Microsoft and Singapore’s Home Team Science and Technology Agency (HTX) announced a strategic agreement on February 10, 2022, to develop a sovereign cloud for the Home Team. The announcement called it Singapore’s first sovereign cloud, but did not disclose a competitive tender, contract value, delivery date or formal award showing that Microsoft “won” a contract. The initiative became known as HEIDI and was intended for HTX and Home Team departments—not automatically every Singapore government agency.
What Microsoft and HTX announced
The 2022 announcement described a strategic agreement to develop an Azure-based cloud environment for HTX and Singapore’s Home Team departments. The Home Team encompasses public-safety and security functions; HTX is its science and technology agency. The stated aim was to support digital transformation and emerging technology needs with dedicated computing and storage, high-speed connectivity, analytics and resilience. The agencies said real-time access to information could help officers make decisions and respond to incidents more quickly.
Microsoft also committed to provide 600 training seats and examination certificates annually. The public releases from HTX and Microsoft do not state the agreement’s value or term, describe a tender or competing bidders, or provide a completion date.

“Microsoft wins contract” implies a disclosed procurement award, often following a competitive process. The public account instead calls the arrangement a strategic agreement. That does not establish whether procurement took place through a tender or another route; it means the announcement alone does not support claims about the process or a conventional contract win.

The careful description is that Microsoft and HTX agreed to develop the cloud. There is no public contract price, tender number, list of bidders, evaluation criteria, award date or contract duration in the cited announcement. Those details should not be inferred.
What HEIDI is—and what “sovereign cloud” means
HTX later identified the initiative as HEIDI, short for Hyperscale Enterprise Intelligent Digital Infrastructure. HTX described it as a sovereign Azure cloud within the Home Team’s broader multi-cloud strategy. That makes it a specialized environment for workloads needing stronger control, alongside—not necessarily instead of—commercial cloud services such as Government on Commercial Cloud. HTX’s description of its science and technology strategy presents HEIDI as one part of that mix.

“Sovereign cloud” is not a single technical standard. It can describe combinations of controls over:
- Data residency: where information is stored and processed.
- Jurisdiction: which laws and legal authorities may apply to the provider or data.
- Operations and personnel: who administers systems, where they are located and what access they have.
- Technology and continuity: reliance on external providers, software and support, and the ability to keep critical services running through disruptions.
A data centre located in Singapore would address location, but location alone does not establish who can administer the system, which legal authorities may reach a provider, whether Singapore personnel operate it, or whether it can function without external connectivity. The 2022 announcement does not establish that HEIDI is air-gapped, legally independent of Microsoft, or operated solely by Singapore personnel.

Microsoft’s overview of sovereign-cloud models distinguishes approaches with different degrees of provider, customer and national-partner involvement. Greater control can come with trade-offs: a dedicated or locally controlled environment may have higher costs, a narrower service catalogue and more operational responsibilities than a standard hyperscale public cloud. A sovereign design can also remain dependent on a provider’s software, hardware supply chain or technical support.
Why the Home Team might need this kind of infrastructure
Public-safety systems can handle sensitive operational information and must often remain available when agencies need them. The cloud capabilities HTX and Microsoft described—computing power, storage, analytics, connectivity and resilience—could support areas such as emergency response, public-safety analytics and real-time information for officers. These are potential workload categories, not a published list of systems already running on HEIDI.

The same infrastructure could support AI development and deployment, but cloud sovereignty does not by itself prove that a particular AI model is secure, accurate or in operational use. Governance of data, models and applications matters alongside control of the underlying infrastructure.

How the initiative fits into later developments
Subsequent announcements add context, but they should not be mistaken for proof that the original cloud agreement was completed or that all Home Team workloads moved onto it.

- 2024: HTX announced an agreement with Microsoft to explore integrating AI into HTX and Home Team operations, while leveraging sovereign-cloud initiatives. This was a later collaboration, not evidence of a disclosed 2022 contract award. HTX’s announcement.
- 2025: HTX signed a separate contract with Microsoft and Mistral AI for AI model development for Home Team use. Microsoft was to help fine-tune Phi-4-multimodal and integrate small-language-model training frameworks; Mistral AI was to assist with large-language-model fine-tuning and the Phoenix model family. This is a distinct AI contract, not the 2022 sovereign-cloud agreement. HTX’s release.
- 2025 status description: HTX said HEIDI was expected to be the third sovereign Azure cloud globally and the first in the region, and described a future data-centre facility as part of its plans. - March 2025: Singapore’s Defence Science and Technology Agency announced a separate Oracle Cloud Isolated Region project for MINDEF and the Singapore Armed Forces. Oracle described it as air-gapped and disconnected from the internet. It serves a different agency and illustrates why “sovereign cloud” can refer to different architectures and control requirements. How to interpret “Singapore’s first”
The 2022 announcement presented the Microsoft–HTX initiative as Singapore’s first sovereign cloud. The defensible scope is the Home Team initiative, not the first cloud infrastructure in Singapore, a cloud for every government agency, or a fully disconnected national cloud. The later Oracle project for defence shows that other agencies can pursue separate sovereign or isolated-cloud arrangements. The projects are not necessarily contradictory: they serve different organisations and may use different definitions and architectures.
For the same reason, HEIDI should not be read as an exclusive provider arrangement or a move away from all commercial cloud. HTX described a multi-cloud approach: sensitive workloads can require tighter controls, while other workloads may use commercial services. The public information does not identify which specific systems use HEIDI.
What the public record does not establish
- The 2022 agreement’s price, duration or procurement method.
- The exact data-centre location or hardware architecture.
- Whether HEIDI is air-gapped, which security certifications it holds, or how administrator access is governed.
- Whether the platform is fully operational or which workloads have migrated.
- Specific service-level commitments or data-residency and encryption-key arrangements.
- That local hosting removes all foreign legal exposure or makes the platform legally independent of Microsoft.
These are material details for assessing a sovereign-cloud deployment, but they cannot be settled by the public announcement’s label alone.

For organisations evaluating sovereign infrastructure, the useful question is not simply whether a provider calls a service “sovereign.” Buyers need to specify the controls they actually require: Singapore data residency, local administration, customer control of encryption keys, restrictions on foreign access, a disconnected environment, or a combination. They should also weigh service availability, disaster recovery, connectivity, required managed services, operational skills, exit options and total cost—not just compute prices.
Microsoft’s sovereign-cloud models are relevant context for HEIDI, but they do not prove which exact architecture HTX chose. Nor does the separate Oracle defence project make standard regional cloud hosting equivalent to an air-gapped environment. Each deployment needs to be judged against its own published controls and workload requirements.
