The enterprises getting durable value from AI are not simply scaling more pilots. They are using pilots to identify valuable workflows, then building the product, controls, operating model and financial discipline needed to change how work is performed.
That distinction matters. McKinsey’s November 2025 survey found that 88% of respondents said their organizations regularly used AI in at least one business function, yet nearly two-thirds had not begun scaling AI across the enterprise. Only 39% reported any enterprise-level EBIT impact. These are survey findings, not a census, but they capture the central problem: adoption is spreading faster than measurable business value.
The pilot paradox
An AI demonstration can be impressive without being useful at enterprise scale. A proof of concept may show that a model can summarize documents, answer questions or classify cases. A production application must work with real users, real permissions, real data, real volumes and real failure handling. A scaled transformation must then change an important business process and produce sustained operational or financial results.

- Curated or unusually clean data.
- Cooperative users who tolerate defects.
- Experts silently correcting outputs.
- Small transaction volumes.
- No integration with systems of record.
- No meaningful latency, availability or cost constraints.
- Limited privacy, security, audit or regulatory exposure.
- Success measured by enthusiasm rather than business performance.
That is why a working prototype is not the same thing as a supportable enterprise product. Model accuracy is not business value; user adoption is not workflow adoption; theoretical time saved is not realized economic benefit; and improving one task does not necessarily improve the end-to-end process.
BCG’s 2024 research classified 49% of surveyed companies as still focused on proof of concepts, compared with 22% generating some value and 4% operating substantial AI value engines. The figures reflect BCG’s sample and definitions, not a universal failure rate. The broader lesson is more useful than the precise percentages: many organizations are investing in experiments without changing the systems around them. BCG research found that leaders selected fewer priority opportunities, focused on core processes, pursued both cost and revenue outcomes, and invested in people and process change rather than algorithms alone.
Start with the workflow and the economics
The right question is not “Where can we use AI?” It is “Which important workflow could perform materially better if redesigned around AI?”

- The business problem and process owner.
- The baseline performance and target performance.
- The transaction volume or affected population.
- The expected adoption level.
- The human work that will change.
- The systems requiring integration.
- The risk classification.
- The full cost of ownership.
- The date for a scale, redesign or stop decision.
- The conditions that would cause the project to be terminated.
A practical use-case scorecard
Rank opportunities against economic value, strategic importance, workflow readiness, data quality and permissions, integration complexity, risk, human reviewability, repeatability, adoption probability and cost to serve.
Good early candidates often include internal knowledge retrieval with citations and access controls, service-desk triage, contact-center summarization, software development assistance with review gates, document extraction, finance operations with human approval, procurement analysis and claims processing where decisions remain auditable.
Poor early candidates include broad “AI strategy” projects with no workflow owner, high-risk autonomous decisions before controls exist, chatbots disconnected from systems of record, projects chosen only because a benchmark is impressive, and productivity initiatives with no plan to redeploy saved capacity.

Measure four kinds of performance
A balanced scorecard should separate leading indicators from lagging outcomes.

Usage, acceptance, quality and time savings are leading indicators. Revenue, margin, customer retention and EBIT are lagging indicators. A company should not claim financial impact merely because employees log in or report that a task feels faster.
The three-stage path from experiment to transformation
1. Prove the use case
The first stage tests whether the use case works technically and economically. Use realistic data, representative edge cases and a defined baseline. Test the quality of the complete task, not merely the model’s response.
At this point, the team should establish:
- A named business owner and technical owner.
- An evaluation set based on real production conditions.
- Quality, safety and privacy thresholds.
- An expected cost per transaction.
- A human-review design.
- A clear scale-or-stop date.
The right result may be a decision to stop. Ending a use case whose economics or risk profile do not work is portfolio discipline, not failure.

2. Industrialize the application
Industrialization turns a promising experiment into a reliable product. The model is only one component. Production work may require rebuilding data pipelines, retrieval and indexing, identity and permissions, prompt and configuration management, evaluation harnesses, model routing, caching, rate limits, human-review interfaces, orchestration, audit logging, incident response and cost controls.
Before leaving pilot status, confirm that:
- Workflow and exception paths are documented.
- Access controls apply both when information is retrieved and when actions are taken.
- Sensitive data is classified and handled appropriately.
- High-impact or uncertain outputs receive human review.
- Logs capture relevant prompts, context, outputs, tool calls, decisions and overrides.
- Monitoring covers quality, drift, cost, latency, availability and abuse.
- A rollback or emergency shutdown mechanism exists.
- Support ownership and service expectations are defined.
- Security, legal, privacy, compliance and procurement reviews are complete.
- The cost model works at expected production volume.
3. Rewire the organization
Production deployment is the middle of the journey, not its finish line. The company must change the surrounding process so that the benefit appears in operating metrics and, eventually, in agreed financial outcomes.

- Enablement: AI helps individuals draft, search, summarize and prepare.
- Automation: AI coordinates a defined workflow, escalating exceptions to people.
- Reinvention: Roles, processes, incentives and operating models are redesigned around what AI makes possible.
For each project, ask which steps disappear, which decisions move, who owns exceptions, what new work AI creates, how freed capacity will be redeployed, which roles need new skills and what happens when the system is unavailable.
Workflow redesign is the value multiplier
Giving employees an assistant while leaving targets, staffing, approval rules and process ownership unchanged often produces activity without transformation. McKinsey reported that organizations were 5.3 times more likely to report enterprise value capture when workflows were redesigned than when they were left unchanged—32% versus 6%. This is an association within survey data, not proof that redesign alone causes value, but it points to a practical priority.
Capacity must be distinguished carefully:
- Theoretical capacity: time that could be saved.
- Realized capacity: time actually removed from the process.
- Redeployed capacity: time redirected to higher-value work.
- Financial benefit: value appearing in the profit-and-loss statement or an agreed operating metric.
A worker saving 30 minutes does not automatically mean the company reduced costs, increased throughput or improved revenue. Finance and operations leaders should agree in advance how benefits will be recognized.
Build the minimum scalable foundation
Successful enterprises need an operating system for AI, not a collection of disconnected pilots. That foundation commonly includes identity and access management, model routing, version control, retrieval-augmented generation, secure data connectors, evaluation and red-team testing, guardrails, human approval, observability, cost allocation, lineage, audit logs and incident management.
Deloitte’s enterprise AI research highlights secure data integration, domain-owned data products, privacy, sovereignty, security by design, quality, interoperability and lineage as important scaling capabilities.

