance, cybersecurity, training, contract management and replacement cycles.
- Decide what happens after the pilot. Identify the owner, recurring funding, procurement route and criteria for stopping, revising or scaling the project.
- Publish the evidence. Label findings as measured, reported, projected or intended, and explain the comparison used to assess results.
Why the “smart city” label is not enough
The four programs show different parts of the work: Aurora emphasizes institutional foundations, San Antonio a prototype-to-procurement pathway, Raleigh targeted risk analysis, and Mesa reuse of infrastructure across services. Their reported projects demonstrate how data and IT can support municipal operations, but the available accounts do not provide comprehensive independent outcome data across the four cities. For local government—and for the residents whose taxes and privacy are involved—the test is whether a system improves a defined service at a defensible cost, with safeguards and evidence that persist beyond its launch.
