In February 2014, Loudoun County economic-development director Buddy Rizer was making a sales pitch: data centers could bring the fast-growing county substantial tax revenue while requiring comparatively few public services. A profile by Jason Verge captured an early, optimistic chapter in Loudoun’s rise as a data-center hub—and a strategy whose public-finance claims the article did not independently test.
What the 2014 profile reported
Jason Verge’s February 18, 2014, profile described Loudoun County, Virginia, as a growing center for data storage and connectivity. It reported 56 data centers and more than 5.2 million square feet of mission-critical space. Those are figures for the market as described at the time, not current totals.
The article used the period’s “Data Center Alley” branding for the Ashburn-area cluster. It named Digital Realty, DuPont Fabros, Equinix, and RagingWire among the operators in the market. Company ownership and branding can change; those names describe the 2014 landscape, not necessarily today’s independent operators.
How a radio career translated into economic development
Rizer’s path to county economic development ran through radio. The profile says he began working in radio at 15, spent 16 years at Washington-area station DC101, held roles including host, program director, and brand manager, and owned a radio station. He continued occasional radio work after moving into economic development.

He connected his interest in digitally storing music with his curiosity about data-center technology. In 2014, as Loudoun’s director of economic development, he applied skills familiar from radio—promotion, relationship-building, and understanding an audience—to attracting businesses. The profile portrays him not simply as an administrator but as a county representative actively selling a location.
Rizer’s hands-on recruitment strategy
Rizer said a cluster study identified data centers as a major opportunity for Loudoun. He then worked to learn the industry’s technical and commercial needs, obtain industry certifications, and attend data-center conferences. He described himself as the county’s first “outbound sales guy.”
The approach combined targeted recruitment with a promise of practical help: county officials would understand operators’ requirements, connect businesses with government, and seek faster approvals and a business-friendly environment. That model treated economic development as continuing relationship work, not just advertising the county to prospective employers.
Why data centers appealed to county leaders
Rizer’s fiscal case rested on a particular view of the trade-off. He argued that data centers could generate significant tax revenue without imposing a proportionate demand on county services—a potentially attractive combination for a fast-growing community. That was his argument in the profile, not a demonstrated calculation of net public benefit.
Gross revenue alone cannot establish whether a project benefits residents financially. A full assessment would compare property-tax receipts and other local revenue with the public and infrastructure costs attributable to the facilities, including roads, emergency services, utility upgrades, and any tax incentives. It would also distinguish temporary construction work from permanent operations jobs and consider what other uses of the land might have produced.

- Revenue: What taxes are assessed and collected, and how do exemptions or incentives affect the net amount?
- Costs: Who pays for road, power, transmission, water, and emergency-service capacity?
- Jobs: How many positions are created during construction, and how many remain once a facility is operating?
- Distribution: How broadly do fiscal benefits reach residents, compared with the noise, traffic, land-use, and infrastructure effects near a site?
The 2014 profile did not provide a quantified tax-revenue breakdown, an independent fiscal analysis, detailed job figures, or resident perspectives. It therefore cannot establish that data centers lowered tax rates, avoided service costs, or produced a net fiscal gain.
What the data-center terms mean
The market described in the article included colocation and wholesale facilities, two different ways businesses can obtain data-center capacity.

- Colocation: A provider operates a facility where customers rent space such as racks, cages, or rooms, along with power, cooling, and network connectivity.
- Wholesale data-center space: A customer leases a larger block of space and power, often with more control over equipment and facility design.
- Mission-critical space: Space designed for systems that need to operate continuously and remain highly available.
A concentration of facilities can reinforce a market: operators and customers benefit from connectivity, expertise, and a well-known location. But cluster effects do not make the underlying costs disappear. Electricity demand, transmission capacity, land use, cooling choices, water use, generator emissions, and noise can vary by facility and require project-specific scrutiny.

Rizer recalled that at his first data-center conferences he was reportedly the only economic-development representative there. By 2014, other regions had begun competing for the same business at those events. The profile also noted that major sites were increasingly controlled by existing owners, though Rizer did not describe that as a land shortage.
That shift matters because being an early recruiter does not guarantee a lasting lead. A data-center location must continue to offer suitable land, reliable power, fiber connectivity, access to customers and networks, workable permitting, and knowledgeable local officials. An established operator ecosystem can attract further investment, but competitors can build their own offerings and scarce or controlled sites can constrain expansion.

What Rizer expected next
Rizer anticipated continued growth in digital data and greater reliance on colocation instead of companies owning and operating their own facilities. He also saw cluster development as a method Loudoun might apply to other fields, mentioning big data and healthcare IT as possible opportunities.

The profile cited a projection that digital data would grow 42% annually through 2020. That was a forecast reported in 2014, not a current estimate or a verified description of what happened. Later developments—including cloud expansion, hyperscale facilities, and AI-related demand—changed the industry, while power and transmission constraints and local debates became more prominent. The profile could not evaluate those subsequent developments.
What the profile can—and cannot—tell readers now
The article remains useful as a record of how Loudoun marketed data centers in an early growth phase: it shows a county official applying a sales-oriented approach, the appeal of a specialized cluster, and the fiscal promise leaders saw in the sector. It is not a current directory, a present-day market assessment, or a public-cost study.
For residents and anyone assessing the strategy through a personal-finance lens, the distinction is important: a large tax base may support public revenue, but the financial effect on households depends on net receipts, public spending, tax policy, and who bears local costs. The 2014 profile captures the pitch; it does not settle that accounting.