However, platform-first does not mean building a universal AI platform before there are real production needs. Central teams can become bottlenecks, impose premature standards and create abstractions that slow delivery. Build shared capabilities only when multiple production use cases need them. Prove platform value through faster delivery, reuse, reliability and lower cost.
Choose systems, not just models
A stronger foundation model cannot compensate for poor retrieval, weak source data, incorrect permissions, bad workflow design or missing exception handling. Model selection should consider task quality, latency, cost, data residency, security, context requirements, tool-use reliability, vendor stability, portability and real-workload evaluation results.

Retrieval-augmented generation is usually preferable when knowledge changes frequently and answers need citations. Fine-tuning is more appropriate for behavior, style, classification or response patterns; it is not a substitute for a frequently changing knowledge base. Deterministic automation may be better when rules are stable and errors are unacceptable, while a human process may remain preferable when judgment is central and volume is low.
Adopt a hybrid operating model
Centralization and federation each solve different problems.

The most practical arrangement is to centralize guardrails and shared infrastructure while federating workflow ownership and benefits realization.
An AI portfolio council should include business, technology, finance, security, legal, risk and workforce representatives. Its job is to allocate capital, resolve barriers and retire weak projects—not approve every prompt or prototype.

Access is not adoption. Logins and weekly usage can be useful signals, but the real question is whether people incorporate AI into the intended process and whether performance changes.
Effective adoption programs include role-specific training, embedded examples, credible practitioner champions, executive sponsorship, feedback loops, incentives aligned with the new process and explicit plans for role redesign and capacity redeployment. They also need controls against shadow AI and uncontrolled exposure of company or customer data.

Vendor case studies can illustrate execution patterns but should not be treated as independent proof. Microsoft says EY’s initial Copilot rollout reached 150,000 people, with 94% monthly adoption, 85% weekly usage and a reported 15% productivity gain; Microsoft also says EY is expanding access to more than 400,000 people. Those figures are Microsoft-published customer claims, not independently verified results.
Governance must rise with autonomy
A copilot assists a person. Workflow automation follows a defined sequence. An agent plans or executes multiple steps using tools. As autonomy increases, so does the need for least-privilege access, action-level authorization, spending and transaction limits, approval checkpoints, reversibility, auditability and emergency shutdown.
- Data governance: ownership, entitlements, retention, lineage, quality and sensitive-data handling.
- Model governance: approved models, thresholds, versioning, change management and drift monitoring.
- Application governance: prompt policies, grounding, output filtering, tool permissions and rate limits.
- Workflow governance: segregation of duties, escalation, reversibility, continuity and incident response.
- Agent governance: constrained tools, sandboxing, maximum spend, deterministic approvals and continuous monitoring.
Deloitte reports that only one in five surveyed companies had a mature governance model for autonomous AI agents. That is survey evidence tied to Deloitte’s sample and definition of maturity, not an objective census. It is nevertheless a warning against treating agents as the automatic next step for every pilot.
Make production economics visible
Pilot economics often omit data preparation, integration, security reviews, human validation, support, monitoring, re-indexing, vendor minimums, downtime, training, compliance documentation and higher costs after adoption expands.
A realistic total-cost model includes:
Build and integration + platform and infrastructure + model inference + retrieval and storage + human review + support and operations + governance and compliance + change management + ongoing improvement.
Compare that total with realized value at actual adoption, less displaced or newly created costs, opportunity cost and residual risk-control costs. Measure cost per transaction and cost at expected volume rather than relying on a small pilot sample.
When to scale—and when to stop
Scale when the use case has a measurable baseline, a committed process owner, representative evaluation results, acceptable risk, sustainable unit economics, a documented workflow, an adoption plan and a production support model.
Stop or redesign when the business owner cannot define an outcome, the baseline is unavailable, the process is not repeatable, users do not adopt after reasonable enablement, manual correction outweighs the benefit, costs exceed value, data cannot be governed, security or regulatory review fails, or a rules engine or ordinary process redesign would be cheaper and more reliable.
The strongest portfolios contain quick wins, foundational investments, strategic bets, experiments designed to resolve uncertainty and deliberately retired projects. Scaling everything is as harmful as scaling nothing.
What successful enterprises do differently
- They select fewer, higher-value workflows.
- They assign business ownership before technical construction.
- They measure end-to-end outcomes rather than isolated task performance.
- They redesign roles, approvals, incentives and exception handling.
- They build reusable capabilities only when multiple production needs justify them.
- They combine central guardrails with federated process ownership.
- They evaluate continuously for quality, drift, cost, safety and adoption.
- They make capacity redeployment and financial realization explicit.
- They retire weak projects quickly and reuse what they learn.
Platform buying should follow this discipline. Microsoft Foundry, Amazon Bedrock, IBM watsonx.ai and Salesforce Agentforce may each fit different technology estates, but no platform substitutes for validated workflows, data ownership, controls, adoption planning and a measurable business outcome. Compare total dependency, integration effort, data residency, portability, agent controls, observability and operating cost—not simply a model’s token price or a license headline.
