Microsoft’s August 6, 2024 announcement promised Copilot, Defender for Endpoint and other licenses in selected partner-benefit packages starting January 22, 2025. Those benefits were never universal, and Microsoft changed the lineup again in its FY26 refresh, effective February 13, 2026. For a business deciding whether to buy a package, the key is to verify its current entitlement and compare the fee with products and support it will actually use.
What Microsoft announced in 2024
Microsoft said it would add more than 20 product licenses to selected Microsoft AI Cloud Partner Program benefits. The named additions included Microsoft 365 Copilot and related Copilot products, Microsoft Defender for Endpoint, GitHub products, Power Apps Premium and other products. The additions were scheduled to begin January 22, 2025, generally when a partner purchased or renewed an eligible offer. Microsoft’s announcement framed the changes as part of its transition away from Action Pack and legacy silver and gold benefits.
That announcement did not give every partner Copilot. The package, solution designation or specialization mattered. Microsoft stopped selling new Action Pack, Learning Action Pack and legacy silver/gold benefits on January 22, 2025; the newer partner-benefit packages became the practical option for firms seeking those program benefits.

What the original packages included
The figures below are historical: they were reported around the 2024 announcement, not verified current terms. In particular, do not use the listed fees to budget for a 2026 purchase.

These package details were reported by CRN at the time. Microsoft’s FAQ identified Expanded as including Microsoft 365 Copilot, Copilot for Sales, Copilot for Finance and Copilot for Service. Core, Expanded and Launch did not exhaust the eligibility rules: solution designations and specializations had their own varying entitlements.
What changed in Microsoft’s FY26 refresh
Microsoft’s FY26 Benefits Refresh took effect February 13, 2026. It added, removed or increased benefits across Launch, Core, Expanded, solution designations, specializations, ISV Success and the Training Services Partner Program. The current terminology and seat counts therefore should not be projected backward onto the original announcement.

These are program-specific incremental or retrofitted amounts, not an allocation available to every member or a complete list of every offer’s benefits. The refresh also added Microsoft 365 Copilot to selected Business Applications and Security programs, and added Intune Suite and Entra Suite to selected Modern Work and Security offerings. Defender for Endpoint P2 is not always the current label
The 2024 announcement concerned Microsoft Defender for Endpoint P2. Current FY26 documentation often lists Microsoft Defender Suite, described by Microsoft as “M365 E5 Security earlier.” That change in naming and packaging means a historical P2 seat count does not by itself establish which current SKU an eligible partner has. Check the exact product name and terms shown for the offer.
Current package costs and how to assess the fee
Microsoft’s package comparison page displayed Partner Success Core at $925 and Partner Success Expanded at $4,125 in the August 16, 2026 commercial snapshot. Treat these as dated displayed prices, not guaranteed future quotes. The page lists Expanded as covering up to 35 users across 50 software products, with Microsoft 365 Copilot, Defender for Endpoint P2, Azure credits, technical presales and deployment support, and partner support incidents. Check Microsoft’s current comparison page before purchasing; the listed product name may differ from the current FAQ’s Defender Suite terminology.
The package is most likely to make financial sense when its licenses and support replace costs the firm would otherwise incur and the firm has capacity to use them before expiry. Do not treat a package’s bundle or retail value as savings unless its products fit the business and its permitted use.
- Microsoft-centric small consultancy: Core may be a more proportionate bundle if the firm needs its included software and support but does not need Expanded’s broader allocation.
- MSP or systems integrator with a larger team: Expanded can be more useful if the business will use the eligible Copilot and security seats internally and build expertise around deployment, adoption or endpoint work.
- Security provider: Endpoint licenses help only when staff can onboard devices, triage alerts and operate the security service. A license alone is not managed detection and response.
- Copilot-focused partner: A benefit seat does not supply a readiness plan. The business still needs appropriate base licensing, identity and permissions hygiene, governed data and user adoption.
- Non-Microsoft-first firm: A Microsoft package is less compelling if the firm’s delivery stack and customers primarily use another ecosystem.
Benefits are intended for permitted partner purposes such as internal use, solution development, enablement and demonstrations. They should not be treated as customer production subscriptions or licenses for resale; check the applicable product terms for a specific deployment. Customer-facing revenue comes from services the partner can deliver, not from buying the package itself.
How to verify and activate an entitlement
- Sign in to Partner Center Benefits.
- Open the company’s active offer, designation or specialization, then review Cloud services or the relevant product-benefit area.
- Confirm the precise SKU, quantity, tenant, regional version and expiration date against the current Benefits Guide or the offer shown in Partner Center.
- Redeem or activate cloud benefits before membership expiry, then assign them only to permitted users and tenants.
Not every change was retrofitted. Microsoft says retrofitted benefits apply to partners who had an active purchased membership or specialization when the change was implemented; other new benefits may appear only on purchase or renewal. Eligible retrofitted benefits should appear automatically, but a recently purchased offer can take up to four days to show in Benefits while payment is processed. Benefits remain tied to the original membership and expire with it; cloud benefits not redeemed before expiry are lost.

For Microsoft 365 cloud benefits, Microsoft provides separate EEA/Switzerland and non-EEA versions. Selecting the wrong product-key version can cause activation errors, and Microsoft says keys retrieved for one version cannot simply be exchanged for the other. If a benefit is missing, check eligibility, whether it is renewal-only, redemption status, provisioning time, product naming and region before assuming the account is entitled to it.
Also check whether Microsoft applies a benefit only once across related designations. Its FAQ gives Data & AI, Digital & App Innovation, and Infrastructure as an example where incremental benefits may not stack across all three.
What to verify before paying
- Which package or designation your organization actually qualifies for, and which specific Copilot or security SKU it provides.
- Whether the benefit is retrofitted to your active offer or requires purchase or renewal.
- Whether the included user count matches the people who can use it and whether prerequisites or product terms permit the intended use.
- How much of the broader software bundle, Azure credits and support your organization expects to use during the membership term.
- The package price, redemption deadline and expiry date shown for your account before committing.
