Apple is not demonstrably moving its iPhone operation wholesale back to China. The available evidence points to a different strategy: India is becoming a much larger assembly and export base, while China remains central to the suppliers, equipment, logistics and manufacturing capacity that make Apple’s global production system work.
How much iPhone production has shifted to India?
Bloomberg reported that Apple assembled about 55 million iPhones in India in 2025, up from about 36 million in 2024, and that India accounted for roughly a quarter of global iPhone output. Those are estimates attributed to people familiar with Apple’s operations, not production figures Apple has disclosed. Bloomberg’s report is available through Bloomberg and a reproduction by The Japan Times.
Apple’s own disclosures describe a broader, multi-country network rather than provide a precise China-versus-India breakdown. Its 2025 Form 10-K says a significant majority of manufacturing is carried out by outsourcing partners primarily in mainland China, India, Japan, South Korea, Taiwan, Vietnam and the United States. It does not disclose a product-by-product or country-by-country allocation. Apple’s 2025 Form 10-K is therefore useful for understanding the footprint, but not for calculating an exact China share.
India’s reported output is a major expansion, but it measures iPhones assembled there—not the value of components made locally, the origin of factory equipment, or the location of all Apple manufacturing. Assembly location and supply-chain independence are different measures.

Why Apple is building up India
A second large assembly base gives Apple more options when trade rules, geopolitical tensions, or factory disruptions affect one country. Pandemic-era interruptions and China’s higher labor and operating costs reinforced the case for diversification. India’s production-linked incentives and growing smartphone market also make it strategically attractive.
Tariffs have made the shift more urgent. Reuters reported in April 2025 that Apple was seeking to produce most iPhones sold in the United States in India by the end of 2026, with Foxconn and Tata Electronics central to the effort. That was a reported target, not confirmation that the target was achieved. See Reuters’ report and its reporting on Tata and Foxconn expansion.
Customs-data analysis offers a snapshot of India’s export role during the tariff response. Reuters reported that 97% of Foxconn’s iPhone exports from India went to the United States between March and May 2025, compared with about half in 2024; Tata’s India production was also heavily directed toward U.S. exports in that period. The finding describes those companies’ exports during a specific three-month window, not all Indian production or a permanent allocation. Reuters’ analysis links the pattern to Apple’s effort to manage tariff exposure.

What “made in India” does—and does not—tell you
Final assembly is only one stage of an iPhone’s production. A phone assembled in India can still rely on components, subassemblies, precision tooling, production machinery, materials, engineering support and supplier know-how from China or elsewhere. Moving assembly does not automatically move those upstream capabilities with it.
Apple’s public supply-chain material illustrates this split: it lists component manufacturing in India while also showing iPhone assembly in mainland China. Its supply-chain overview and 2025 Supply Chain Progress Report provide examples, but do not establish a complete origin breakdown for every model or part.
- Assembly share counts where finished phones are put together.
- Component localization asks where parts and subassemblies are manufactured.
- Domestic value added measures how much production value is created in a country, rather than imported in the form of parts or equipment.
- Engineering and tooling dependence captures whether a factory can introduce, troubleshoot and ramp production without relying on capabilities elsewhere.
- Export destination shows which markets receive the finished devices; it does not by itself reveal where their inputs originated.
Why India has not displaced China
China’s advantage is not simply low wages. Apple benefits from a dense industrial cluster in which component makers, toolmakers, automation vendors, assemblers and logistics providers operate close together. That network supports rapid coordination and large production ramps, particularly when a new product must be made to exacting tolerances at very high volume.

India has gained assembly capacity, with Foxconn, Tata Electronics and Pegatron among the manufacturing partners cited in coverage. But a factory line is not the whole ecosystem. Supplier depth, production repeatability, specialist equipment, logistics and experienced workers all affect how quickly a country can scale complex manufacturing. The Japan Times’ account of Bloomberg reporting describes India’s structural supplier and logistics disadvantages relative to China.

Apple’s 2025 Form 10-K explains the switching costs. The company says final assembly of substantially all hardware products is handled by partners primarily in Asia, and that it relies on single-source partners for many components. It also warns that changing suppliers and restructuring the supply chain can be expensive, time-consuming and disruptive. This helps explain why retaining China can be the lower-execution-risk choice even as Apple expands elsewhere.
India’s scale-up brings execution and oversight risks
Scaling Apple-grade production requires more than opening factories: suppliers must consistently meet quality requirements, manage labor and deliver components on schedule. Earlier reporting described quality and yield difficulties at an Indian casing supplier. That episode is historical context, not evidence that current Indian facilities have the same problem. Labor unrest at a Wistron facility in 2020 likewise illustrates operational and labor-governance risks in an earlier phase of India’s supplier network; it does not establish that current plants are failing.

Environmental oversight is another test. In June 2026, Reuters reported that an Indian pollution regulator alleged wastewater from a Tata Electronics iPhone-parts facility had contaminated groundwater serving nearby farmland and warned of a possible forced shutdown unless Tata provided a satisfactory explanation. This is a regulator’s allegation reported by Reuters, not a final judicial finding. Reuters’ report describes the allegation and the potential regulatory consequence.
Apple says it requires suppliers to follow its Supplier Code of Conduct and environmental standards, and reports conducting supplier assessments. On its supply-chain site, Apple said it carried out 895 supplier-facility assessments and trained 2.4 million supplier employees on workplace rights in 2025; those are Apple-reported figures. The company’s stated framework is set out in its supply-chain information, environmental answers and third-party compliance requirements. Formal standards and assessments are relevant controls, but they do not by themselves establish that every site complies at all times.

The table is a qualitative comparison, not a claim that Apple has disclosed exact country shares. Apple warns in its filing that tariffs and trade restrictions can raise costs and force changes to suppliers, operations, pricing and distribution. A labor-cost advantage or export route can therefore be outweighed by tariffs, logistics costs, lower yields or the expense of moving production.

Is Apple actually returning production to China?
The public evidence cited here does not establish a broad, company-wide return of iPhone production to China. Apple continues to name China among its major manufacturing geographies, but continued presence is not the same as a new expansion campaign. Meanwhile, reported Indian output rose substantially through 2025, and Apple has not publicly announced a wholesale reversal of that strategy.
A specific model, factory or regional capacity increase could move back toward China without ending India’s growth. To support a claim of “returning,” evidence would need to identify such a concrete change; China’s ongoing importance alone does not prove one. Apple’s disclosures also do not provide enough detail to infer exact production shares for all products or models.
What the next phase could look like
- Managed dual sourcing: India continues to add assembly and exports, while China remains a major base for scale, supplier depth and launch-critical work. This fits the reported production increase and Apple’s disclosed multi-country network.
- Faster Indian localization: India gains a larger role if domestic suppliers deepen component, tooling and engineering capacity—not just final assembly—and factories demonstrate repeatable quality at scale.
- Slower Indian expansion: Supplier, labor, logistics or compliance setbacks could make Apple more cautious about shifting launch-critical production, even if existing Indian capacity remains in use.
- More fragmented production: Apple can allocate models and market-bound volumes among India, China, Vietnam and other locations in response to tariffs, capacity and operational risk rather than choose one replacement country.
For investors and supply-chain watchers, the most informative indicators are not headline factory announcements alone. Watch whether Indian suppliers make more components and production equipment locally, whether export patterns persist beyond short tariff windows, whether Apple confirms capacity or model allocations, and whether its filings change their description of manufacturing concentration and supplier risk.
