EU battery rules created a real design and compliance challenge for sealed smart glasses, but the public record does not establish that they alone blocked Meta’s expansion. The original rule generally required portable batteries in products to be removable and replaceable by users. On July 14, 2026, the European Commission adopted a conditional derogation that can allow qualifying wearable devices, including smart glasses, to use professional-only battery replacement. Whether that act is already legally in force depends on its Official Journal publication date.
What the EU battery rule requires
Article 11 of the EU Batteries Regulation generally requires a portable battery incorporated into a product to be removable and replaceable by the end user throughout the product’s lifetime. The rule applies to the battery as a whole; it does not require users to dismantle it into individual cells. The stated design standard is that removal and replacement should be possible with commercially available tools. Specialized tools, thermal energy or solvents generally cannot be necessary unless supplied free of charge with the product. The regulation also sets requirements for instructions and safety information, including permanent online availability, and says software must not obstruct replacement with a compatible battery. For products within the relevant provisions, manufacturers must generally make spare batteries available for at least five years after the last unit of the model is placed on the market, at a reasonable and nondiscriminatory price. The policy aim is to extend product life, reduce premature obsolescence and support collection and recycling—not to prohibit sealed electronics as a category.

Why smart glasses present a harder battery-repair problem
A smart-glasses battery is typically housed in a narrow temple arm alongside electronics such as cameras, microphones, speakers, antennas and sensors. Making it accessible to an ordinary user can require a larger or differently constructed frame, while opening a tightly packed enclosure can damage components or puncture a lithium battery. The enclosure may also be designed to resist sweat, splashes, dust or impact. Those are genuine engineering trade-offs involving size, balance, structural integrity and durability, rather than a simple choice between a replaceable and non-replaceable battery.

The Commission’s 2026 delegated act recognizes that miniaturization and compact sealed enclosures can matter for wearables. It does not automatically exempt every smart-glasses model: the product must meet the conditions set out in the act.
What changed in 2026—and when it takes effect
The Commission consulted on possible additional battery-removability exemptions from April 28 through May 26, 2026, then adopted a delegated regulation on July 14. The act adds wearable devices—including smart glasses, smartwatches and fitness trackers—to a derogation under which qualifying batteries may be removable and replaceable by independent professionals rather than end users. Its conditions concern matters such as safety, durability or water resistance, together with size or handling limitations, or reliance on a compact sealed enclosure. Adoption and legal effect are separate steps. The delegated regulation says it enters into force on the 20th day after publication in the Official Journal. The act itself establishes that mechanism, but the cited Commission document does not establish the publication date. Without that date, it would be premature to state a definitive effective date. Nor is this a blanket waiver of battery obligations: for an eligible wearable, it changes who may replace the battery. It does not necessarily eliminate repair, spare-part or information duties.
That distinction matters for consumers. “Not user-replaceable” is not the same as “not repairable.” The Commission’s related guidance describes independent professionals as commercially operating repairers with the technical competence and qualifications to repair a product. Meta’s European rollout is not one single launch
Ray-Ban Meta AI features
Meta said Meta AI began rolling out in France, Italy, Ireland and Spain in November 2024. In April 2025, it announced voice-based Meta AI expansion to Germany, Austria, Belgium, Denmark, Norway, Sweden and Finland. At that point, some visual-understanding features remained limited to the United States, Canada and Australia. Meta described its European rollout as requiring work to comply with Europe’s complex regulatory environment, but its announcement did not identify battery removability as the specific cause of a delay. Meta Ray-Ban Display
Meta announced display-equipped Meta Ray-Ban Display glasses in September 2025, with an initial US launch at selected retailers on September 30, 2025. The US announcement listed a starting price of $799, including the Meta Neural Band, and stated up to six hours of mixed-use battery life or up to 30 hours including the charging case. Meta planned expansion to Canada, France, Italy and the UK in early 2026. Meta Glasses
In June 2026, Meta and EssilorLuxottica announced a newer displayless AI-glasses line called Meta Glasses. Meta’s US announcement gave a starting price of $299, stated more than eight hours of battery life and up to 40 additional hours from the charging case, and said Meta AI powered by Muse Spark would launch in the US and Canada, with more markets planned. A separate Spanish Meta announcement listed the line from €309 and named Spain among the available markets. These figures and markets belong to different country announcements and should not be treated as a single universal price or availability statement. These product and feature timelines should not be collapsed into a single “Meta glasses expansion.” Hardware availability, voice AI, visual understanding and display functions can have separate country rollouts. A charging case can extend time between outlet visits, but it does not make the glasses’ built-in battery replaceable.

What the evidence supports—and what it does not

Other considerations may include privacy and data-protection obligations involving cameras, microphones, bystanders and cloud processing; applicable AI, product-safety and radio-equipment rules; language and feature readiness; and retail, prescription-lens or service arrangements. These are possible factors, not proven explanations for a specific Meta launch delay. The fact that Meta cited a complex regulatory environment does not show which rules mattered most.
What the battery change could mean for buyers
- A qualifying model may retain a sealed, slim frame while its battery is replaced by a professional rather than by the owner.
- Repair access, service price and spare-part availability may matter more than whether the frame can be opened at home.
- A charging case can add use time between charges, but it does not resolve the separate question of replacing a worn-out built-in battery.
- The delegated act does not by itself guarantee that every Meta model qualifies, that professional service will be available in every market, or that other requirements are satisfied.
Verdict: a constraint, not a proven blocker
The more accurate account is that EU battery law threatened to require a design change or a professional-repair model for some sealed smart glasses. The Commission’s July 2026 act created a conditional route for professional-only replacement, although its effective date depends on Official Journal publication. Meta’s public announcements document staggered European features and planned product launches, but they do not prove battery rules were the cause of a particular delay or that those rules blocked expansion on their own.
