Samsung Electronics announced a $500 million investment in Mexico on July 5, 2022, to increase household-appliance production at existing facilities in Querétaro and Tijuana. The announcement is sometimes repeated as if it were new, but the public record described here does not establish a new 2026 commitment or confirm that the full amount has since been spent.
What Samsung announced
Mexico’s then-Foreign Minister Marcelo Ebrard relayed the announcement after meeting Samsung Electronics CEO Han Jong-hee. The stated purpose was to expand appliance production in Querétaro and Tijuana. Reuters reported the amount as $500 million; the Mexican Foreign Ministry account identifies the two locations and the production-expansion purpose.
This was an announced investment plan, not a disclosure that $500 million had already been paid out. The public announcement did not provide a spending schedule, plant-by-plant allocation, completion date, production target, or job-creation figure.
Expansion of existing plants—not a newly announced factory
The 2022 announcement concerned Samsung’s existing Mexican operations. It does not say the company would build a wholly new standalone factory. Expanding production can involve added equipment, lines, or capacity at current sites, but the announcement did not specify which projects or upgrades the money would fund.

Querétaro is the better-documented of the two sites in later company material. Samsung says its plant there produces refrigerators, washing machines, and dryers, including products in lines such as Family Hub, Bespoke, and Laundry Hub. The 2022 announcement also names Tijuana, but the sources cited here do not provide a comparable current breakdown of that facility’s output or explain how the $500 million was divided between the sites.
What later reporting shows—and what it does not
A 2023 report by Diario de Querétaro said the investment was in progress at the Querétaro and Tijuana plants. That is evidence that implementation had begun, not proof that the entire announced amount had been deployed.

In September 2024, Samsung described Querétaro as an export hub producing more than 4 million appliances a year, or more than 16,000 products per day. The company said about 20% of output served Mexico and 80% was exported to North and Latin American markets. Its 2024 plant account provides useful context for the facility’s scale, but does not say those production figures resulted from the 2022 investment or that the $500 million was fully spent.

Samsung’s figures position Querétaro as a regional manufacturing and export base, rather than a plant serving only Mexican customers. Tijuana’s location near the U.S. border also places it within North American supply chains. Those are strategic implications of the sites; the public 2022 announcement did not give a detailed rationale or quantify the investment’s effect on trade, local suppliers, or employment.

The Tijuana operation also predates the 2022 expansion announcement. A 1994 Los Angeles Times report documented Samsung’s earlier plan for a major manufacturing complex there, illustrating why the 2022 news should not be described as the company’s first entry into the city.
Not a semiconductor investment
The Mexico commitment was for household appliances, not chipmaking. It is separate from Samsung’s planned $17 billion semiconductor facility in Taylor, Texas, announced in 2021 and described in a Samsung Newsroom release. Nor does Samsung’s March 2026 global manufacturing-AI strategy establish a new $500 million investment in Mexico.

What is confirmed, and what remains undisclosed
- Confirmed: Samsung Electronics announced a $500 million plan on July 5, 2022, to increase household-appliance production at its Querétaro and Tijuana facilities.
- Later evidence: Local reporting said the investment was underway in 2023; Samsung reported substantial output and exports from Querétaro in 2024.
- Not established by these sources: the amount spent to date, the allocation between plants, the added capacity attributable to the plan, the job count, or completion of the full commitment.
For readers assessing the claim, the essential distinction is between an announced commitment and verified completed spending. The investment is real as a 2022 announcement, but a repeated headline is not evidence of a fresh commitment or of full deployment.
