네이버와 금융감독원은 2024년 4월 3일 서울 여의도 금융감독원에서 AI 기반 금융감독 업무 혁신을 위한 업무협약을 맺었다. 하이퍼클로바X 등 네이버 AI 기술을 활용할 업무를 발굴하고, 금감원 임직원 교육과 금융 디지털화 연구도 추진한다. 다만 이는 구체적인 감독 시스템의 도입이나 업무 자동화가 완료됐다는 뜻이 아니다.
협약의 주체와 주요 내용
공식 발표의 협약 주체는 ‘팀네이버’와 금융감독원이다. 협약식에는 네이버 최수연 대표와 네이버클라우드 김유원 대표, 금융감독원 이복현 원장 등이 참석했다. 협력 범위는 크게 세 가지다. 금융감독 업무 가운데 AI를 적용할 수 있는 분야를 찾고, 하이퍼클로바X를 비롯한 네이버 AI 기술로 업무 생산성과 디지털 시스템을 높이는 방안을 추진하며, 금감원 임직원 대상 생성형 AI 교육과 금융 디지털화 연구를 함께하는 것이다. 네이버 공식 발표는 이를 감독·검사와 금융소비자 보호 역량을 강화하기 위한 협력으로 설명한다.
‘협약 체결’과 ‘AI 도입 완료’는 다르다
이번 발표에서 확인되는 것은 협력 방향과 업무 발굴·교육·연구 계획이다. 특정 감독 시스템의 이름이나 도입 부서, 구축 일정, 계약 금액, 성과 목표, 실제 운영 개시 여부는 공개되지 않았다. 데이터가 어디에 저장되는지, 외부 모델과 기관 전용 모델 중 무엇을 쓰는지, 금융감독 자료가 모델 학습에 사용되는지도 발표문만으로는 알 수 없다. 그러므로 금감원이 하이퍼클로바X를 공식 감독 시스템에 이미 도입했거나 AI가 검사·제재를 자동 결정한다고 해석하는 것은 근거를 넘어선다.

감독 업무에서 기대할 수 있는 보조 역할
공식 발표는 구체적인 적용 업무를 지정하지 않았다. 다만 일반적인 AI 활용을 바탕으로 보면 감독·검사 자료를 검색하거나 요약하고, 금융회사 제출자료를 분류·정리하며, 법령과 감독규정 검색을 돕는 방식이 후보가 될 수 있다. 민원과 소비자 피해 사례의 유형화, 내부 보고서 초안 작성, 공개된 금융시장 정보 모니터링도 가능한 예다. 이는 협약으로 확정된 기능이 아니라 이해를 돕기 위한 잠재적 활용 사례다.
이런 도구가 유용하다면 대량 자료를 찾고 정리하는 데 드는 시간을 줄이고, 반복적인 문서 업무를 보조할 수 있다. 그러나 법적 판단, 검사 결과 확정, 제재, 소비자 보호 조치처럼 책임이 따르는 결정을 AI가 독자적으로 내린다는 내용은 협약에 없다. 실무에 쓰더라도 결과를 확인하고 승인하는 담당자의 역할과 책임은 남는다.

금융감독 AI의 성패를 가를 통제
생성형 AI는 법령을 잘못 요약하거나 존재하지 않는 근거를 제시할 수 있다. PDF 표의 숫자를 틀리게 읽거나, 금융회사별 용어 차이를 오해하고, 민원의 맥락을 잘못 분류할 수도 있다. 최신 규정이 반영되지 않거나 같은 사건을 중복 집계하는 문제, 모델 업데이트 뒤 결과가 달라지는 문제도 고려해야 한다. 따라서 원문 출처와 인용 표시, 담당자의 원문 대조 및 이중 검토, 모델 버전과 생성 시점 기록, 오답 신고·수정 절차가 중요하다.

자료 보호는 또 다른 핵심 과제다. 감독 자료에는 금융회사 내부정보와 소비자 개인정보가 담길 수 있으므로 접근 권한, 암호화, 로그 관리, 보관 지역, 모델 학습 이용 여부를 확인해야 한다. 민감정보 마스킹과 기관이 통제하는 실행환경도 검토할 사안이다. AI가 위험도를 분류하거나 검사 우선순위를 보조한다면 편향과 오탐·누락을 점검하고, 판단 근거를 설명할 수 있어야 한다. 시스템 장애나 부정확한 결과가 생겼을 때 수작업으로 전환하는 절차와 최종 책임자도 분명해야 한다.

금융보안원은 2026년 금융권 AI 활용과 관련해 보안성·안전성·신뢰성, 데이터 보호, 외부 모델 검증, 설명 가능성, 모델 목록 관리와 운영 전 검증 등을 관리 쟁점으로 제시했다. 이는 네이버와 금감원의 협약에서 해당 통제가 마련됐다는 뜻은 아니지만, 금융 분야 AI 도입을 평가할 때 살펴볼 기준을 보여준다. 금융보안원의 관련 자료도 참고할 수 있다.

임직원 대상 생성형 AI 교육과 금융 디지털화 연구는 단순한 기술 활용을 넘어 금감원 내부의 AI 이해도와 실무 역량을 높이고, 금융권의 AI 활용과 위험을 살펴보는 기반이 될 수 있다. 다만 교육이 완료됐는지, 연구 결과가 공개됐는지, 후속 사업이나 시스템 구축 계약이 체결됐는지는 해당 발표에서 확인되지 않는다. 네이버 입장에서도 공공·금융 분야의 AI 활용 사례가 될 가능성은 있지만, 협약 자체를 매출이나 수주, 독점 공급의 증거로 볼 수는 없다.

실제 진전을 판단하려면 후속 공개에서 어떤 업무를 대상으로 했는지, 시범 운영과 본 운영이 구분되는지, 데이터 처리와 보안 기준은 무엇인지, AI 결과가 검사나 제재 판단에 어느 수준까지 관여하는지 확인해야 한다. 처리시간이나 오류율 등 성과 수치가 제시된다면 측정 기준과 사람의 검토 절차도 함께 살펴볼 필요가 있다.
