The UK Competition and Markets Authority (CMA) warned in April 2024 that a small group of technology companies could gain outsized influence across artificial intelligence, from chips and cloud computing to software and routes to customers. It identified more than 90 partnerships and strategic investments involving Google, Apple, Microsoft, Meta, Amazon and Nvidia—but did not find that those companies had broken competition law or that every arrangement was harmful. In 2026, the CMA’s work has turned more concretely to cloud services and Microsoft’s business-software ecosystem, where AI is becoming another way to reach and retain customers.
What the CMA warned about
The CMA’s concern was not simply that a few companies might lead the chatbot market. It was that powerful firms could shape several connected layers of the AI economy at once: access to chips and computing capacity, development of foundation models, and the software and platforms through which people use them. The regulator warned that concentration across those layers could reduce choice, quality and innovation, or raise prices for businesses and consumers. (CMA announcement, April 2024)
A foundation model is a broad AI system that can be adapted for many uses, including chatbots, coding assistants, image generation, search features and enterprise applications. Competition can therefore be affected before a consumer chooses a particular AI app: developers need computing resources and model access, while finished services need ways to reach users.

- Control of critical inputs. Firms with influence over computing power, data, chips, infrastructure or specialist talent may be able to limit rivals’ access or use their position to protect their own services.
- Control of deployment and distribution. Companies that own widely used consumer or business platforms can influence which AI tools customers discover, use or buy.
- Partnerships that entrench existing positions. Investments, cloud arrangements and commercial alliances can help AI developers grow, but may also extend an incumbent’s influence across the value chain or make it harder for competitors to enter.
The CMA counted more than 90 partnerships and strategic investments in an “interconnected web” involving Google, Apple, Microsoft, Meta, Amazon and Nvidia. That figure is not a count of unlawful deals, and it does not imply that the companies coordinated with one another. The CMA explicitly recognised that partnerships can bring valuable resources and support innovation; its concern was about their possible effects on competition. (CMA announcement)

Why the six companies are not interchangeable
The companies named by the CMA occupy different places in the ecosystem. The list is not a finding that each is dominant in every AI-related market.

“AI” is not one competition-law market. A firm may have a strong position in one layer—such as accelerator chips, cloud infrastructure, workplace software, search or app distribution—without being dominant across the entire AI economy. The CMA’s warning was about how links between layers could affect competition, not a blanket conclusion about the whole sector. (CMA AI strategic update)

Why partnerships can help—and when they can raise concerns
Building and operating advanced AI systems requires substantial computing capacity, expertise and investment. A partnership can give a smaller developer capital, cloud access, chips, engineering help or a route to customers it could not readily build alone. Integrating AI into existing software can also make a service easier to find and use.
The competition question is what the arrangement does in practice. A deal may be more concerning if it locks a developer into one cloud provider, makes it costly to move workloads, restricts access to other infrastructure, gives a partner commercially sensitive information, or makes rival models harder to integrate or discover. A platform that defaults to its own or a partner’s assistant could also make alternatives less visible. Those are possible mechanisms to examine—not findings that the CMA proved each one had occurred.

Likewise, integration is not automatically exclusionary. It may improve performance, security or convenience, and requirements for interoperability can involve technical and investment trade-offs. The relevant questions include whether an arrangement is exclusive, whether an incumbent controls a genuine bottleneck, whether rivals can reach customers on reasonable terms, and whether customers can switch without excessive cost.
From the 2024 warning to the CMA’s later work
The April 2024 announcement was part of a longer regulatory process, not a final decision on the named companies.

- September 2023: The CMA published its initial review of AI foundation models and principles for assessing competition and consumer-protection issues.
- April 2024: It set out growing concerns about concentration and the network of more than 90 partnerships and investments. It said it had not made provisional decisions on which areas to prioritise for investigation under the UK digital-markets regime. (CMA announcement)
- 2024: The CMA sought views on arrangements including Microsoft–Mistral AI, Amazon–Anthropic and Microsoft’s hiring of former Inflection AI employees and related arrangements. It also reviewed Microsoft’s partnership with OpenAI. These steps reflected questions about how merger and competition rules apply to partnerships and other arrangements that do not necessarily resemble a conventional takeover. - July 2025: The CMA concluded its cloud-services market investigation. It recommended considering Strategic Market Status investigations for Microsoft and Amazon Web Services in relevant cloud activities. Its work included issues such as data-egress fees, interoperability, switching and Microsoft licensing practices affecting cloud competition. (CMA cloud-services case)
- March 31, 2026: The CMA announced a package of actions on business software and cloud services, including plans for an investigation into Microsoft’s business-software ecosystem. It also reported steps by Microsoft and Amazon concerning cloud egress fees and interoperability, subject to continued review. The CMA linked the issues to AI being embedded in business software and cloud platforms. (CMA package announcement)
- May 14, 2026: The CMA launched a Strategic Market Status (SMS) investigation into Microsoft’s business-software ecosystem. It is examining matters including bundling, defaults, interoperability, switching barriers and the ability of AI competitors to integrate with Microsoft software. The CMA expected a decision by February 2027. The investigation is ongoing, not a final finding that Microsoft has breached the law. (CMA investigation announcement)
The Microsoft investigation is related to the original warning because business software can be a route through which AI tools reach users. But it is a distinct proceeding focused on Microsoft’s business-software ecosystem; it should not be described as a new finding that all six named companies dominate AI.

The CMA has several kinds of powers, including competition-law enforcement, merger review, market investigations, digital-markets powers and consumer-protection enforcement. Their use involves different processes and legal questions. A warning or market-monitoring statement identifies risks or areas of concern; it does not by itself establish wrongdoing or impose a remedy.

A merger inquiry examines whether a transaction falls within the UK’s merger rules and could harm competition. A market investigation examines competition problems in a market and may lead to remedies. An SMS investigation considers whether a firm has substantial and entrenched market power and strategic significance in a particular digital activity; it can lead to tailored conduct requirements if the legal criteria are met. A final infringement decision, in turn, requires the relevant legal process and evidence. These are not interchangeable labels.
That distinction matters here: the CMA’s 2024 warning did not ban the partnerships, order breakups or declare the six companies collectively guilty of an offence. Its later investigations are specific regulatory processes with their own scope and outcomes. (CMA AI strategic update)
What this could mean for businesses and consumers
For a business choosing AI tools, the practical issue is not only whether a rival model exists. It is whether employees can use it within existing systems, whether it can connect to business data and software, and whether the company can switch providers or use more than one without disproportionate cost. Cloud egress charges, licensing terms and technical interoperability can all affect that choice.

For consumers, defaults, bundles, app stores, operating systems and search can shape which assistants are visible and convenient to use. Competition scrutiny may help preserve choice and switching options, while poorly calibrated requirements could also burden integration or investment. The policy challenge is to address proven barriers without treating scale or partnership as inherently unlawful.
As of August 16, 2026, the central point remains the one in the original warning: the CMA is concerned that influence over scarce inputs and powerful routes to market could carry existing digital-market advantages into AI. Whether a particular company or arrangement crosses a legal line depends on the relevant market, evidence and regulatory process—not on the fact that it involves a large technology firm.
