Duolingo says it will “never” open a San Francisco office. The language-learning company’s declaration, reported by TechCrunch on October 9, 2025, is a public strategic position—not an enforceable promise. Duolingo says Pittsburgh protects its culture, keeps growth disciplined and avoids the cost and competitive pressures it associates with Silicon Valley.
What Duolingo actually said
In a company LinkedIn post, Duolingo used emphatic language about never opening a San Francisco office. The statement specifically names San Francisco. It should not automatically be read as a ban on every California employee, customer, contractor, meeting space or business relationship.
Co-founder and president Severin Hacker has described the position more broadly, saying Duolingo has no office in Silicon Valley or anywhere in California. That broader description is Hacker’s account, while the company’s public headline statement concerns San Francisco. San Francisco proper, the wider Bay Area, Silicon Valley and California are related but different geographies.

Why Pittsburgh is central to the strategy
Duolingo was founded in Pittsburgh, and its investor materials identify Pittsburgh as the corporate headquarters at 5900 Penn Avenue. The company’s Pittsburgh careers page calls the headquarters “right where we started.”

That identity is more than local branding. Duolingo says it grew from a small Pittsburgh team into a public technology company without abandoning its founding mission and culture. Its corporate strategy emphasizes long-term mission, efficient growth, a free product supported by paid offerings, expansion into math and music, and building a company intended to last for decades.
The company has also said it could perhaps grow faster with a San Francisco base, but does not want to scale simply for its own sake. In that framing, staying in Pittsburgh is a choice about how to grow, not evidence that Duolingo cannot afford expansion.
The deeper concern: a talent pipeline to competitors
Cost is only part of the public explanation. In a retrospective account on 20VC, Hacker said investors encouraged Duolingo to open in San Francisco. The company visited the city and examined office space, then asked founders of companies headquartered outside Silicon Valley that had opened Bay Area offices whether the move had worked.

According to Hacker, those founders described the decision as one of their worst. Their concern was that employees would transfer from headquarters to Silicon Valley and then become easier targets for larger or more fashionable technology companies. Duolingo ultimately decided not to sign a lease.

This explanation is not independently documented as a formal policy in Duolingo’s filings, so it should be treated as Hacker’s explanation. It nevertheless changes the analysis: the question is not merely Pittsburgh rent versus San Francisco rent, but whether a second headquarters-like outpost would alter employee mobility, recruiting power and organizational culture.
Duolingo’s current location network
As of the current careers-site listing, Duolingo names these locations:
- Pittsburgh, Pennsylvania — headquarters
- New York City, New York
- Seattle, Washington
- Detroit, Michigan
- Beijing, China
- Berlin, Germany
- London, England
The list is more current than older coverage that mentioned only Pittsburgh, Detroit, New York, Seattle, Berlin and Beijing. Duolingo’s New York page says that office opened in 2018 and has more than 200 employees; the Seattle page says Seattle opened in 2019 to help recruit engineers.

Duolingo’s 2025 Form 10-K and related facilities disclosures should be used when the legal or leasing status of a particular site matters. Historical filings also describe coworking arrangements, so a listed location should not automatically be assumed to be a wholly leased, full-scale office.

Is this mainly about saving money?
Duolingo has referred to “sky-high rent prices” and Silicon Valley trend pressure. San Francisco generally carries higher office and compensation costs than Pittsburgh, but Duolingo has not published a company-specific calculation comparing rent, salaries, taxes, recruiting costs and total occupancy costs. A precise savings claim would therefore be speculative.
The financial logic is broader:
- Occupancy: Pittsburgh is likely to require less expensive space, though no Duolingo-specific figure is disclosed.
- Compensation: A Bay Area office could raise pay expectations and create location-based disparities inside the company.
- Recruiting: San Francisco offers an exceptionally deep technology labor market and investor network.
- Retention: A Bay Area presence could make it easier for competitors to approach Duolingo employees.
- Coordination: Another major office adds travel, management and culture costs.
- Signaling: Opening in San Francisco could imply that Pittsburgh is secondary even if headquarters formally remained there.
What Duolingo gains—and gives up
Not opening in San Francisco can reinforce Pittsburgh as the company’s center of gravity, reduce exposure to Bay Area salary inflation and support a distinctive employer brand. It also demonstrates that a public technology company can reach significant scale outside Silicon Valley. Duolingo reported more than 50 million daily active users and over $1 billion in bookings for 2025, according to its February 26, 2026 results release.
The trade-off is real. Some candidates will not relocate to Pittsburgh or another Duolingo hub. The company may have less informal access to Bay Area founders, investors, specialized networks and startup partnerships. A geographically concentrated headquarters can also become a constraint if local hiring slows.

What “never” means in practice
“Never” is powerful communications language, not a perpetual legal covenant. Leadership, ownership, acquisitions and market conditions can change. The careful formulation is: Duolingo says it will never open a San Francisco office—not that it is legally incapable of doing so.
The statement also leaves practical edge cases. Recruiting California residents is not the same as opening an office. Temporary meeting space, coworking desks, an acquired company’s facility or an office in Oakland or San Jose could raise questions under different readings of the promise. Those possibilities should not be conflated with a deliberate San Francisco office.
For an up-to-date answer, check Duolingo’s careers locations, its investor resources and the latest SEC filings. The company’s position is best understood as a deliberate geographic strategy: it believes distance from San Francisco helps protect culture and talent retention, even while accepting some recruiting and networking disadvantages.
